Sub: Non-Vegetarian Silver Foil items supplied with Green Dot.
It is a matter of common knowledge that silver foils used on sweets are manufactured by beating metal sheets in parchment sheets making it a non-vegetarian item. As a specific order also FSSAI has banned the use of any material of animal origin in silver leaf (chandi ka warq), commonly used in confectionaries and sweets like barfi for decoration and also in pan and packaged supari. However, each & every confectionary shop continues to use it with a green dot on the package. As a result most of the sweet shops are violating the provision of FSSAI directives and supplying non-vegetarian sweets items with Green Dot. We have filed several RTI applications to know about action taken by Department of Food Safety but they are avoiding it by transferring it to ‘Food Safety & Standard Authority of India’. When we file complaint with FSSAI they transfer it to state authority - in a way no one is taking this responsibility.
People are intentionally fed non-vegetarian items by sellers against the wishes of consumers by mis-leading them making it a serious offense.
In this back ground please direct FSSAI to take immediate steps to ensure that all consumable items where silver foil containing traces of animal flesh are used should carry a RED mark instead of GREEN. In case of non-compliance by any state authority file a case with cabinet secretary of respective state or explore other administrative channels.

Concerned Ministry: FSSAI and PMO.
A petition wide reference number PMOPG/E/2019/0339877 was filed raising a matter of sweet shops selling silver foil clad non-veg sweets marking them with green dot misleading the public.
Non of the departments at State or center level is ready to take responsibility of such gross violation of law on a matter directly connected with health & belief system of people. This petition was filed after conducting a series of correspondence under RTI with Department of Food Safety, Delhi Government and Food Safety & Standard Authority of India. When both departments raised hands, the present platform was used.
Now in response to petition Smt. Manju Handa, Deputy Secretary, has suggested that petitioner should bring specific violation case to its knowledge.
It is not understood that how something which is being violated by each and every sweet shop in the country, FSSAI wants public to give a specific reference? Primarily this appears to be a case of high class lethargic attitude of the official. It is just like saying I did not see elephant in the room. How some Government official can ask for specific reference for such a wide spread crime being committed by thousands? What enforcement teams are doing? What for they are getting salary?
Instead of handling the issue with right perspective and issuing appropriate direction to enforcement teams the officer wants petitioner to conduct survey and provide the list of shops in the city violating the law.
In view of above mishandling, it is requested that matter be examined by a senior officer of the FSSAI and case be monitored by PMO.
