Finally we got reply from DDA Horticulture on Tree and Green of Dwarka.
Request all go through

As per reply 1st one is DDA claims to have planted 1,73, 705 Trees . As per TREE CENSUS  only 73,104 Trees exists.

So approximately 1 Lakh Trees Planted DIS APPEARED  ?

Contradicting earlier replies dated 13/08/2015 ..
 
i)                 Total 279450 trees has been planted under Dwarka zone during last Eleven years(Plantation for 2014-15 has been included). The record of 4 years are not traceable in the old records. Hence report for 11 years is hereby sent.
ii)               Total 261902 trees (Approximately) are survived during last 11 years.
claimed 94% survival earlier

Look at the Annual Amount spend by DDA HOrticulture.

Please provide Year wise details of Tree Plantation from Year 2010 till date.
a) Total No of Tree Planted in entire Dwarka Sub-City YEAR Wise.

d) As per an RTI reply it was stated that 2,79,450 and survived 2,61,902 so an over 1,75,458, please provide the method and copy of the document arrived in this numbers of survival of 94%.
e) As per our estimate Dwarka have 3960 Hect Area and 20% Tree plantation as per MPD it sis 792 ha.  Please provide total ha covered with green as on date of reply.
f) Please provide tree density per hector area.
g) Against the statement of Horticulture as per pictures, videos and on site as per attached List of locations the tress have not survived even 50% what contractor claims. In this regard, please provide the total amount Work Award
h) Please provide MPD Road No wise No of trees (Sides of the roads) planted as per the :
   i) based on Work Award
   ii) based on Completion Certificate
   iii) Survival No of trees
   iv) Total No of Trees Natural grown.

k) Please provide, list of contractors work executed found causality and asked for re-plantation after it was found tress/shrubs planted not survived.  
l) Please provide, list of Horticulture staff duty bound to check causality and initiate re-plantation by Contractor.
m) As per records a number of NGI(Non Govt Individuals) & NGO, RWA have been planting trees and it was found successful survival rate, this is mainly the citizen were taken care after the plantation contrary to the Contracted out plantation in Dwarka(Take example of Road No. 226 by SDKS) or Park in Secto 7 (Anil Paraarashar) or Mr. Saheb Singh etc. While the CRORES of Salary, Perks and Contracted out work of DDA failed to get any good result on ground. Please provide type of Evaluation of Work of Horticulture Department done so far in Dwarka by DDA or other agencies.
n) A large no of Tree Guards found of Fibre nature installed and NO TREE inside these, please provide name of the Horticulture staff who checked the success  plantation and correction taken in these cases(list of location attached).
o) Various Govt/NGT and Authority ordered more and more shrubs plantation along the Road side and central verge to reduce the Pollution. However, it was noticed not a single Tree Plantation or Shrubs during the 2017 monsoon season observed, in this regard please provide list of roads plantation /shrubs contracted awarded and current status along with expiry date of Bank Guarantee.

i)                 Total 279450 trees has been planted under Dwarka zone during last Eleven years(Plantation for 2014-15 has been included). The record of 4 years are not traceable in the old records. Hence report for 11 years is hereby sent.
ii)               Total 261902 trees (Approximately) are survived during last 11 years.
iii)              The unique member of trees under Dwarka Zone is still not completed, as and when the work has been completed. The information will be sent.
iv)             Yes, Stock register has been maintained by Hort DWK,DDA.
v)               About 0.5% trees are dies due to Deemak.
vi)             No any trees are stolen under Dwarka Zone.
vii)            No any FIR Registered in this regard under Dwarka Zone
viii)           Total 3.55 Tones(354-88 Qtl) Wood sold through open auction.
ix)             No trees has been replaced by contractor within in 7 Months.
x)               Current plan for plantation is 70000 Trees during 2015-16
xi)             As per CPWD Norms
xii)            As per CPWD Norms.
xiii)           Departmental Staff (Mali) are deployed in the park which has not given or contract basis.
xiv)          Due to shortage of Security, it is not possible to deputes S.G. in all parks, Sectors. S.G. are deputed on DDA Store only.
a.     Yes, To inspect the Bio-Metric Attendance of Malies & Others staff for the month of June 2015. You may come on any working day at 3.00 P.M. to 4.00 P.M with prior information please..
xv)           No any provision of videography or photography road and parks has been taken in condition.
xvi)          No any clause has been mentioned. The clause are record as per CPWD Norms and Conditions.
 
 
 
xvii)         Depended on provision taken in tender, if provision taken in tender the red bajri are spread on path.

14 (a) Have the DDA implemented rule on Biometric attendance for Mali & other staff working Dwarka. If so please provide date and time to inspect the attendance details for the month of June 2015.
15. Please provide have DDA made any mechanism to record the Video graphy or photo of Roads and parks given out to contractor before awarding contract and after issue of completion certificate to verify facts.
16. If not please provide reason recorded for the same as over 50 Lakh per roads give out in recent Tenders found no such clause.
17. Please provide reason for not putting   Red sand on park pathways where residents found slipping and caused injury.
18. Please provide reason for not maintaining and building mooram path on Sector 22 park behind Nav Sansad .
19. Please provide reason for not made operational the recent bored tube well operational.
20. As per assurance given to court and NGT have DDA made provision for treated water connection to all parks, if so current status and date expected to completion of treated water connected to respective DDA Parks in all sectors.
21. Please provide have DDA Horticulture empowered to clear and make arrangements at the illegally build footpath tiling wherein no space for Tree plantation space were not created by DDA Civil wing.
22. Please provide reason why the Horticulture department is not allowed to make space for Tree plantation pit and related file noting stopping this work by DDA Civil wing.
 
 
 
 
23. Please provide current staffs supervision at respective Location of Dwarka Parks and Roads with their Mobile and Email Ids.

25. How many more trees could be planted along plot No 4 & road 210 central verges
26. Please provide Name of the horticulture staff who allowed putting lights and damaging the trees along Dwarka Link Road for Farmhouse Marriage function. If no permission given, please provide reason for not filing FIR for such cruelty against the trees booked under environment act.
27. It was observed the contractor workers for Horticulture put the silt and malba on road central verge where shrubs and tree plantation done. The loose earth results in huge dust pollutions from central verge. Have DDA Horticulture wing made any special awareness drive and made standard instruction note to all supervision staff to ensure daily and timely clearance of loose earth from roads sides and central verge. If so details thereof.
28. Have Horticulture department made any special section on DDA Website to disseminate information to public by posting all circulars, orders, work orders, completion certificates, projects proposal, internal and external meeting minutes etc.
29. As per tender press Note no. 29 Rs. 46 Lakh for Road No. 226 and Rs. 60 Lakh for road No. 201. Please provide the method arrived the cost of the services mentioned in the tender and work award for each items to be covered by the private contractor.
30 Have Horticulture made any photographs or video of the Road 226 & 201 prior to award and during the implementation to record evidence of the quality and quantity of the work executed by contractor.
31. As per norms have Horticulture put up notice boards at the beginning and end of the roads which was allotted to contract mentioning details about the contract and type of works along with contact of contractor and supervision DDA Staff. If not please provide the  reason recorded for not disclosing the information to general public.
32 . As per records the Road No. 210 the central verge and side to be planted for the lost tree sapling. Have the same be replaced, if not please provide mobile no of responsible officer hire-purchase supervising this road.
33. As per records if was found along plot No. 4, Sector and between Plot No. 4 and 5 the trees foundation removed concrete were to be levelled and organised. Please provide reason for not getting this work done.
34 . As per record the Sector 22 Park behind Nav sansad Vihar and Manish Mall a new Borwell digged, please provide reason for not made operational this borewell.
35 Have DDA made dual pipe line for supplying treated water for Dwarka water from STP. If not please provide name of the staff follow-up this matter.
36 Current status of implimention of Vardhaman Kaushil & Union of India & Others at NGT vide case No.  21/2014
