At last, DDA advised to allot flats in 14 Dwarka societies
In a major relief to 1,4001,600 families, the Registrar of Cooperative
Societies has recommended to Delhi Development Authority for allotment
of flats to 14 Co-operative Group Housing Societies in Dwarka.
Congress MP from West Delhi, Mahabal Mishra has been agitating over
the non- allotment of flats in the sub- city. In a related develop-
ment, the Delhi Government has also said that strict action would be
taken against the societies which took the pos- session by unlawful
means.
There are four such societies which were involved in a self draw for
taking possession by unlawful means.
Well-placed sources told The Pioneer, that DDA is the final authority
to make allot- ment of CGHS flats after rec- ommendations by RCS. Of
these 14 CGHS flats, six have completed all formalities and documents
during the scruti- ny following the Delhi High Court order.
These CGHS includes KG Brothers Housing Societies, Climax Group
Housing Society, Minocha Vihar Group Housing Society, Himalayan Group
Housing Society, Modest Ketaki Group Housing Society and JP Brothers
Group Housing Society. While six CGHS which were under the scanner of
CBI investigation, found eligible for allotment after the scrutiny of
the documents include Apni, Guru Ramdass, Raj Vihar, Chitrakoot, Vijay
and Maharani Avanti Bai.
The RCS also recom- mended two CGHS -- Diamond Square and Shivani
Housing Society, to DDA after the court orders. The recom- mendation
came under Rule 90 of the RCS Act. In the case of CGHS which is under
scan- ner of CBI, recommendation will be made by a committee headed by
former Judge RC Chopra to Delhi High Court where these matters are
pending. "With this decision, over 1,400 families are expect- ed to
get their allotment of flats in CGHS in Dwarka," said the source.
There were 252 societies under CBI investigation. Of these, 59
societies were allot- ted land and construction started. These
societies were under consideration by RCS for making recommendations
to DDA for flat allotment. Of these, only 12 submitted their documents
pertaining to membership, allotment and election of societies.
Sources said that the doc- uments of 45 societies were found
incomplete. Of these, 26 societies have failed to submit their
document to Registrar office while 28 societies could not furnished
the required documents as it was either submitted in the court by the
CBI or the chargesheet has been framed. About 38 societies have not
submitted comple- tion certificate to the concerned department till
date.
Upset over the self-draw by allottees of several CGHS in Dwarka, Delhi
Government has decided to take action against them. It is considering
initiating criminal action against the management of the societies.
It might be noted that Congress MP Mahabal Mishra led a delegation of
the Association of Cooperative Group Housing Societies and met Delhi
Chief Minister Sheila Dikshit last week and urged her to help the
resi- dents of 79 housing societies of Dwarka get their flats.
The delegation, comprising nearly 30 members, blamed that it was due
to the position taken by the RCS that they had not been able to get
the flats, for which many of them had taken loans and are pay- ing
huge equated monthly installments. Also, since they are unable to move
into their flats, many of them are com- pelled to live in rented
accom- modation.
They said while their flats have been ready for many years now, they
are unable to get possession despite having got favourable orders from
the Delhi High Court in the past two years.
The housing society mem- bers said the apartments have also been
suffering for lack of maintenance and now the allottees would have to
spend several lakhs more before they are able to shift into the fast
deteriorating buildings. The Chief Minister gave the delegation a
patient hearing and assured that an early solution would be found to
the vexed issue.

Taking a firm stand on the allotment of flats to residents of co-operative housing societies in Dwarka last month, Chief Minister Sheila Dikshit stepped in on Thursday and assured the residents that the matter will be resolved within the next 15 to 20 days.
The meeting was reportedly attended by the residents of 57 co-operative societies. Dikshit asked them to form a federation and submit all necessary papers, documents and demands collectively.
Of the 57 societies that are still awaiting allotment, members of four housing societies had gone through a self-allotment process and had moved into their flats.
Of the remaining 53, the government has recommended 14 societies that have been cleared to the DDA for allotment. With the documents of the remaining 45 still pending, Dikshit has asked members to submit them at the earliest.
All 57 societies have more than 6,000 flats lying vacant in Dwarka for the last six years after scam worth Rs 4,000 crore involving 135 group housing societies was unearthed in 2004. After a probe by the Central Bureau of Investigation found procedural discrepancies in old records related to these 57 societies, the Delhi High Court, in August 2008, had ruled that allotments should begin immediately after scrutinising the documents and chargesheets submitted by the investigating agency. The court also said the criminal chargesheets must be examined separately
The CBI found that then CGHS Registrar N Diwakar had colluded with officials in the Registrar’s office, the DDA, builders and office-bearers of cooperative societies in Delhi. The scam involved fraudulently reviving defunct housing societies to get land from DDA at a concession.

In my opinion, the UNITY must prevail.
First of all what ever may be we must Appreciat the CM for the step and if she really intend this matter will be resolved as said in few weeks time. Also ensure for political milege the issue is not get diverted. The stake holders must be very carefull and vigilant.
The CM asked to form a federation. What s the view of members?. The affected members already have a CGHS. We already have many organisation exit on record of recods and why we need to careate another one..it wil lead to division in my opinion.
There is urgent need to abolish certain provisions of DCS Rules/Act etc to smoothen the draw of flat issue.
At the same time all CGHS Managment must also respect common desired standards such as Election, TRANSPARENCY, AGM every year, Audits by Professionall with involvement both MC and non MC Members and due recognition of all residents, speedy membership for PoA holders etc. First all our societies have to set a BENCHMARK to satisfy our own members. The real coopertive comes resolving issue within.
Also the issue of CC/POC issue also need to be resolved with DDA. The age old system and dilly dally delay must go.
We need to go unitedly not divided.
