Dear Sir, 

Reg: Information under RTI. 

There are several co-operative housing societies in Delhi which have single point of supply, and societies in turn supply power to residents through sub-meters. Now for the operational convenience, efficiency, internal conflict & other reasons many of them wish to convert it to multi point supply connection directly in the name of individual consumers. 

Citing tariff order dated 23 Jul 2014 wherein DERC clarified discoms to provide individual connection to the consumers residing in CGHS if they so desire, BSES had submitted a request dated 31 Oct 2014 to approve the operational requirement for such conversion. It seems that this request is suo-motto and discoms still can go ahead with conversion pending consideration/approval of request by DERC. 

In this back ground please provide following information:

1.     Whether BSES can go ahead with conversion of ‘single point delivery’ to ‘multi point delivery’ pending disposal of its request dated 31 Oct 2014 with DERC?

2.     The facts and file movement for keeping disposal of request of BSES on hold for such a long time? 

3.     Is there any specific reason for delay in processing this file? If yes, the reasons from file noting may please be informed?

4.     Please provide the contact details of officer who, at present, is holding the file along with the duration he has been holding it?

5.     How much time is likely for its clearance? 

Fee is being paid vide IPO no. 32F 146619 enclosed. The name of payee has been left blank please fill.

Reply Received: The commission is under process of revision of Delhi Electricity Supply and Performance Standard Regulations. The issue will be suitable addressed accordingly. (??)

 

Grounds of Appeal: No information pursuant to RTI application has been supplied. Our similar earlier applications were also just avoided like this. This evidenced that PIO has some agenda behind hiding the requested information. Request direct PIO to supply point-wise specific information. In case we don’t received information in next 30 days we shall be approaching CIC with a request for levy of all possible penalties under RTI on PIO.

Dear Sir,

Refer your "PUBLIC NOTICE To Provide comments/ suggestions/objections on conversion of single point connection into individual connections in a Co-operative Group Housing Society (CGHS)". 

The last date for public suggestion was 1 Jun 2016. Please inform by when we can expect notification of process permitting such conversion.
