URGENT ALERT : Installation of Mobile Towers in DDA Neighborhood Parks, Dwarka

Dear Dwarka Forum Members,

This morning I noticed barricading in some part of our neighborhood park; tin sheets have been extensively to hide the ongoing activities inside. After going 360 Degree I could see a small opening to look inside the closely guarded portion of the park. First I thought that DDA is putting up a tube well in the green area; later on inquiring with the vendors I got to know that some Mobile Company is putting up towers inside this park and they don't have any written permissions from any authority. 

This park is located next to Park View Apartment, Plot 16, & Shubham Apt, DDA Pocket 04, Sector 12

Alarmed by this information I got in touch with President Park View and Secretary Shubham Apt. They informed that they had tried contacting officials in DDA Horticulture Dept regarding this construction activity in Parks. They have been told that LG office have granted permission for installation of these mobile towers in public areas all across Delhi and parts of Dwarka. It is hard to understand why Mobile Towers have been allowed next to KV School, Rocklnad Hospital and residential societies.

Photos of the barricading inside park is attached kindly have a look. Kindly update here in Dwarka Forum if you find similar structures inside parks anywhere in Dwarka.

REQUEST ALL THE MEMBERS OF DWARKA FORUM AND DWARKA RESIDENTS TO CHECK ANY UNAUTHORIZED ACTIVITY IN NEIGHBORHOOD PARKS.

Already no. of cancer patients and people suffering from psychological disorder have increased in Dwarka. Lets unite or suffer.

Thanks for bringing it to our knowledge. It is quite surprising that DDA is carrying out such activities in parks. DDA gives very little regard to the green areas in Dwarka and elsewhere.

I just had a word with Sh. Brijlal (Director - Horticulture) about the issue. He has informed that the Vice-Chairman had allowed the locations based on suggestions from the Chief Engineer (Dwarka) Sh. D P Singh. He further informed that Horticulture department had conveyed that residents are objecting to the installation of mobile towers due to radiations effect and all. Mobile tower companies informed the VC, DDA that their technology poses no risk to residents.

So further follow up for location of mobile tower needs to be done with Chief Engineer, DDA.

I have also tried to understand it from various sources.What i understood is as follows:-

Initially companies tried to install towers on Buildings.Residents of the area objected and finally matter went to court.What court had asked that they should install it in green area rather than on building.

It is a serious matter in my view and we must object it.I also request our advocate friends to please help us in getting the correct judgement of the court so that matter can be addressed to concerned authority after taking account of the court order or observation as the case may be.

But we must send our objection to CE on his mail cedwk@dda.org.in without any further delay.

Update : Apart from proposed site opposite KV School / Rockland Hospital, Sector 12 I have received reports of Mobile Tower erection in parks all across Dwarka.

1) Sector 11, Near Bharat Petroleum Filling Station        2) Sector 04, Opp. New Jyoti Apt, Plot 27

3) Sector 04, Behind Badrinath Apt                               4) Sector 06, Near DDA Market / Post Office

Also, read guidelines for installation of Mobile Towers http://www.commonfloor.com/guide/guidelines-for-installation-of-the-mobile-towers-4485.html Not sure if these are latest but it clearly mention that "Erection of tower shall not be allowed within a radius of 100 meter from residential building, school and hospital."

Request you all to put up pics where ever you find construction activity in the neighborhood parks. The space for children is already shrinking and DDA wants to give away Green Space for mobile towers. I was thinking that on pressure from residents DDA would develop these small parks but instead they are busy selling that green land. Not sure what is the view of NGT on this???

1. Documents submitted by Telecom provider

2. Copy of Standing Advisory Committee on Frequency Allocation (SACFA) clearance.

As resident Govt. is duty bound to provide the information to them about radiation etc.

Kids want PM to save their parkAll work and no play makes Jack a dull boy'. Taking a cue from this popular phrase, children from a colony comprising 900 residences are demanding a place to play. With no ear to hear their repeated pleas, they have now decided to take the matter in their own hands and have written a letter to Prime Minister Narendra Modi requesting him to intervene in the issue and get them a place to play.

"There is hardly any open space left in our area for us to play. We have full faith in you and we hope you will help us get our park back," reads the letter written to the PM and signed by 150 children of south Delhi colonies comprising Shapur Jat, Gulmohar Park, Asiad Village, Hauz Khas, Panchsheel Park, Niti Bagh and Anand Lok areas.

The children from the various colonies near the Asiad Village participated in a demonstration in front of the Asiad Tower Restaurant against the illegal possession of the District Park and green area. "Our open space has been illegally handed over by the DDA to a private banquet owner for wedding functions and parties in connivance with certain political parties around the area. Despite orders, the owners continue to encroach the place," said Sriya, a 10- year-old student of Convent of Jesus and Mary School and a resident of Asiad Village.

The place was sealed for over three years by the Supreme Court. However residents around the area allege that recently Jhankar Banquets has been trying to reopen the place. "We are not even allowed to enter the park which is meant for the public. We request the Lt. Governor of Delhi and the Prime Minister to help us, so that we can play in the open space," said Siya, a student of class 4 at DPS Vasant Kunj and a resident of Asiad Village.

Residents of the area are also helpless. "DDA has all powers to re-enter the premises and cancel the conveyance and lease deed of the restaurant. We hope something can be done if the matter is brought to their notice," a resident of the area said.

Despite repeated attempts, Jhankar Banquets Tower Restaurant owner Mahesh Kapoor was unavailable for comments.

It is literally a strange thing happening by LG in this case. One he is super active to support such activities. Secondly ,this is question of debate across the globe about the hazard from the radiation from telecom towers. Their is no serious study done on this but still it doesn't mean that it will not impact.

I feel it is a serious matter as antennas are going to transmit signals in all directions.

Need immediate attention by Dwarka residents to get this work stopped immediately.

The Standing Committee on Information Technology (2013-14) headed by Shri Rao Inderjit Singh, M.P.presented to Lok Sabha today,the 12 February, 2014, the Fifty -third Report of the Committee on the subject ‘Norms for setting up of telecom towers, its harmful effects and setting up of security standards in expansion of telecom facilities ’of the Department of Telecommunications (Ministry of Communications and Information Technology). Some of the important recommendations/ observations contained in the Report are as attached

One of the recommendation as follows (refer page 3):

Restrictions on setting up of mobile towers in residential areas - Recommended
The Committee have noted that as per the existing practice there is no bar on installation of mobile towers in residential areas as well as taking consent of the nearby residents is not mandatory. As a result, more and more mobile towers are being installed by the TSPs in residential areas after paying huge monthly rental to property owners. The Committee have desired that the Government must frame a comprehensive policy on setting up of telecom towers in residential areas in densely populated cities taking into consideration the public health concerns, mandatory involvement of public/ Resident Welfare Association/ NGOs/ Public Forums/ residents of the nearby buildings or areas before installing telecom towers in their area as well as emulating the safest international practices followed in this regard. The Committee have also recommended that such policy framework should be made uniformly applicable all across the country irrespective of the prevailing local laws of the concerned States/UTs/local municipal bodies. (Para No. 2.11, Recommendation No. 7)

With due respect to all rules, regulations and court orders, nothing will happen on the ground, specially when you have a defunct, inefficient, anti people and anti nation municipality and development agency like DDA coupled with councillors & politicians. Laws are not generally applicable (or made applicable) to certain sect of population. We have three mobile towers on top of our apartment and four functional schools within 50-100 mts (and another school under construction within 25 mtrs. Some guy in the past blindly signed some one sided contract for 20 yrs with termination rights available only to tower company !!!! Residents have no problem ( I have to pay less maintenance !!!), schools are in rat race to make money (they have no complaints). Municipality will say, someone in Town Hall who possess all requisite knowledge. If he is contacted, he will say, matter is subjudice and only some judge will know what to do... Judge is dependent on NGOs for knowledge (a full round and you are back to square one) !!!!!

Why don't former MLA saab write to Satish Upadhyay (President Delhi BJP) about concerns of people who voted for him in Matiala Assembly?

He should take this up with BJP MP of West Delhi; Urban Development Minister and PM as on his name alone most of us voted for BJP.

Or he has a grudge that Dwarka Residents didn't gave him enough votes in December 2013 elections?

Elections in Delhi aren't far and people here are awakened now. We will not forget that Reliance was allowed to put towers in our parks and Green Areas.

I think we are getting distracted here. I didn't quite understand the requirement of a Religious/ Faith Builder guru's requirement / assistance for an issue of mobile towers from a park !! Secondly, we as citizens shoudn't be bothered about who is connected with whom.  

Are all these guys who are putting up towers from Reliance Infratel ? I doubt so - different parks may be given to different companies (or one person putting up tower to handle equipments of other operators). DOT had directed these companies to share the towers..

Dear Dwarka Forum Members,

Yesterday I met a gentleman residing in society near to Tiny Tulip Playschool, Sector 04 . 

He provided me with the pictures of existing tower in Sector 4 and site of proposed Mobile tower. He also provided DDA's CE (Dwarka) letter addressed to SE Civil Circle (2, 13 & 17) having list of 28 Mobile Tower sites. It has to be noted that attached list has sites allotted to one particular company only. Similarly many sites have been allotted to other mobile tower companies. 

Site nos goes up to 442 it means 442 or much more sites have been allotted all across Delhi.

Dear Friends,

Mobile Towers are being installed inside Parks all across Delhi. I came across one such location which is close / Opposite to Kendriya Vidyalaya, Andrews Ganj, Greater Kailash - 1. Photos of the same are attached; here the construction activity must have gone unnoticed and now the tower has been erected.

Problem is not with tower but putting the towers in DDA Parks. On Twitter and Facebook we can publicize this wrongdoing by using hash tag #DDAKaDhoka maybe media take this up and tower construction inside parks of Dwarka gets stopped. 

Else we may also have mobile towers in parks next to doorsteps / schools / hospitals.

I also read the notice that has appeared in HT dated Feb 13, 2015 - Pg 09.

Protest by residents of Dwarka haven't had any effect on DDA / Urban Development Ministry.

In fact one mobile tower had been already installed in a park behind OPG School, Sector 19. Parents nd school authorities objected but all in vain.

Its happening all across Delhi as today's HT Pg 09 report says "20 trees cut in S Delhi Jahanpanah Forest to make space for a mobile tower".

Ppl in Mumbai's swanky neighborhood of Bandra West had been sucessful in stopping installation of mobile tower inside Almeida Park.

I wonder why parks are being targeted by 4G companies nd y DDA / UD Ministry is quite on this? I heard bfr assembly elections UD minister had come to Dwarka wonder if anyone raised this question to him?

Ppl r getting it wrong. Radiation / emission may be low or may not be harmful. But commercial exploitation of park is totally illogical in a city where air pollution is on d rise & also open space is shrinking.

You are right Arun ji. Issue was never radiation. Its about destruction of green areas.

Yes Sanjeev ji, you are also right. We have to approach the NGT. I have certain documents which will come handy in filing the petition in NGT. DDA had made it clear that commercial activities like mobile towers etc can not be put up in parks.
