Sheweth: Brief….Bilingual Padma Awards
In order to acknowledge the distinguished services rendered by individual civilians, the practice of awarding Padma Awards was instituted by the Government in 1954. These awards under 3 categories are generally announced on the republic day every year. The recipient of this award can be any citizen residing anywhere in the country.
The award includes a medallion and a certificate signed by the President of India. This certificate is the acknowledgment of the contribution/personal qualities of individual by the first citizen of India. This certificate is inscribed in the Hindi language. India being a confluence of several diverse communities and cultures and it may be possible that the awardee may not be able to read the words written in Devnagari.
No doubt, any award conferred on a national level has its own significance; a certificate written in the mother tongue would definitely have additional value for the recipient and all his family members. This might cause an extra smile on their faces. Getting a certificate from the top authority in India is a historical moment for any family and inscription in mother tongue may further strengthen the bond of belongingness. This step forward would be treated as a courtesy gesture by the country in recognition of distinguished service rendered/qualities of the individual. With advancement in technology, printing in any language is nowhere an issue.
And accordingly, your petitioner prays that –
It is, therefore, suggested that the format of certificate may be converted to bilingual i.e. in Hindi and the mother tongue of the recipient as covered in the eighth schedule of the constitution.
Appropriate legislation may please be passed for implementation of above, if needed.
