No , it's not generated a tool offset cnc coordinate program. 
The program set only a G41 or G41 so the CNC-Controller can calculated a tool-offset circuit.

I'm confused about how this program works. Does it generate an offset for a tool?

The only manual I can find is August 23, 2009 and it has tabs called "Coordinates" and "File Beg. and End" with textboxes for tool diameter, etc.
My version is PyQt4 Beta: $Rev:: 549 $ Last change: $Date:: 2015-02-04 13:44:52#$ and has two tabs - "Entities" and "Layers". There is no way to enter tool diameter.

I can't find any other instructions on the web or on YouTube. Can anyone send me a link?

The manual you did find is for the old tkinter version. Up to now there is no manual for the new version. The only manual you will find may be here:
https://sourceforge.net/p/dxf2gcode/wiki/browse_pages/

However, you need to predefine your tools in the postporcessor configu file, then you can choose one of the defined tools in the layer tab.
