It would be highly appreciable if you could forward me the attachment that was with these mails that had details of individual meters in CGHS where single point meters are installed.  

 

I am seriously considering to go for our own meter since we are paying much higher than we actually would have if we had our own direct meter of electricity.

The clause 2.127 mention that cghs supply at 11kv is at low tariff side.  It is grossly incorrect and we hv alredy shown that.
the derc tariff order needs to be contested and if they do not act then electricity ombudsman has to be contacted failing tha twrit shud be filed in the court.

we had history where DF filed complaint and DERC penalized huge amount but till date that is not come a reality- Sushil may update.

DERC as I had recently shared is Sister Concern of these Pvt Discoms
If any one have doubt on that file an RTI ask simple two questions

1. Total Amount of Energy billed at the official residence of the Chairman/DERC and Secretary DERC. Who pays the Bill.
2. Total Annual Asset increase after taking the post of the DERC/CGRF/Ombudsman by various people currently in position.

What is needed, please need to come out be part and join together and take up. If things are left for some else to fight.

I agree with Rama, all CGHS respective residents should convert their society connection, direct connection.

I did some study some time back on the merits of single point distribution system. For Vidyut Board, it was one easy one point collection mechanism. The Society takes the responsibility of sub distribution, metering and collection of electricity charges from its residents. Vidyut Board will send one Bill to the Society. They decided to give some freebie wherein society take the responsibility of metering/ reading/ collection ETC. (which was 15% discount). Secondly, every department in Delhi fight for supremacy (Jal Board, Vidyut Board, DDA, MCD etc.). Without a POC, Vidyut Board use to create issue by not giving individual connection. This mess was ignored till public were getting some 15% discount.  Private company will never carry forward freebies. If I remember, various federations raised this issues at some level. 

Secondly, in today's scene with Service Tax, it is better to get the meters directly rather than getting it sub-metered through one account. Monthly the maintenance along with electricity will cross the Rs. 5000 mark and 12.36% service tax will get added. This liability will be more killing than 15% freebie of electricity company. If the monthly charge cross Rs 5000, one will have to pay service tax on the whole amount and not on the extra amount !!!

I feel we shud maitain positive approach.what derc is doing is Andher nagari chopat raja .....

We should continue with sigle point connection and fight it out with derc/electricity ombudsman/high court
the quality of our own distribution is far superior
allowing bses electricians access to all the house can compromise sqty
With common emergency supply arrangements at the society the supply failures are automatically taken care of and individual need not go for inverters etc
After  having invested in total infrastrure(sub station building,transformers,swithgears,meters cables) it amounts to national loss.why shud we succumb to corrupt officials appointed by UPA.We are not seeking any BHEEKH we are asking what was part of contract with DESU their predecessor
AAP is absolutely correct when they pointed this Bharatachar and ordered CAG audit.
DF can draft a proper application initially for consumer forum against their unilateral decision of reducing the rebate from 15 to10% ,if permissible. Otherwise a writ in delhi high court shud be filed

Hi,

After going through the complete details. I would recommend Dwarka Forum to file a case in High Court on these lines :-

(a)  Separate tariff for single point distribution is not justified.
(b) Recommendation is that CGHS customer should be charged same as any other domestic customer who is not staying in CGHS. In addition, there should be 15 % concession on the complete bill as per MOU with earlier DESU, since the complete infrastructure is being maintained by RWA.
(c) Now. the big question is since it is single meter, how CGHS to be billed. My suggestion is :-

EXAMPLE :-
        (i) No. of houses in society = 150
        (ii) Total units consumed in one month by complete society = 67500
        (iii) 150 X 200 ( since there is a slab for 1-200 units at his rate) = 30000 X Rs 4.95 
        (iv) 150 X 200 ( since there is a slab for 201-400 units at his rate) = 30000 X   Rs  5.95
        (v)   150 X 50  ( since there is a slab for 401-800 units at this rate = 7500    X   Rs 7.30
        (vi)   Then, on total bill 15 % discount to be given as per MOU.

In my opinion, this is how we should suggest CGHS to be billed and incase of any subsidy by government it should be passed on to the society. 
The other option given for individuals to shift to separate meters at his stage is not practical as BSES will refuse it at one pretext or other. And societies will not be in a position to provide space to BSES to set up their infrastructure. 

NO separate tariff or meter is required by common facilities, since it is not done for other domestic consumers.

This will ease burden on societies and further consumer billing can be done easily as per consumption of individual customers. Secondly, not all houses must be occupied in society and it will help society to increase the number of units at lower rate.

There is no rationale in billing CGHS at higher rate as the slab tariff is applicable to domestic consumers staying in GK, Safdarjung enclave, Lutyens delhi etc. So, why middle class CGHS customers to be billed at higher rate. NO SEPARATE TARIFF IS REQUIRED FOR 11 KV SINGLE POINT DISTRIBUTION. Only 15 % should be given for maintenance of transformer, further distribution, indl billing etc.

Now, electricity tariff is pinching customers and there has to be a concerted effort from DF side as is done in water issue.

Dear Mr Arvind,
your suggestions seems to be just and perfectly O K.I am sure if it is taken up in any court it will hold good.However before filing writ in the court the derc/ombudsman shud also be approached to make them understand the erroneous stand they hv taken.
