Subject: Garbage Littering around in Dwarka
Dear Sir,
I am a member of Dwarka Forum and writinig you on behalf of over 2000 members across Dwarka. This is the reference to some recent garbage problems in Dwarka sectors witnessed by various residents. Attached are some pictures for your reference.
Here are our issues:
1. Dusbins are absconding from several service lanes.
2. Recently, only blue dusbins are installed at some places, greens are almost gone.
3. Several locations have become a garbage dump and garbage litters around for several days.
4. Service lanes are not cleaned properly on regular basis.
5. No dustbins are being maintanined, hence they are broken, littering or damaged completely.
6. Various 'Kabadi Walas' are found on existing garbage bins or so called dumbing grounds (with the lack of Garbage bins). They litter all the garbage on services lanes to pick up things of their interest and leave rest on the lanes.
7. Door to door pickup of garbage has not been seen/experienced so far.
Other than looking into these issues ASAP, I also request to make a quick action team for Dwarka (available on phone) to attend calls in an acceptable timeframe.
I talked to Mr. Raja, EE, Dwarka but he pointed me to Mr. Nangia who is (I think), a private contractor. We would like to request you to persue this request with concerned officers in Dwarka and have him responsible to take strong and quick action before anymore mess.
If need be, we are happy to visit you for one to one discussion.

For the last few months, vast tracts of open land, covered with garbage, has become a common sight.Simultaneously,thegarbage bins that dotted the sub-city have been steadily disappearing.
The MCD has given the contract for garbage management in Dwarka to a private contractor.
Says Rejimon C. K., from the Dwarka Forum, "The garbage dumps in Dwarka have all but vanished and broken. We have been running from pillar to post to draw the attention of the authorities to this fact but nothing has happened."
Residents have approached the office of the deputy commissioner of MCD (Najafgarh), the director-in-chief of the Department of Environment Management Services (DEMS) MCD, Anil Prakash and other zonal MCD officials but nothing has happened.
"Most of the garbage bins are damaged. We really wonder if DEMS (MCD) has any garbage policy for the Master Plan of the sub-city," says Anoop Rohera, member, Dwarka Forum.
The contractor responsible for garbage disposal presents his side of the problem.
"Our job is to collect garbage from the bins. If there are no garbage bins then what can we do. We are not under contract to collect garbage dumped on open land and from under the elevated Metro corridor. That is the responsibility of the MCD," saysJaspinderSingh,fromCITY Life Line, the private agency, which has been given the contract by the MCD to manage garbage in Dwarka.
MCDofficialsthoughtheblame back on the contractor.
"The contractor has a vested interestedinlessgarbagedumps.
Otherwise, why have they not reported the matter to us? We will place garbage bins immediately,"saysRadheyShyamGupta, executive engineer (MCD), in charge of garbage disposal in Dwarka. What is the reason for the poor state ofgarbagemanagementinDwarka?
The private contractor responsible for managing the garbage in the area has to take the blame.
What action do you plan to take?
We will get the contractor to act immediately. Otherwise we will cancel his contract. The requisite number of garbage bins will soon be place in the sub-city.
How come the decline in the numberofgarbagebinswasnotchecked?
As I have joined the zone only three months ago, it has only recently come to my notice.

Mr. Mittal,We are disappoint the way the DEMS handle the affairs at Dwaka Sub-City. Our office bearers compromising their professional and personal time taken out for a social cause and ready to cooperate,guide, help the MCD DEMS staffs on field. This kind of response from DEMS staffs is condemnble. We have earlier also lodge our sentiments and on record.The pictures earlier send by Anoop and many more availble to us are self explanatory.I also take opportunity to attach few taken this moring from Sector 22.This basically due to lack of planning(proper garbage disposal area for MASTER PLAN Sub-City). Are there sufficient garbage and construction malba disposal place/collection centres in all sectors ? If not whos responsiblity.. (Please dont reply that it is the duty of DDA..may agree it was with DDA few years back not at least last 3 years or so with MCD).As you may well aware from Dwarka alone MCD collect annual Crores of rupees as Property tax. Dear Mr. Mittal, I had a bad start of the today when MCD, EE, Mr. R.C. Gupta called me up to inform me that he could not make it today which is okay. But he seemed reluctant to even visit and he was rude with me. He did not want to setup a time to meet at all, instead he wanted to send his DC, Najafgarh. Mr. Gupta has recently got this Dwarka Area and I am afraid that he did not have any intentions to visit this place. I had invited media to cover our conversation that we had to cancel and waste everybody's time unfortunately.
Mr. Arora (9212597169) DC, Najafgarh called me up to setup sometime next week. Since, I am not available next week, I request you to take this matter personally and initiate the solutions based on my previous email. Our other members will coordinate with you on the same.

While planning the sub-city, the concerned authorities must have in their mind, the idea of keeping the residents awareness programme about the stray cows, bulls, stray dogs & pigs in mind as an added [invisible] bonus to the Dwarka-residents. This is a very `successful` initiative of Bhagidari- of urban with rural. Any time of the day & night, no resident/users of these roads will be discriminated against! Everyone, at all hours, will have the benefit of watching some of the open plots meant for parks, being swallowed by filth & garbage & animals/dogs & rag-pickers, making a bee-line for those spots, to dispose off the accumulated waste, in the manner, they like?
