Noise Pollution by Guard Patrolling

Dear Members

Need your Comments and Remedies ....

In our society our Secretary has instructed the night duty gaurds to
beat the Danda (Big Bamboo Stick/Rod) and whistle whole night in the
vicinity of the society. Reason of this order is to control burglary
and make sure gaurds are not sleeping.

Mine flat is on the Ground Floor and this irritating noise of beating
Danda and whistling has made our life Hell we are not able to sleep
whole night. You can well imagine the throbing sound in your brain.

I made this complaint to the secretary and his nonsense answer was
that "this is very important for security and this act of beating/
whistling convey message to the Theives that we are awake."

Our secretary is Old man and lives on the top floor where he hardly
make out what is the level of noise on the ground.

Some of the members are also objecting it, since they are gifted by
God to have nice sleep in greate noise pollution so it is not much of
a issue for them.

Now I would like to know

ARE THIS PRACTICE IS FOLLOWED BY OTHER SOCIETIES TOO ?

WILL CALLING 100 NUMBER WOULD BE A HELP ?

Sleep is fundamental right of the person.

Please suggest the remedy to this mental sickness.

You may have noticed. its practised in most of the places even.. our Police Patrol use the siren..@ nite.
Solution lies a discussion with your soceity management team and middle path.

Dear Mr. Arun,
Being a member of management we are also facing the same problem. Some of the resident wants Danda beats and whistling sound and some are in favour of sound sleep without noise. As a result we instruct our night guard to avoid those area to whistling and danda beats where residents don't want it but do for rest of the area till another objection comes. Definately management have to see both the aspects i.e. alertness of guards as well as sound sleeps of resident without any unwanted events. So you can request your association accordingly without banging the guards at the odd hours who is seriously doing his duty.

Dear all,
This practice is being followed almost in all sectors.Bsides this we have police petroling also who uses sound as well.Practically it is not possible to allow it in certain area and disallow in certain area.
This also not correct to say since secretary is living on top floor that is why he has permitted.Being the residents of ground floor you may have so many extra advantages but you are not consoidering that.We have never come across with the instances where one can not sleep because of beat of Danda.We so often talk about rights why we do not understand the responsibility/duty.
If it is being done for the security of your own house I think we should bear this unless it is being done intentionally.
 
This is my view with no intention to heart anyone.

I personally think beating a stick is unnecessary. Obviously every potential thief will be aware that the security guard on duty will have a stick so I don't know what the point is of making it clear that the guard indeed possesses a danda by beating it. The whistle too is unnecessary to blow without any reason. In the olden days whistle blowing was a form of communication for policemen. Whistle should only be blown if the guard wants to call for backup when he sees something suspicious.

I do not find any point in beating the Danda by the security guard. On the other hand it cautions
the thief who can know the location of the guard  very easily. In that case he can operate in a house
where guard is not near by.

The only advantage that one can see is to know that the guard is awake. But even to know that one has to
disturb his own sleep.

We must think about a better alternative to this Danda beating.

The problem is really puzzling. To keep other robbers away, they are robbing
your sleep.
Try 100 no. as a last option. Why not one day you do this duty voluntarily
and drum so hard that the secreatry wakes up.
Or go and stop the guards from beating the rods. Let the secretary call the
police instead.
Just some wild ideas!
In our society patrolling noise was stopped long time back.

Typically this is done to keep the guards themselves awake. However, it is counter-productive against thefts, especially in large societies, as the thieves are alerted to the location of the guards. Suggest CCTV with motion sensors to alert the guards and the secretary on nocturnal movements.

A group called "Anti Noise Pollution Committee" consisting of medical doctors in Mumbai had undertaken several initiatives and achieved good successes through legal instruments. I advise the effected person to approach Dr. Yesheant Oke for guidance on to deal with this issue. Dr. Oke is available at yeswa...@yahoo.com I am responding to this query based on a nice article (For the sound of silence - January 27, 2008 - Delhi Edition) that appeared in the Times of India last year. I am sure this Committee should be able to give advise to you for both - medical and approach to your problem.
