Grievance: In the Government wherever officer at the lowest rank is transferred a formal handing over taking over procedure happens. But in our country no such formal procedure happens when a Government retires after completing its term. There is standard procedure and format whereby outgoing CM needs to share information with public and with the next Government. Such a procedure needed for transparency and public information.

 

Suggested Solution: Whenever any State Government retires a formal document containing all important statistics must be published in public domain. This would act like a report card and may contain following suggested data like:

Area under forests

The amount of public debt

The amount of overdraft,

Number of road bridges,

Number of incidents of communal riots,

Total length of state highways,

List of public enterprises along with figure of accumulated loss/profit,

Number of schools

The school drop-out ratio

Number of colleges

College enrollment ratio

Population

Gender ratio

Number of murders reported

Number of rapes reported,

Number of cities in top 100 most polluted cities

Number of cities in top 100 most dirty cities

Number of cases of spurious drug/wine/food detected,

Number of autonomous bodies full dependent on grant and the amount of grant disbursed,

Number of financially independent autonomous bodies,

The installed power generation capacity through non-fossil fuel means,

List of cities not having UTTIPEC like guidelines for maintenance of roads/footpaths,

List of cities where underground water level is beyond 300 feet deep,

Number of cremation grounds in state where wood is not used a primary fuel,

Number of online civic services available to citizens,

 

Every out-going Chief Minister must present this report card to public 2 months before the completion of term.

 

This report card can play a vital role in framing public opinion and bring everything in white & black. This will kill many myths and help public objectively evaluate the performance of Government. The format & items in report card may be developed to make it a comprehensive yet a brief document. Every data may be supported by a brief description not exceeding 200 words.

 

It is requested that NITI Aayog may develop such a format for implementation by the Government.

The public debt has limitations by definition and there are various types of external debts which are bilateral and multilateral and institutional loans/debts raised by the governments in addition to domestic public debts. The government also incurs obligations to pay on account of its activities like external grants. Interest obligations due to outstanding debts have serious impact and put limitations.
Total investments including in public sector undertakings  also have reasonable meaning which may also be considered. 
The Government also have budget implications of salary, pension and retiring funds obligation annually which public sector meets from annual investment provisions to meet such liability.
