E-Health in the Philippines

Welcome to this list. This is a list for people interested in
advancing e-health in various aspects of Philippine society. The UP
Manila National Telehealth Center is your moderator with Drs Alvin
Marcelo and Alex Gavino as managers. Mr Rhodora Abano is also our
manager representing civil society.

Our definition of e-health is deliberately vague: it will be the
intersection of information and communications technology with health.
Keeping it vague gives us a wider net and we are less restricted with
what we can talk about. As we progress, we may then need to categorize
or discussions and even perhaps move to more specialized discussion
groups.

The UP Manila agenda is more specific: we want to find out the e-
health opportunities for underserved and marginalized communities. Our
premise is that if we are able to address their needs, then all the
rest of the population between providers and these communities will
benefit as well.

telehealth in the Philippines as well as our blog at telehealth-
ph.blogspot.com

In summary there are three main areas of e-health that are in rapid
development:

E-Records -- electronic health records

E-Learning -- strategies for delivering knowledge and new skills using
ICT

E-Medicine -- delivery of healthcare through ICT

There is a fourth E which is very important -- Ethics in e-health. I
propose that we include this as well in our discussions...

Hi all,

Eloy said to introduce myself. I'm Iris, a practising endocrinologist
in Manila with the bulk of my practice in the Philippine General
Hospital where I am part of the faculty. Eloy is always making me
join one discussion group or the other and I am always willing to put
in my 2 cents worth, toxicity permitting. Seeing a lot of
marginalized patients and having patients coming from all parts of the
country, I am very much interested in telemedicine and ehealth and
what it can do to help our countrymen.

Lastly, I'm also trying to finish my thesis for an MS in Health
Informatics. My area of interest is health informatics education in
the medical curriculum.

Thanks Iris.

An update: we had another e-learning session in Basco, Batanes today on Stroke and a telepsychiatry session in Infanta, Quezon.

So far these are the elements I see in a successful e-health activity:

1) active and wiling local health worker (doctor if available, nurse at least); available IT tech support -- LCD projector optional
2) good Internet connection
3) cooperative expert

We are compiling a list of experts who can contribute their time for the e-learning...as we want to maintain the quality and also to document the proceedings (eg, compile a list of FAQs), we propose that we conduct all these e-learning with the facilitation of the National Telehealth Center...

We do have four videos available (Alex, pls upload links to this list)...

I know some of you may want other videos...we are open to that...but as of now, we want to maximize the existing videos by being able to deliver that to more barangays...

Hi again, everyone. I just want to say I'm glad Iris is joining the group. I haven't talked to her and she'll read this most likely before we see each other. We both belong to the UPCM Section of Endocrinology and we are both active members of the Philippine Society of Endocrinology and Metabolism (PSEM). Iris is also a member of the PSEM Information and Communication Committee. So I am actually soliciting her help (Volunteering her services may be the right term. Sorry, Iris.) in carrying out the PSEM Diabetes Prevention Program electronically. We have already planned on our program to be known as Hawak Kamay Laban sa Diabetes goes E. I'll be meeting with Eloy on Wednesday at SMX. Thanks again, everyone. PSEM is very optimistic about this project. Thanks, Irynn (Doray to me, really), for linking me up with the right people who are really breathing the same air at PGH. I'm just finding it funny and ironic we will find each other in the virtual world ,
rather than in the PGH halls. Good day, everyone!
