A picture is worth a thousand words, it is said. Well, not if it’s photoshopped and tries to substitute work instead of just words.
A Delhi high court bench spotted doctored photographs of roads and pavements in Dwarka wiped digitally cleaned by the agencies to claim they had acted on complaints by residents about poor civic facilities in the sub-city. The photographs were submitted before a bench of Justice BD Ahmed and Justice Siddharth Mridul by the South Delhi Municipal Corporation and the DDA.
“This is photoshopped. When it comes to technology, I am a novice, but even I can say it is photoshop. Somebody has tried to brush this up,” the bench remarked.
Caught red-handed, the counsel representing the SDMC and DDA quickly scrambled a defence, saying there was no reason for them to smudge the details as they were working to clean up the areas on their own.
Law student and Dwarka resident Ebbani Aggarwal, who had filed the PIL seeking a direction to the civic agencies to clean up the area, told the bench that some work has been done but it was not as clean as the photos show.
Aggarwal had approached the court, saying the markets, roads, footpaths and open vacant land and other places in Dwarka ware full of filth, solid waste and construction material. In her petition, Aggarwal had said that the sorry state of affairs was a result of tussle between the south body and the DDA.
Apart from finishing the work before September 30, the next date of hearing, the court directed the agencies to submit fresh photographs.

But the basic promises made during elections aren't being implemented.

Clean-up of Dwarka by civic agencies not upto mark: HC
The Delhi High Court today observed that while the civic agencies have done some work towards cleaning up Dwarka here, it is "not upto the mark" and questioned "why can't you get self-galvanised". "You have only done cosmetic work. You have done something, but that is not good enough. It is not upto the mark. Why can't you get self-galvanised? The court also directed South Delhi Municipal Corporation (SDMC) and the Delhi Development Authority (DDA) who have been entrusted with the job of cleaning up the sub-city on the plea of Ebbani Aggarwal, a law student and resident of Dwarka, to file pictures of those sites which are yet to be completely cleaned of rubble and garbage.
It also directed SDMC to inform the standing counsel for Delhi Metro Rail Corporation (DMRC) to be present on next date of hearing, after three weeks.
DMRC's presence was sought after Ebbani contended that a metro parking lot, managed by the corporation, was inaccessible.
During the day's proceedings, the court perused the fresh pictures submitted by SDMC, after it and DDA were pulled up on the last date for filing photo-shopped pictures, and observed that while some areas of Dwarka look better, a lot still needs to be done.
It also advised fining those residents of the area who indulge in littering, after the civic body said people living there litter the area.
The court also suggested that SDMC should provide a garbage disposal system for the residents of Dwarka and then declare that there will be zero tolerance towards littering.
Ebbani opposed SDMC's claims of having completely cleaned up some areas of Dwarka and said that in some places rubble is being dumped behind walls and added that she will be filing pictures of the same in a few days.
