Dear Vikas
Regarding making a CGHS flat freehold,I found  the process to be fairly simple when I converted my flat 4 years ago.
Collect a booklet containing information and the required forms from DDA Vikas Sadan, near INA market.
The booklet lists all the documents which need to be submitted and the fees to be paid.
The documents primarily relate to allotment of flat and possession letter.
Submit the set with fees at DDA  office.
It takes about 3 months for the process to be completed. In the meanwhile, if there are any deficiencies in papers and /or fees you will get a letter.
The day you are called you have to go with two witnesses who should carry their ID cards with them.
When I converted my flat  I was not in a hurry so did not fall for the bait of paying money to get it done early. Apart from the DDA fees and Rs. 1500/- for typing the  paper work  I paid nothing to anyone.
DDA website may have the details.
If you cannot go to the DDA office personally to follow up there are property agents in Dwarka who do this work for a fee. I have not used them personally but several other people have. If you have a more specific question I can try giving an answer. Others may have more up to date info the light of more recent exprience.
Best of luck

P. Bhagat

Coming the Free Hold service under ELSA is a big and important news as the applicants were harrassed by delaying this and they have to cough up money for making their flats free hold.
Now, flat owners should try to make their flats hold directly without any middleman'/ tout and without giving bribe.

Step-III Submit the duly completed application form alongwith conversion charges and other dues at any of the designated branches of Canara Bank, Corpn. Bank, Bank of Baroda and Central Bank of India.

Step-IV On receipt of application in the concerned Land/Housing Branch the case is referred to Accounts Branch for verification of payments & issue of N.O.C. Sharma Sir ur study is appreciable and has been explained in a very simple manner. Thanx a lot.
The conclusion, is one has to pay atleast 5 visits. Govt. says system and procedure has been simplified, in what sense only they can explain particularly to a old person. Time rahete sare kaam kar lo nahi to chakkar lagate rahoge.
