I visited the DDA office at INA yesterday for some work.  And I was in for a complete shock.  The sight was seen to be believed.

The moment you cross the reception .. all the corridors, in all the floors,  are lined with different shapes and sizes of rusted  almairah  and on top of that you have files piled up.  I wonder how the files can ever be found.    Is this how the Government Offices maintained the files.  No wonder the files gets lost very easily.  Its all in the open... anyone can take it and walk off!!

It was unbelievable to see ONE OF THE RICHEST BODY  i.e. DDA  is in this pathetic condition.  There is no 'C' of computer in any of the rooms.  You can see only computers at the reception.  Rest - no one has any computer on their table.  There is no system of having proper table and chairs in any room..its all scattered in different directions...and the so called "officials" the "staff" all having big/huge registers. filling in ..god only know what they are recording...not even legible.!

The Ministry under which DDA falls - The Urban Development Ministry - the Minister Mr. V. Naidu, and the Swatch Bharat Mission head, should visit this office to see what goes on here.  Our PM is reiterating every MINUTE about digitization and what not....one visit to this office will put him to shame!  The question is:

  • How come this office does not have computers for their staff to work on?
  • Why arent the files being maintained in soft copies?
  • Why all the departments are not computerized?
  • When  the public is giving them properly typed letters, why are the DDA personnel not getting their reply letters typed.
  • I saw everyone scribbling on the papers saying they are putting up the note?  Is this the way to put up note?
  • Files are sitting with the staff for months together..if only everyone had a computer - wont it help in reducing the time span..and emailing internally?  Thats how the pvt sector works.

Just want to narrate the scene of the department room i visited. Had to spend 2.5 hours standing.  Mind you No courtesy extended.   No chair offered ...

  • 12 staff sitting - shabby tables and the cane chair : 2 ladies and 10 men
  • Tables are rusted, untidy, files lying all over , drawers are overflowing!
  • One lady announces that she is going to make tea (seems a big deal)
  • The set up is right there in the room itself on one corner..with induction plate..tea, sugar, flask, milk packet paper cups etc etc
  • The other lady says - "Oh its only 4 now ..have to kill time till 6..how am going to sit that long"!
  • The brokers are having a field day..bribe is being given (cash) in open though discreetly ofcourse! - Demonetization does not have any effect here.
  • Except 2 of the staff (1 is attending to my file) and other busy with the broker..rest all are happily sitting and doing nothing..someone speaking on their cell.
  • One guys starts a conversation saying "what do you think this demonetization ..will it be success"......and he himself answers "No it will not be success.. it is going to fail'...
  • In the midst of all -  the important tea is ready and the lady makes a announcement...and starts calling people to come and have.
  • Many visitors came with queries - everyone is diverted to different floors..very conveniently..some came with the letters from DDA...again the staff without giving proper attention says..."sir get the full file made again - make infact 2 files and submit it again" - the poor gentlemen say "Why sir - i have given all these twice already...why i should submit again"....the staff says.".koi baat nahi sir..ek aur bar dedijiye!!!"  This is the state of affairs
  • After spending 2.5 hours ...finally managed to get my thing done....thankfully.
What do we make out of the above.?  Is this with DDA office only or all the Government offices are like this?. Completely shabby. I wonder how can they even sit in these conditions!  There is no cleanliness anywhere.....dust, files, broken chair...? and top it all - they are over staffed.  Off the 12 people in this room - 10 were just sitting and doing nothing..means nothing!!

The Minister and the PM should do a surprise visit  to see how their vision of digitization is being murdered right under their nose and  in the Capital itself.  No need to go anywhere!

Sorry state of affairs !  God only save this country!

regards,

Sudha
