Grievance: There are certain grey areas requiring urgent framing of appropriate rules by DOPT for greater transparency & uniformity throughout all CABs. Absence of these is resulting in different treatment to different individuals and handling of cases based on individual understanding, whims & wishes resulting in different financial outcome.

 

 

1.     There are close to 500 Central Autonomous Bodies across the country. However, there is no uniform rules governing grant of post-retirement medical facilities to the employees. Some are granting unlimited post-retirement medical facilities, while some are providing restricted amounts and others don’t pay any thing.

 

Since the funding source is same, there cannot be different practices followed by the institutes. DOPT may please examine this for bringing uniformity in practice.

 

2.     There is no uniformity in leave encashment practice.  Some institutes make payment of LE on separation to employee directly, whereas some transfer the leave balance to the new institute and some pay to employee but restrict it to 300 days only during whole service including encashment given by previous organizations. If one is changing job after every 10 years he can get more than 900 days LE during entire service. This is a system loophole and needs suitable clarification.

 

3.     Likewise, entitlement of telephone/newspaper reimbursement to be governed by as per substantive post held by the employee or the basis actual pay scale after financial upgradation needs appropriate clarification.

 

4.     There is a grey area in pay fixation where an employee after serving 20 years on a pensionable post is appointed to a new post with NPS. How pay shall get fixed? Will he be treated as re-employed after retirement and basic pay restricted to Rs.225000/. The rules framed must be comprehensive covering conditions including transfer from Govt./CAB to Govt./CAB.
