CBI should regularly update and publicise list of ‘Undesirable Contact Men’ (UCM)
Central Bureau of Investigation (CBI) maintains a list of some ‘Undesirable Contact Men’ (abbreviated by CBI as UCM) which in the year 2012 had 23 names. These 23 names mainly operating in major ministries like Defence, Home, Finance, Coal, Power, Telecom and Shipping also comprised of lobbyists, power-brokers, bribe-grievers/facilitators out of which 14 were from Delhi, 5 from Mumbai and 3 from Chennai.
Some prominent names included Suresh Nanda, Vinod Bindal, Sanjeev Bindal, Ranjith Sinha, Rajeev Singh, Jatinder Pal Singh, Kishore Agrawal, Ravinder Khera, Gopal Krishan Kedia, Ashish Bose alias Bablu, Pradeep Rana, Mohinder Singh (MS) Sahni, Ashutosh Verma (all from Delhi), SD Kala, Chandan Parmar, Kartik Kothari, Sunil Kumjar Narottam Shah and Rajesh Kishorilal Shah (Mumbai). Kolkata-0based Sanjay Kumar Pasari who was caught by US authorities for bribing Coal India was also in the said list whose (and his associates) $400 million (more than rupees 2000 crores) worth accounts were frozen by a court in Geneva.
But presently this list is not made public and is a secret document circulated only amongst certain public-authorities. But this list should be regularly updated and made a public-document available freely at websites of public-authorities as a warning to members of public to be aware against fraud and undesirable practices by such undesirable persons. This becomes necessary also when certain undesired elements are found to be impersonating dignitaries seated on high posts thus cheating also members of public.
It seems that some amongst decision-takers might be afraid of getting their names leaked for being blackmailed by such ‘Undesirable Contact Men’ because of their close links with each other. Making list of ‘Undesirable Contact Men’ public, will create much desired fear-psychology amongst such decision-takers who misuse their positions for corrupt means against national and public interest. Instead of wasting public-funds on photo-publicity of political rulers, hard-earned tax-payers’ money should be better utilised for revealing list of ‘Undesirable Contact Men’ at regular intervals prominently through newspaper-advertisements.
