1 Head Guard and 2 Guards at Main Gate:
Head Guard : Posting location Main Guard Room
The Head Guard will be over all responsible for supervision of Security. The Head Guard must be qualified and experience enough to handle this responsibility. He will supervise the Entry and exit of Visitors, Servants, Service Providers, Vehicles , Material and also noting down complaints received from residents while the society office is closed.
He will guide the Guest of respective Flat residents after proper entry to the register and CONFRMATION from Flat owner through intercoms. The guest may be allowed to proceed to complex on a verbal intercom request in advance with name and Vehicle no given by respective flat residents.
The Head guard will be patrolling at least 3 times during the day time and 6 times night shifts to check other guards and to alert other guards.
Head Guard will ensure Property Dealers are refrain from entering the complex without Proper Authorisation letter and Only prescribed time. No property dealers and their probable customers be allowed inside complex and wander around. If any mischievous behaviors found the security may intervene.
Head guard will also ensure that no one be allowed to throw/deposit construction Malba or any unwanted material in common areas.
Any new tenants or member before moving to the complex will be briefed of security arrangements/code of ethics, tenants verifications etc. House transfer materials carrying truck will only be allowed inside once the clearance from Society office or Office Bearers.
While any tenants/residents moving out, the clearance from society office must be ensured.
No contractors shall be allowed to work after prescribed time (7 AM to 7 PM).
No Kabari walah will be allowed without verification and on exist ensure proper receipt and sign of respective flat owners and verify over intercoms.
The guard service may be used to distribute mails and society circulars time to time.
Guards at Gate Duty:
Guard 1: Posting location Main Guard Room area towards Block No 7 leading to Block No. 1.
Ensuring in the absence of Head Guard as back up.
Ensuring entry of all Visitors entry to Guard Room for register entry and stop vehicles to divert as follows :
a) All NSV Sticker Vehicles will go strait from Gate towards Basement parking or Block No. 1. Traffic will be one way fro all NSV sticker vehicles. The exit for stickers vehicles will be strictly from South East Road then to East Road and through main gate.
b) All non Sticker Vehicles(Including any resident who may have not affixed stickers) will have to turn LEFT from Main Gate and drive on and will exit from Northern Eastern Road.
Also ensure the Chain or Manual Boom Barrier will always be in place if the gate is OPEN.
Ensure any workers or pedestrian visitor leaving the complex be frisked if necessary and check baggage, including bikers, drivers, servants.
Guard No. 2 : Posting location Main Guard Room area towards Block No 7 leading to Block No. 4.
Will ensure No vehicle without NSV sticker pass through Chain/Boom Barrier jointly with Guard No.1
Will help Head Guard or his Nominee to locate Electrician/Plumber from their Service Rooms.
At any given time other than EMERGENCY not more than 2 Guards and 1 Head Guard will assemble/seated in the Guard Room.
During no peak hours the guard No. 1 and 2 will patrol block No. 4, 5, 6 and 7.
Guard No. 3 : Posting location Staircase near Basement Parking
Guard No. 4 : Posting location Gate No. 2
The Timing of Gate No. 2 will STRICTLY only from 5.30 AM to 10.30 AM and 12.30 PM to 2.30 PM and 5 PM to 9 PM.
Guard No. 5 : Posting location Block No. 1
General
This Work Instruction covers the steps to be adopted by Security Company Assigned by Society/RWA administer the daily routine at an Nav Sansad Vihar location.
Checks.
During the visit of Filed Supervisor/Area Officers/Area Managers and other senior executives of our company to Nav Sansad Vihar location the points listed in subsequent paragraphs are Ensuring.
The frequency of visit of Filed Supervisor/Area Officers / Branch Manager and others to a unit is as under: -
Filed Supervisor/Area officer/ Night Checker/ Manager Ops/Branch Head Surprise checks
Daily Daily Fortnightly Twice a month Branch Head any time.
Instructions to be followed by security personnel (where applicable)
In the management of units the points listed below are Ensuring.
3.1 Rotation of Day/ Night checkers.
3.1.1 The Night Checkers will be rotated every 3 months so that no Night Checker does night duty for over 3 months at a stretch. However a Day Checker can remain on day duty for over 3 months, depending on roaster system.
3.2 Nav Sansad Vihar Report Register
The incidents of serious nature such as theft, pilferage, entry of unauthorised personnel, quarrel / fight, misuse of Nav Sansad Vihar property, etc. are to be entered in "Nav Sansad Vihar Report Register" kept at the unit. This is to be counter signed by the Nav Sansad Vihar on next day and the Xerox copies of each incident are to be collectively forwarded by CR to the Nav Sansad Vihar every month.
3.3 Patrolling.
3.3.1 Ensuring that patrolling around premises is done as per Nav Sansad Vihar requirement communicated during deployment...
3.3.2 Happenings that are not normal in day to day patrolling should be brought to the notice of Nav Sansad Vihar and the same are documented in "Occurrence Book".
3.3.3 Ensuring during night patrolling there is proper lighting around perimeter as well as within premises. Similarly G/P are equipped with torches.
3.3.4 Constantly inform main gate during rounds made.
4. Post-wise duties for at the Main Gates / Staff Gate
4.1 Be courteous to all entering the premises at Main Gate.
4.2 Check with Nav Sansad Vihar prior to sending visitor in along with visitor's slip / I-Cards for Staff Gate.
4.3 Ensuring record of opening / closing of office is maintained in registers. Similarly record of handing / taking over of the keys are maintained.
4.4 Where applicable frisking of peons and housekeeping staff whilst leaving premises where permitted. (Must)
4.5 Maintain "Outgoing Register" of peons and housekeeping staff who leave premises during office hours, if required by Nav Sansad Vihar. (Must)
4.6 Ensuring all material leaving premises has a valid gate pass /returnable gate pass.
4.7 Switching ON/OFF all power switches.
5. Post wise duties for Industries
5.1 At the Staff and visitors Gate.
5.1.1 Ensuring that valid entry of vehicle incoming and outgoing are maintained in the "Vehicle Register". (Must)
5.1.2 Ensuring only bonafide people enter the premises and "Visitors Slips" are made with approval of the Nav Sansad Vihar. If the visitor is allowed to come inside issue a visitor's pass/ slip with proper time entries.
5.1.3 Be courteous with people entering the premises.
5.1.4 Ensuring material leaving and entering the premises have relevant "Gate Pass" / challans and check authorised signatory with "Specimen list" held with security and document in register.
5.1.5 Ensuring you check with Nav Sansad Vihar prior to taking in, any incoming material and direct it to the Dept. concerned. Make entries in "Incoming Material Register".
5.1.6 When any technician / mechanic enters premises for repairs to be carried out then make a list of tools / equipment being taken into premises and when he is leaving, Ensuring the same is being taken out and nothing more without valid documents.
5.1.7 checking of all vehicles whilst leaving the premises.
6. List of registers maintained at security cabin.
Based on the Nav Sansad Vihar requirement selected records from the below mentioned list only are maintained at the cabin. As per the Nav Sansad Vihar requirement document as monitored below will be maintained at the security cabin: -

7. Procedures for Area Officers and Area Managers while Visiting Nav Sansad Vihar.
The following to be checked during unit visits:
7.1 Ensuring that number of Guarding Personnel is as per the "Muster Book" and as per Nav Sansad Vihar requirements are on duty.
7.2 Ensuring Guarding Personnel are at respective posts and know their post-wise responsibilities.
7.3 Ensuring that Guarding Personnel are in proper attire and have had proper haircut and shave as per "Work Instruction for Presentable Appearance"
7.4 Write the time, type of visit and initial in the "Muster Book".
7.5 Check "Paysheet" and Ensuring that attendance is reflected on the paysheet up to previous day. Also ensuring that as per last visit to present visit entries as per "Muster Book" are updated; then initials on the "Paysheet" near the date. The signature of the management is obtained weekly/ monthly on the "Pay sheet".
7.6 Meet the Nav Sansad Vihar, and if there are any complaints attend to it.
7.7 In case any security personnel have any grievances attend to it.
If any negative issues pertaining to the above then it should reflect in the "Unit Visit Report" with the type of corrective action taken and should be reported to Operations Manager when he returns to office.
He should also check security equipment, fire-fighting equipment that are installed in Nav Sansad Vihar premises are operational or not, if not should inform the Nav Sansad Vihar of the same immediately and reflect it on his unit visit report, which the Nav Sansad Vihar signs.
During Night Checks, Ensuring that all Guarding Personnel are alert on duty and if not, defaulters found dozing or sleeping to be called to office next day and penalized.
Shifts rotated periodically.
All posts rotated in 30 days.
All personnel report for duty 15 minutes before shift starts
Filed Supervisor/Area Manager/ Area Officer initials his visit in the "Muster Book" and "Surprise Visit Slip".
All officers should Ensuring that, he carries with him the "Unit Visit Report" prior to leaving the office for fieldwork.
Duty of every guarding personnel will rotate after every six month.
Discipline is handled by awarding red / black star as per "Work Instruction for Red Star / Black Star".
Bi-weekly check for all Armed Protection Officer and Protection Officers.
Instruction to guarding personnel about their outfits, Work Instruction for Guard Appearance.
8 Procedure To Be Followed During Fire.
Immediately inform the management about the type of fire and its location.
8.2 Sound the fire alarm and alert everyone.
Inform fire brigade and police depending on magnitude of fire.
8.4 As per emergency measures security personnel from other posts to rush to fire site to extinguish fir with fire fighting equipments available and Ensuring that proper extinguishers are used as per the type of fire.
8.5 Switch off all electrical mains.
8.6 Evacuate those employees who are in the complex in case of major fire.
8.7 Assist Fire brigade and police officials in case of a major fire.
8.8 Strengthen security by installing a cordon around the area as unwanted elements may try to enter the premises and take advantage of the situation.
. Procedure to be followed during shortages / absenteeism in units.
No Guarding Personnel will leave the post until and unless he is relieved.
In case reliever does not turn up :
Inform the immediate superior (Unit Supervisor / Security officer)
If reliever does not come after normal duty hours inform control room
Where there is a supervisor, he should inform the control room.
Control room immediately informs the concerned operational team.
Concerned operational team makes necessary arrangements to relieve the Guarding Personnel.
To Ensuring he has been relieved as soon as he has completed 16 hrs of duty.
No guard should be allowed to continue more than 16 hours .
The control room has to keep in contact with the unit from where information has come.
Note: Security Company Assigned by Society/RWA will not hold the following Responsibility & Accountability.
Vehicle of visitors and belongs at Parking.
Mobile Phones ( Visitors/ Society Members)
Material going out without any authorization.
During the time of handover/taking over the details of Material/Goods are not given to Security Company Assigned by Society/RWA.
Any personal favours to Society Members.( Carrying there goods/Any personal Instructions
Security agencies in itself is a big question mark these days, they don't have police verified staff and moreover agency runner itself cant retain their staff for too long because of several reason. But at the same time security agencies should changed every year and shuffling of job is prerequisite for better security of any society.
Last year in our society RWA members have changed long employed (7yrs) security guards which were on society payroll as no. of theft cases noticed and keep on increasing. They (RWA) hired a new security agency and asked them to shuffle the duties of the guards, resulting no theft case during the tenure but new RWA called up those guards again through new hired security agencies just for the sake of little personal benefit. .......People raise their voices against that older guard but gone in vain. We all are unable to understand that how security will be maintained and for how long? In the past 3 months 6 theft cased of car stereo and sometime water motor etc came into light.......whom we have to blame Security Agencies or RWA or individuals who are not able to take a stand against all odds?
