| Vinod, This is atrocious - some private party with DJ and drinking went on late into the night with the written permission of police ?? Unbelievable. I am sure these guys would have submitted some vague letter and as usual the police would have endorsed their stamp confirming receipt of the letter (which these guys may be calling it as ""PERMISSION""). As far as I know, the police has no powers to grant permission and all noise making stuff should end at 10 pm whether inside the colony or outside the colony. The power of giving permission rest with certain notified officials like DC, Magistrate etc. surely not to police. Secondly, even if police possess such power, I don't think they have power to grant permission to play loud music beyond 10 pm. Did they also obtain permission for serving liquor publicly
? Our experience with our society is people are sensitive and in 1-2 cases, when the music was extending beyond the time limit, immediately upon bringing to their notice, it was switched off. Rama |

| Vinod, I did a quick reading on the Noise Pollution Rules generally for information. There are few officers who are called designated authority (DCs, SDMs, ACP etc.). Rules prescribe noise levels for each zone and any violation beyond the prescribed limit is punishable (action will be initiated). Noise pollution prohibited between 10 pm to 6 am (this is coming from the SC directions). The rule makers diluted it stating that with specific orders, it can be allowed for cultural/ religious purposes for 15 days in a calender year ( I can't make out what the intention is and the language is quite vague and loose). Another vague exemption given to ""closed premises for
communication within, e.g. auditoria, conference rooms, community halls and banquet halls"". This was not there earlier but was brought in as an amendment. I think the right step would be to call a residents meeting, discuss the nuisance and strictly enforce that no private function in public area, no loud music beyond 10 pm inside the flats which may cause nuisance to neighbours. If someone want to bring outside gensets, ask them to place it outside the boundary and use long cables. Rama |

| Reji, This looks strange - normally the Sector 23 police station is quite active. Last month, few labourers were using a machine at around 11 pm for our basement flooring work - the beat constable and team landed up. It was nice on their part when they said, "if you make noise like this at this time, working class common man's sleep/ rest will get affected and told the labourers to shut down the noise making machine". This happened without anyone complaining. If they don't land up despite various calls and crying foul, I am sure the host is powerful enough to keep the police away despite many calls. |
