The 8th Central Pay Commission has invited memoranda from a wide range of stakeholders; however, it appears that the general public has not been explicitly included within its ambit. Since the Commission’s recommendations pertain to the utilization of public funds, it should not be the exclusive prerogative of serving or retired Government employees or their unions to present views. Salary expenditures constitute a significant portion of the public exchequer, and therefore, broader public participation would be both appropriate and desirable.
The link provided for submission of memoranda appears to have a technical limitation, as it allows only a single submission. In cases where multiple points are to be submitted and someone has pressed the submit button. The link becomes dysfunctional. It is unlikely that restricting submissions in this manner is the intended objective. The issue may therefore be treated as a technical glitch and addressed to enable multiple submissions.
