Clean cheat: Civic body photoshops Delhi road image, judges spot fraud

A picture is worth a thousand words, it is said. Well, not if it’s photoshopped and tries to substitute work instead of just words.

A Delhi high court bench spotted doctored photographs of roads and pavements in Dwarka wiped digitally cleaned by the agencies to claim they had acted on complaints by residents about poor civic facilities in the sub-city. The photographs were submitted before a bench of Justice BD Ahmed and Justice Siddharth Mridul by the South Delhi Municipal Corporation and the DDA.

“This is photoshopped. When it comes to technology, I am a novice, but even I can say it is photoshop. Somebody has tried to brush this up,” the bench remarked.

Caught red-handed, the counsel representing the SDMC and DDA quickly scrambled a defence, saying there was no reason for them to smudge the details as they were working to clean up the areas on their own.

Law student and Dwarka resident Ebbani Aggarwal, who had filed the PIL seeking a direction to the civic agencies to clean up the area, told the bench that some work has been done but it was not as clean as the photos show.

Aggarwal had approached the court, saying the markets, roads, footpaths and open vacant land and other places in Dwarka ware full of filth, solid waste and construction material. In her petition, Aggarwal had said that the sorry state of affairs was a result of tussle between the south body and the DDA.

Apart from finishing the work before September 30, the next date of hearing, the court directed the agencies to submit fresh photographs.

In the earlier hearing on Aug 28, 2014 Delhi HC Bench had taken note on the plea by lawyers Ebbani Aggarwal and Gaurav Deep, both residents of Dwarka.

"Delhi High Court Bench of Justice Badar Durrez Ahmed and Justice Siddharth Mridul rapped the civic authorities, and directed DDA and SDMC officials to work together. The authorities have been tasked to clean up the area in 10 days and submit photographs shot from exactly the same angles as submitted by the petitioners. They are also to submit a status report."


So, on completion of Ten Days SDMC officials submitted photoshopped images.

Seems SDMC certifying bills of its contractors on the basis of Photoshopped images.

Kudos to Ebbani Aggarwal & Gaurav Deep!

In the given scenario,the course followed by them is one of the effective way to bring in accountability of the civic officials,

I think,it is a case of PERJURY,too.

Besides action by CVC as suggested by Mr Rejimon will be another positive step.

The way encroachment is increasing in Dwarka markets & malls & the poor state of construction/maintenance of infrastructure, other residents need to emulate Ebbani`s & Gaurav
example,in the interest of better quality of life in Dwarka.

Parking & arbitrary towing away of vehicles are other sore points,besides many others.

This is happening when SDMC is ruled by party which also have local MLA, MP, State Govt thru LG nd Central Govt.

But the basic promises made during elections aren't being implemented.

Five years are not required to work on basic amenities like good roads, sanitation, street lights etc.

My message to current set of politicians Act now or perish in next election...

Little difference between clean chit and clean cheat. Addition of "e" in cheat makes lot of difference.

SDMC nd DDA again reprimanded by Delhi HC on doing only cosmetic clean up job.

Young lawyers Ebani Agrawal / Gaurav Deep who are resident of Dwarka had filed an PIL nd she's fighting mammoth organisation DDA nd SDMC.

It also directed SDMC to inform the standing counsel for Delhi Metro Rail Corporation (DMRC) to be present on next date of hearing, after three weeks.

DMRC's presence was sought after Ebbani contended that a metro parking lot, managed by the corporation, was inaccessible.

During the day's proceedings, the court perused the fresh pictures submitted by SDMC, after it and DDA were pulled up on the last date for filing photo-shopped pictures, and observed that while some areas of Dwarka look better, a lot still needs to be done.

It also advised fining those residents of the area who indulge in littering, after the civic body said people living there litter the area.

The court also suggested that SDMC should provide a garbage disposal system for the residents of Dwarka and then declare that there will be zero tolerance towards littering.

Ebbani opposed SDMC's claims of having completely cleaned up some areas of Dwarka and said that in some places rubble is being dumped behind walls and added that she will be filing pictures of the same in a few days.

 whether we agree to disagree on Swacch Bharat Mission is just hype or reality. We must do our bit to make it as opportunity to improve our surroundings.

One of the key for long term goal achieving the Sanitation is to have Sanitation bye-law.
Even our PMO attention was brought through an RTI & Emails. So far no response or luck

We must continue our efforts -

Please support as requested earlier to get pictures, probably new one close to next date of this case. As this month there will be some efforts to clean by SDMC and DDA. But we all know how GOOD are they and their DEDICATION to work. So I am sure there will be many areas uncleaned & neglected by both SDMC and DDA. So please click pictures and share with details..

Please provide us the reason, recorded for non-implementation of Municipal Solid Waste Handling Rule 2000 and amended in 2013 across India, especially in NCT Delhi by Civic Agencies?

Have the PMO is aware of this MSWHR 2000-2013 and its benefit. If so please provide the concerned officer in PMO. As current PM Shri. Narendra Modi vision on CLEAN INDIA repeated even on 15th Aug 2014 speech.

 

As per records, have PMO aware that Delhi;s Urband Development Depart of NCT Delhi holds the key role in notification of Sanitation Bye-law passed by SDMC ? This is intentionally delayed by Dept of Urban for Last One Year.

 

Have PMO taken up this matter with Delhi Urban Development Department, LG, CS or CM? If not, will there be an officer assigned  at PMO available to coordinate this pending Notification for the purpose


Have PMO taken any measure to make a Sanitation Bye-Law for entire nation where in both littering and non implementation of Sanitation standard punishable not only for Public but also for civic agencies and its staffs? If not please provide the Ministry that will be assigned to invite suggestion for such draft Sanitation Bye-Law

As PM announced scrapping of Planning Commission, any decision to scrap the Central Pollution Control Board and other agencies which remain a mute spectator even in NCT Delhi.

 

As PMO and new Govt is keen on Clean Ganga and other projects, consider the basic issue of Sewers  lines connected to Drain and no punitive measure or correction taken by CPCB.

 

Have PMO taken measure to review the Ministry of Environment the staff posted with Pollution Control Division and Ministry of Water and Sanitation ?

 

 Please provide list of Officials at PMO handling grievances for each Ministry or Subject to be contacted by email for sending suggestions.
