Pillar to Post....

After getting to know about the DDA Street Light helpline from DF post dated Feb 13, 2014 I thought of raising complaint against non working street light in my area Sector 12 Dwarka.

I lodged first complaint on Feb 18, 2014 which was taken up by very polite and courteous executive. As the complaint didn't got resolved in a week's time I spoke with them again.

They informed that Kuka Enterprises the contractor have closed the complaint stating it isn't in DDA area.

I spoke to the Contractor's supervisior he gave me number of BSES officers. They infomed me DDA has to make payment to them towards maintenance and I should approach DDA.

So I spoke with DDA JE, he couldn't help and I had to call Executive Engineer. He informed that they have sent "Deficiency Budget" for approval than only these lights could be repaired. He also failed to give any timeline for repair of these non functional street lights.

As of now more than 20 street lights are not working these are behind Health Centre, Sector 12 (Indicative Pillar nos. Dwk A293, Dwk A 288, Dwk A281. Street Lights outside Community Hall/Rockland Hospital are also not working (Indicative Pillar no. Dwk A145). Irony is that these poles are adjoining to BSES office still "Deepak tale andheraa".

Street lights can't be made operational but SDMC can spend crores on High Mast lights.???

Can anyone suggest whom to complain now?

For the street light posts under reference, as a resident of sect-12, I also fought with DDA & BSES since 2008 and got tired.

Menon ji, file RTI, light will start working till they do not go erratic again.  

In the RTI, ask how many times they repaired in the last one year and the total material viz. cable, switches, bulbs/cfl or tubes were used for each light.

Sorry ti say that my Complaint dated Feb 18, 2014 regarding faulty Street Lights in Dwarka Sector 12 hasn't been resolved by DDA. Although DF have sent a mail to SE- Electrical & EE- Electrical Division 5/12 on March 06, 2014 still DDA Electrical Dwarka Team haven't taken our complaint seriously.

Now, I am being forced to highlight it to LG's Grievance Helpline...

Update on Faulty Street Light (Sector - 12) Complaint.

07 months (18.02.2014) have lapsed since we first raised complaint regarding faulty street lights in Sector 12 Dwarka. As DDA did nothing for 02 months we escalated complaint to LG Office. No action was taken by LG's office also. So in June 2014 we complained to A) Delhi Govt's Public Grievance Commission, B) Central Govt.'s - Department of administrative Reforms & C) Public Grievances and  PG Management System of Delhi Govt. but nobody have taken any action till date.

SDMC was quick to give doles of High Mast Street Lights in DDA and CGHS societies of Dwarka; costing several crores. But in past 07 months they have not been able to install bulbs worth just few thousands to light up faulty street lights...

Why we are forced to file RTI for these basic issues? Why administration / elected representatives are sleeping over complaints... WHY?????

Dear Pankaj ji,
I was also fighting a similar case  for around a year for a year. It was having 33% non functional street lights. It got rectified just last month (August).
I have ultimately proceed to Nehru Place & CGRF. After 3 hearings it was sorted out. No doubt I have to provide them data & all the background details. As I didn't want my case be rejected for lack of evidence & data.
Request you to lodge a case on the similar lines.

Dear Arun Ji,

In Sector 12 more than 99% street lights on (Excluding those on 45 Meter wide roads on sector peripheral roads) aren't working since Feb 2014 even after repeated reminders to authorities.

U were lucky that only 33% weren't working in ur locality nd also you were able to devote time for hearing in CGRF.

But, I may not be able to go to CGRF; rather I would try to put pressure by filling an RTI.

Wonder why no other resident of Dwarka's Sector -12 CGHS societies (27) nd DDA pockets (08) or their managements have complained. (If any other member had complained recently than I request them to confirm so that we can club the complaints)

I strongly feel if all 27 societies nd DDA pockets of Dwarka Sector -12, under the umbrella of DF, file a complaint than the irresponsible officials would get punished for derlication of duties.

But sadly we lack unity nd eagerness to make our lives better...

I was out and came back home about half an hour back. From sector 22 to Sector 7 (CCRT), none of the streets lights were working. It is really sad. If we all have to run after DDA to get these works done, what good are the officials who are drawing hefty salaries. Nevertheless, will talk to DDA and BSES tom.

Would like to share positive news with fellow members.

After continuous follow up with authorities about Faulty Street Lights in Sector -12; I have been able to succeed after 7 months. Although, nothing much came out for almost 7 months of following up with DDA, BSES, SDMC, LG office, MLA office.

But, I kept on pressurizing the concerned authorities. Recently, I even met/spoke with Secretary/President of almost 15 out of 25 CGHS societies nd 4 out of 8 DDA pockets of Sector-12 for a collective complaint. Even filled my first RTI recently for the same issue.

And finally yesterday I have seen that out of hundreds of faulty street lights in Sector 12; BSES have rectified 20 street lights around my area of Sector 12.

This has happened as I got great inspiration from social crusaders of Dwarka Forum. So I am very thankful to Team Dwarka Forum....

Last night I returned home via Old Palam road and I was surprised to see the illumination coz of SDMC's street lights. But, as I reached Dwarka I felt I'm in some neglected area of constituency.

When our public representatives can spend crores from their councillor or MLA LAD funds in other areas of ward / constituency than why they don't spend even lakhs in Dwarka.

The reason are

1) Residents of Dwarka are not a vote bank.

2) We are not united although we have a plethora of social organisations.

3) We don't use coercive means for fulfilment of our demamnds; which isn't a right way. But, we can protest peacefully.

4) Councillor or MLA or MP give Dwarka residents a few Lollypops like Semi-High Mast lights, Swings and benches procured from our taxes and we ignore the basic sanitation, street lights and sewers.

I say this bcz we are being denied our basic rights and we all have to fight for that. For eg.

A) Mr. Anil Rajput and his society is fighting since June July 2014 for repair of main sewer line in front of his society in Sector - 11.

B) Mr. Khanna recently poor roads nd faulty street lights in Sector - 13

C) I'm complaining about more than 100 faulty Street Lights of BSES in Sector - 12

D) DF and EPDP society had filed PIL for water shortage

E) 2 Young lawyers has filed PIL abt sanitation, parking and poor roads in Dwarka.

Fellow members of Dwarka Forum who are Social Crusaders / RTI activists are working continuously for betterment of Dwarka.

But, we aren't getting the desired results as our public representatives are not concerned abt urban areas of Matiala, Kakrola Wards or Dwarka or Matiala Assembly.

Answer is we all have to get together than only we can succeed. Also, we have to understand that elected public representatives - our Councillor, our MLA and our MP have to work as PM can't devote time for basic issues of Dwarka.

We have to give a Wake Up call to our elected representatives else 5 years would go in a whisker. Around 09 months of MLA's term are over and 04 months are over since we elected our MP's.

Dwarka is not their priority it is their minting machine for the DDA / MCD / BSES / JAL BOARD 

you name any agency .

Water supply is responsibility of Govt. Dwarka people are forced to get it from water mafia

Electricity is the responsibility of Govt. Dwarka CGHS all have their generators sets

Hospitals is the responsibility of Govt. Dwarka people are paying to private hospitals

Sewage removal is the Govt. responsibility we are indirectly told to get it clear 

through the private agency .

Dwarka sub city was planed and sold to us we have paid for the green lands and open

space , the custodians ( DDA) are changing the land use from green belt to make it commercial.

There are no public toilets service in any market in Dwarka .

Dwarka is a ZERO TOLERANCE ZONE in the books of Govt. Agencies but till today no one

knows what it means .

Any electricity pole in Dwarka is designed for underground cables but one can see wires hanging almost every where .  

THE REASON WHY ALL THIS HAPPENING ?  

Because people in Dwarka except for few are either not aware of their

rights or just expecting someone else will do it  , why I waste my time .

Very good. So they are sulking..!! how interesting is that ? let them be in this mode.  

Lessons to learn for the residents of the sub-city - Make yourself count.  How - by exercising your right - VOTE. MAKE YOUR VOTE COUNT.  These sulking Councillors, MLA, MP can continue to sulk  - we can teach them a lesson - if they dont perform - they should perish.  Dont vote them back. ! thats the only way  .!

Mind you ...the change has to start from each one us.

Dear Friends,

Some 8-10 days back I noticed that some utility is removing paver blocks recently laid in Sector 12. The location was near KV School, Rockland Hospital, Indraprastha Apt etc. I was wondering why authorities have allowed trenching and removal of paver blocks on which lakhs of tax payer money was spent; it was night so I didn't checked much. But today morning while cycling I found out the real reason and I'm some what happy that BSES have started working on repairing Street Lights and putting up underground cables.

Long back in response to my complaint to Public Grievance Management System of Delhi Govt. DDA had replied that : - "The lights and poles have been erected by BSES and BSES is supposed to maintain the above light points in order to solve the problem DDA official alongwith the SDMC official have jointly surveyed at site and joint survey was done with BSES officials too in this regard payment of Rs. 11693219/- already paid to SDMC.

But, strangely BSES was not working and replied as follows: - "Budget not received so far . Please contact DDA for early action to provide cost of the scheme submitted. With regards Er. ASHOK KUMAR Asstt. VP (O & M) DWK "

Now, after my RTI reagrding faulty street lights in Sector 12; BSES have started repairs around my locality i.e. KV School, Rocklnad Hospital, outside Indraprastha Apt, Pocket 3, New Arohi Apr Plot 13 & Dwarka Kunj Pocket 5. I hope all the paver block / trenches are reinstated after repair work gets over.  

Glad that Dwarka Sector 12 residents can have illuminated locality now...
