Dear All,

 

As you all aware MCD through Delhi Transport Department have been charging since 2006, a  Rs. 2000(for upto 4 Lac) and Rs. 4000 (for Car above 10 L) as  ONE Time Parking charge.

 

Now MCD decided to increase this to double up.

 

While it is WELCOME agaisnt those park on Public Roads/ Public Lands.

 

Where as WE DWARKITES are Punished by this charging.

 

Reason: We Dwarkites all have at least ONE DEDICATED parking in our respective Coopertive Group Housing Socitey Complex and DDA Pockets ? We are not parking on the roads or outside the complex unlike people in Parts of Munirka, East Delhi, South Delhi Posh Colonies? Then why should we pay ? In my enquiry under Para No 9 of RTI the MCD decided not to give information. Also we sought the PARKING Polcy and formation under RTI which also denied by MCD

 

In Dwarka most of the socities charged Rs. 2-3 Lac per car parking. Now there are new rules through which management impose monthly charges also. All they park within thier complex. So do in some residential areas they park in their own area.Why they should be penalised ?

 

As a matter MCD collected Rs. 266,23,49,710/- as per their own reply dated 19/8/2009. while they have not made operational a single Multi Level parking from the money collected. 9 Multi Level parking are coming up in South Delhi only as per reply by MCD?

 

Then Look at the proportion of charging from COMMERCIAL VEHICLES:

As per new charges a Car will be paying between 4 K to 20 K(Ofcourse pay for  higher  end cars more).

While Bus will pay only 6000, Minbus 4000, tempos 4000, HGV 8000, Radio Taxis10,000.

It is exempted the Auto Rikshaws which fully parked on public roads

It is exempted the Black and Yellow taxis (General Taxi Stands) which is on PUBLIC ROAD and without any proper rule give public land parked their.

 

The Descriminator charges to Buses which 99% of the case parked on main roads blocking ROW so do Minibuses. Look at Temos and HGV stands across Citi they all illeagly on roads or on pedestrain paths.

 

Since these categories belong to TRANSPORTERS and transporters are well connected with all politicians they are exmpted. As any political party need for RALLY the people to transport comes free. Naturly here goes the free soap  in this form of

 

 

A Parking policy is certainly need for Delhi with growing private vehicles. To have such policy Govt/MCD should seek public opinion, seek suggestion from all stake holders especially RWA's of Delhi. Since RWA dont have LOBBY like business group their interest are not protected by Elected Representives.

Zero Understanding of Ground Reality.

Since this letter is going to our MCD Commissioner and others I have started with the above comment. MCD just does not seem to understand that responsible citizens will back any attempt that will be for the well being of the city.

 

While agreeing with all that Rejimon has written, we in Civil Society will not mind a Rational Policy of Night Parking Charges, but begs a few answers to some Questions.

 

1. What have they done with the Taxes so collected over the past many years?

- In the past 6 years no parking lots have been created and those that exist are in a pathetic state, more over the few that have come up are in markets and not residential areas so what are they charging for. We do not wish to pay taxes to pay out MCD salaries ghost and all.

 

2. Why should a single car owner having one dwelling unit pay the same as multiple car owners from same address?

- Multiple car owners are putting a greater load on scarce public land .... leading to fights amongst neighbours.  There should be compounding higher tax on 2nd, 3rd vehicles. Having charged the tax, MCD should not leave it for the citizens to fight over parking space. With UID and PAN it will not be difficult to keep track of wrong address or number of cars owned per dwelling unit. Also why should Single car owners subsidise the Rich multiple car owners.

 

3. Why Should some one with a parking slot within their Property/Society pay the same as soneone dependent on public space?

- this tatamounts to charging twice for the same thing, people pay property tax so should not be asked to pay for parking within own premises. This will also discourage car use and encourage Public Transport.

 

4. Why should price be the factor to determine Tax?

- An 8 Lakh SUV occupies more space than a 11 lac Corrola. Tax should be on the basis of Lenght, Width & Weight.

 

5. Why should any Commercial Vehicle allowed to be parked near a Residential area?

- Commercial Parking should be developed by MCD and charged as Commercial vehicles sevre a public purpose.

 

Finally first provide then charge. Intent cannot be a reason to Tax people. Thus the lack of understanding of ground reality. A lay person can suggest the above so why can't people in MCD. Invole RWAs and get some workable solutions agreeable to all.

we should stress , the Polycimakes of this MCD tax , to collect Such  Taxes, by imposing , on commercial Buildings , being built on Village lands , Unauthorized colonies , and colonies like , Harijan basties of sector -7 and Mahavir Enclave , in which every floor of each building is fatching lakhs of rupess as Rent , and payings Property Tax = NIL or Exempted ?
