May we know the reason why the consultation only limited with Industrial Associations and experts only held.

Was there any specific reason to EXCLUDE RWA/MTA and Individuals who are working on this?

May we also have the copies of the consultation- points, minutes and input received so far through MoEF website ?

Ref to other reply where in standardisation for discharge from Small Business units, Residents etc. The MoEF still under impression this is being treated at WTP/STP ? In Delhi alone, leave that in MASTER PLAN SUB-CITY almost all the shops/establishments run as Restaurants/ Take Away and eateries dump their waste water in STORM WATER Drain ONLY. This is made known to MoEF/CPCB/DPCC numerous occasions.

Even in the latest Rule the segregation is mandated for 200 dwelling units or 10,000 sq mtr. Does that mean the Plotted individual house be it in 20 yard or 200 yard in most of the case in places like Delhi converted into multiple flats are EXEMPTED ? This constitutes majority of the garbage. Be that in A, B, C, D category colony or unregularised colonies or Village abadi.

The so called reporing module Form – III,  under [Rule 16(6), 21(2)]  as done previous MSWHR 2000 is FUDGED and falsifying report submitted by MCD is on record. The new format also nothing but generation of paper. It should have firstly made ON LINE submission every Quarter by all Urban Bodies, Then within Bodies each departments, and Area specific. Then it should be made public. The MoEF is competent and could easily make a software for such online submission and report generation.

C&D waste even from our own flats/houses we generate for renovation/painting/repair etc. There is nothing on this. While some point on Digging by agencies for laying. However, there is zero time frame on such activities or measures other than disposing. The dust generated from such excavation constituted 36% of Air Pollution PM 10. There is nothing on this.

Even today the MCD issues tender without mentioning the compliance of MSWHR 2000 for Private PPP models. The rule should ideally reflect and provide a FRAME WORK for all future contracts be it PPP or Govt own mechanism.

There is ZERO measure in the so called MSWHR 2015 for PENAL action. It just leave it to Municipal Bodies Magistrate(which is Non Entity)

We have seen in Delhi Rs. 2000 Penalty on ODD/EVEN, it worked.. Now more Polluting issue Waste, ZERO Penalty under the latest Rule 2015.. There is no FORWARD VISION seems.

if in our country everything work without PENAL provisions?
