Just to share with you all the trailing email and this news from ToI finally a little justice that too after long follow up by many RWA's and Citizens.

Third party can test faulty power meters (ToI) dated 14/6/2013


NEW DELHI: Power consumers will soon have the choice to get their faulty meters tested from a
number of accredited independent third party meter testing laboratory.
Delhi Electricity Regulatory Commission (DERC) issued a notice on Thursday inviting interested
private, semi-government or government labs having accreditation from National Accreditation Board
for Testing and Calibration Laboratories (NABL). NABL is an autonomous body under the aegis of
Department of Science & Technology.
At present a consumer with a complaint of tampered or faulty meter has very limited third party choice
with only the Central Power Research Institute (CPRI) being on DERC's approved list. Also, this lab is
based in Bangalore which makes it less accessible to people living in Delhi because of which thay depend
on the discom's testing teams and labs.
P D Sudhakar, chairman DERC, said that the move aims at instilling confidence in the consumers. "We were flooded with complaints from consumers
under section 142 of Electricity Act 2003 regarding testing of energy meters in cases of theft, tampering of energy meters etc," said Sudhakar.
According to the order the labs must be equipped to test meters on the following scales-physical condition, including seal condition on receipt,
functionality, accuracy, cause of defect, effect on actual recording of energy, reason for disturbance in recording of energy and analysis of downloading
data.
DERC has asked the interested parties to give full details of their labs including income tax, service tax, registration number and copies of audited
balance sheets of the last three years. Also, the details of work undertaken by these labs in the past.
Both discoms and resident welfare associations welcomed the decision. "It's a good move but it has come a little late. We had raised this demand in
September 2011. But we are glad that finally DERC has decided to implement it," said Rajiv Kakria, member of NGO Chetna that deals with civic and
infrastructure issues.
Loadshedding continues in east, north
Local faults and snags continued to cause power cuts particularly in east and north Delhi. Rotational load shedding was reported from Mayur Vihar,
Ghazipur, Patparganj and neighboring areas because of repair work at the Ghazipur 220 KV grid which broke down on Monday night. The grid is
under maintenance of UPPCL (Uttar Pradesh Power Corporation Limited) which is expected to repair it by the weekend.
"This is constraining the flow of electricity to Delhi Transco Limited's Ghazipur grid, which in turn feeds electricity to Patparganj, Ghazipur and Mayur
Vihar areas of BSES Y amuna Power Limited (BY PL)," said a BY PL official. However, to fix the line DTL has extended technical support to the UPPCL.
"A 220 KV 'jointing kits' and 'cable spools' has been loaned to UPPCL for fixing this issue," said a DTL official. BY PL claimed that the discom is in the
process of diverting power from its Akshardham grid to Ghazipur to resolve the issue.

As mentioned in trailing the Meter testing done by BSES were not reliable.

The BSES acknowledged that they have no Contract with any firm on testing THIRED PARTY. While all the BILLS which alread you have many copies have mentioned and read as below"

In order to get the electronic meteres tested, consumers may exercise the following options:-
1. By Central Power Reserch Instiatue (CPRI) an autonomous society under MoP GoI through Discom at the rate chargeble by CPRI.

Now the matter is LOUD and Clear..

There we demand compensation for the damage and order immediately 3rd Party Testing labs for Consumers, which need to be distrubted by Discoms, DERC, CGRF and public Notices.

After so many months have passed now you are asking me for a format to be filled up and send 4 copies? IS THIS IS NOT INTENTIONAL HARASSING already harassed CONSUMER?.

Any I will be sending the duly filled form, before that I want an explanation from Mr  SUNIL JOHRY, how you justify your response line.

Who will bear the loss of high inflated bill.  We request DERC to take note of this and record.

We need answer to this.

This is to inform and warn that all my future BILLS which are in my best knowledge are HIGHLY INFLATED will be born by DERC and CGRF.

As in-spite repeated REMINDER the grievence not attended by CGRF/DERC evdidently suggest to favour BSES and not upholding the Regulation.

We will wait for another 7 days response from DERC and CGRF. Failing which we will be taking measure to get justice.

We would like to bring toyour notice that we received Bill for Mar 2013 again with inflated.

It is again brought to notice that the BSS mentioned CPRI as third party testing while CPRI denies any such associateion. Enclosed a copy of the Bill copy.
Any further LOSS or DAMAGE to me on account of the inflated bill due to non testing the meter will be at the responsibility of CGRF-BRP and DERC.

Sir,

We have noticed our bills are going very inspite of changing all lights to CFL and LED. The appliance all are of 5* compliances.

I had requested the BSES for meter testing they come and do simple test of their meter and state its the wiring. Please note our society have installed all ELCB and high reliable MCB switches for each section, any minute change the ELCB/MCB are down, so there is no point on the wiring, even that too got tested.

So we requested the BSES to organise the third party testing as described in the Bills of the BSES. The CPRI have denied having any testing for BSES, while it is still shown in all BSES meter misleading the consumers.

Please find ecnlosed a meter testing request RECEIPT, which we clearly indicated for testing by THIRD PARTY and on any Sat/Sunday while we are at home.

We appreciate the CGRF will take this grievance and let us know the ref and progress.

Recently I have found my bills going up double.

To get it tested, I got in touch with BSES who send their techncian and simply suggest its wiring problem. While our techincial team inspected found no earthing or leakage or anything as all system with ELCB and other safe guards.

What was surprsising after learnign BSES I wanted an INDPENDENT Meter Testing. So read the last bill and SURPRISE to me and others CPRI is named as Testing for Meters.

When contact CPRI Noida, they informed they have no contrac with BSES/DERC or any one for testing.

We urge upon DERC for IMMEDIATE ACTION and Issue public Notice also update the DERC website  http://www.derc.gov.in/electronicmeters/meter%20testing/report%20metertestingdrive.html

However the guy informed tha the meter seems ok and reported some OVER LOAD showing.
While I got checked my wiring which was well done as per standard with ELCB for all our 256 flats.

Now as per Mr. Mohanty I tried to contact CPRI for independent meter testing

They informed that there was contract earlier till 2010 which is expired so they are not doing.

Could you suggest some other insitution which does this testing.
