Rain Water Harvesting.

Dear Reji,

I am stuck on Rain Water Harvesting issue no department (MCD, DDA, PWD) wants to implement it and no-where there is any enforcement mechanism in any authority . All the departments are confirming that most of the buildings, roads etc. have no provision for it. Please advise strategically how to  proceed on this issue?

Thank you Sanjeev taking pain in following up with these non responsible agency.
In DDA I got same reply of non compliance of MoEF ministry notification
I tried through MUD n MoEF public grievances but no progress
You may also file one through central govt PG website
What probably we can do take help from ngo like Toxic links or CSE or any other one who I read long time back filed PIL
n request them to submit your finding to court
or we file PIL which is not easy
so what ever available let's make representations to various bodies & follow RTI seeking status of the same
file another set little personalized rti against implimentation team in these agencies ACR reflected this assign task or if not deficiency department action taken or not etc
I think some thing like the above what I suggest for larger interest as we don't resources to go to courts
may discuss it further

Try CSE:

They are very helpful. On the website, you would also find actually executed projects by CSE. There are also phone numbers of the clients in the website.

What Mr Goyal mentioned about PA implimention of thier Statutory OBLIGATION of WH in various PP by them whether its road, fo, up, building etc.

Its good initiative in this thread. On similar note, I request everyone in this to atleast see in their own society whether this rain water system is installed or not.. I feel lots of society do have that like mine and almost sure majority of those won't be in working conditions right now mostly due to clogging of internal society drains clogged with debris, dirt etc (again like my society).. I requested caretaker of society 2-3 times and they have cleaned the drains that lead to the pit.. Its a small effort to clean the drains with plastics, cans, dirt, leaves etc which will block the rain water reaching the pit quickly and cleanly and cost of clearning dirt here i feel will be much less than getting the same removed from rain water system once all this get stucks there..
 
So since rains are still atleast 4-5 weeks away, please do see the drains in your own society are cleaned before rain comes as rain won't change their schedule for drain cleaning :)...
 
My society found a good upward movement of water table once we implemented rain water harvesting and even TDS level has improved a little after this rain water installation in society.. Overall cost is nullified if you calculate the reduced power cost of fetching from higher water table, improve in TDS and above all a good feel factor in your heart that this is something good for the mother nature..

So far as DDA flats are concerned it has alraedy rain harvesting system.Delhi Govt has also made compulsory the system for a specified premises. society management may take help of local authority for this project.

Sanjeev here is an update and confession by CM about WH.
 
The government notification that made rainwater harvesting compulsory in Delhi states that a building on a plot size of more than 200 sq m, new buildings on a plot size of more than 100 sq m and those buildings that have a minimum discharge of 10,000 litres or more per day are to have rainwater harvesting structures.

These rules are on papers only , in our sector 8, approves  DDA building plans only if you show provision for RWH , in plots measuring 100 Sq. mtrs and above .
But as soon as you start any thing of RWH , i.e boring , immediately you will see some police-wala at your site asking for his share in this Boring , and he is not concienced  that this is a RWH . He can ask for any amount upto 50,000/- , So these are the Govt. systems ?
