Madam,

 

Sub: Review of working of EPFO.

 

As is aware that EMPLOYEES Provident Fund Organization is touching the lives of millions of families and is one of the biggest social security measure available in India. However they still work on orthodox systems without any significant up-gradation.

 

Till date EPFO has failed to issue permanent PF number to any subscribers. As a result with every job change a new number is to be obtained. Besides increasing unnecessary paperwork, this is particularly hitting very hard to work force at the lowest strata. In fact the concept of PF deduction is working against them, a large work force working on minimum wages works under a scenario of frequent job change. With every job change they get new PF number and not being able to deal with paper work virtually loose the PF deposit of previous job.

 

EPFO scrapped its mega project of issuing social security number to all PF subscribers without any public announcement for reasons best known to it.

 

PF department is the one where everything is at least one year behind the schedule. Every year they give the PF balance of March of previous year? They update the PF balance of subscribers only once a year? They ALWAYS declare the interest rate to PF subscribers after considerable delay.

 

As per internal rules (provisions of Para 6.13 of the MAP-II A) the interest applicable for a particular financial year must be declared before the commencement of the relevant financial year. But it has NEVER happened and for whole year they keep on settling accounts of subscribers on ad-hoc basis.

 

EPFO has no scheme to issue account statement online.

I request that working of PF department be overhauled completely and automation to happen, inter alia, on following fronts.

a)    Issue permanent PF number to subscribers or treat UID (Aadhar) as a permanent number,

b)    Updating subscribers accounts every quarterly,

c)     Accepting quarterly online PF return from employers,

d)    Issuing Account Statement to subscribers online,

e)    Declaring interest for any financial year before the start of year.

Very good suggestions, after indepth study.  I m not a member of PF otherwise, I may have joined you on the issue.  Please make a follow-up of this.  However, some time back, I learnt that in future the PF balance will be available on-line, any comment on the veracity of this news.

Yes, in some states balances are made available on registered mobile phones thru SMS. But these are very old, since updation is done only once a year. Moreover this balance is partial because it doesn not show FPF balance, I think from subscribers perspective it does not serve much purpose.
