Truck Pollution- SC Order and MCD Toll Collection - SDMC- SCAM- India Today News Report

Dear All,

Allow me to refer to India Today News dated 11/1/2016 as per this Video Link expose gross Corruption which amount to CRIMINAL Nexus to endanger the public life even after Supreme Court order on Trucks entering Delhi.

Recently the contractor SMYR Consortium LLP wanted to withdraw following SC order stating that they are at loss. It is suspected some kind of corruption that is deep routed in TOLL TAX Department of SDMC is alleged.

The attached reply to Mr. Sanjeev Goyal, Secretary, Dwarka Forum, vide RTI dated 1/12/2015 vide ref No. D-775 by OSD Toll Tax- SDMC. The denial information is evidently point finger at the MCD Officials. As the alert citizen sought information for exposure in 24/10/2015.

We request the following:

1. The Supreme Court and NGT to take note of this and direct CBI to investigate the role of SDMC/MCD Officials etc.

2. The SC to direct the Delhi Police and Home Department to INORDINATE DELAYED installation of CCTV at Border to be implemented within 90 days.

3.  Delhi Police be directed to file Criminal complaints against the SDMC Officials for their gross delinquency as the RTI Reply is evidently point to their delinquency and alleged involvement.

4.  The Govt of India and other states to make all Toll Tax and payments ON-LINE or CASHLESS across India.

Sub: Information under RTI. 

As stated by SDMC due to cash crunch, there is strike of SK as salaries are not paid, but at the same time it is understood that there are many areas where revenue is leaking day & night and SDMC officers are not showing any intention to roll up their sleeves. While SDMC is still not been able to allocate & identify all the properties generating major source of revenue, there are other operational areas contributing loss of revenue like issuing penalty notices for several crimes like (i) throwing garbage on road, (ii) Non maintenance of dustbin by shops, (iii) Smoking in public, (iv) defacing of properties, (v) Placing construction material on footpath, (vi) defecating by pets (vii) Non-adhering dust control norms on construction sites (viii) Burning of waste on road side etc. These are crimes happening on every nook & corner of city in large quantity day & night but everyone else except SDMC officers are able to see it. Even in response to RTI SDMC is not able to provide data relating to collection done thru challns clearly confirming a huge gray area. 

Now, the huge difference of 70% in number of trucks entering Delhi reported by CSE has also thrown in public domain a potential area where substantial amount of revenue is possibly leaking. When offences happening in open day light in front of full public view are not seen by SDMC officers the possibility of substantial revenue leakage in toll collection, an area which is not so openly visible to all, are very strong. Instead of concentrating on plugging the revenue leakage the salary of bottom rungs has been stopped to make it a political affairs, least bothering about the impact it would have on the health & environment of the city and the image of country in the minds of foreign tourists. 

The SDMC recovers entry toll tax from commercial vehicles entering Delhi. Recently in connection with a pollution case a survey of such vehicles entering Delhi was conducted by CSE. As per news-paper reports it is understood that there is very huge gap in number of trucks entering in Delhi as per records maintained by SDMC and as per survey conducted by Center for Science & Environment. The number of such trucks entering Delhi is much less as per toll records maintained by SDMC. In this back ground please provide the following information:

 

(i)             Whether any fact finding exercise has been done by SDMC to find the reason of such huge gap in reports indicating different number of trucks entering Delhi?

(ii)            What are the possible reasons of difference in data as per SDMC & CSE?

(iii)           If report of CSE is treated as correct how much revenue leakage it will result in during the period covered by CSE report?

(iv)          Whether any random checking of vehicles of other states is done inside city to verify the payment of toll?

(v)           Whether any case of corruption has been reported concerning toll collection in last 5 years? If yes details thereof?

(vi)          What steps have been taken by SDMC to examine & plug the loophole in this revenue leakage?

(vii)         Please describe the whole process of toll collection at entry gates with details which processes are automated & which are manual?

(viii)        Whether it is at the discretion of concessionaire to leave or collect toll tax?

(ix)          Is it correct that installation of automated toll collection processes are being delayed by concessionaires without attracting any strict follow up by SDMC?
