Sheweth: Brief….Change in Coding pattern of Vehicle Registration Number in the country.

The vehicle registration number is designed as a code that divulges certain information about the vehicle. So, just by looking at the number, the law enforcement agencies or anyone who understands the decoding technique would know certain basic information about the vehicle. The traffic police is the one who deals with this day in and day out. This decoding is also used by other law enforcement agencies while carrying out investigations where any vehicle is involved. At present this design or pattern seems to be ‘state’ specific.

This coding is something which needs to be uniform throughout the country and different states should not be allowed to use different code for the same type of vehicles. Even if, this is the current practice the same needs a review now.

The alphabet ‘C’ is used in a car number plate in Delhi. But same is not the case with other states like it could be ‘P’ in Uttar Pradesh or ‘D’ in Kerala. Likewise, the alphabet ‘S’ is used in the number plate of two-wheelers (scooters/motorcycles) in Delhi but it could be anything else in Karnataka. For instance, a registration number “DL-04-C-1969” would decode as below:

DL- Delhi

04 – Zonal Office Janak Puri.

C – Vehicle Class Car,

1969 – Registration Number

 

So, the meaning of ‘C’ should remain the same throughout the country without any variation.

And accordingly, your petitioner prays that –

As a nation, when we are following a single design of ‘High Security Registration Plate’ we may also consider using the same registration coding pattern in the whole country without any variation. Now-a-days there are many other Government initiatives to bring uniformity in various practices, rules regulations etc. on a pan India basis like one nation one ration card, one nation one health system etc. On similar lines, this matter may please also be examined for a uniform coding system of vehicle registration number throughout India. Uniformity of number pattern will certainly bring some ease in the job of law enforcement agencies.

Appropriate legislation may please be passed for implementation of above, if needed.
