Dear Sir,

Subject : Application under Right to Information Act.

Ref: Dwarka/ Dwarka Sector 22

Please provide following information under Right to information Act 2005.

1. Is it necessary for residents to make complaint on MCD Services to citizens? (Such as Road Sweeping, Drainage, Roads, Garbage, Encroachment, stray cattle/dogs, Parking etc, License too eating outs/sweet shops etc)Or MCD to take action its own?. If the MCD to take action its own why it is not implemented?

2. We would like to know name(s) of the staffs in MCD, Najafgarh Zone who were assigned to do survey/inspect/monitor areas regularly, under Najafgarh Zone (Hierarchy wise) , and take action without any requirement of complaints/intervention from any residents/RWA's. Please provide this information either through email or through MCD Website.

3. If any staff of MCD found delinquent in executing/implementing the duty/task/responsibility assigned as per appointment/job, what action could be expected from MCD.

4. Please let us know the status of the following complaints lodged through mcdonline.gov.in website:

b) 544LBG Green/Blue Dustbins and Handling/ Damaged ones

c) 692RPI Regarding Garbage Dhalaoas

d) 705LIE 23/11/2005 Road Cleaning & Service Lanes Cleaning

e) 851LJL 11/3/2005 Stray Dogs

f) 933NFP Unauthorized construction in Rampal Chowk, Sect 7.

If no action have taken, reason for not taking action on the above-referred complaints.

5. In reference to recent news paper report on Open Manholes/Sewage Channels etc.. resulting risk to citizens falling to which. In case of such unfortunate incidents occurs under Najafgarh Zone what action will be taken against delinquent staffs? Who all should be considered delinquent (Hierarch wise) for not taking action/protect/safe the areas? Please provide this information either through email or through MCD Website.

6. In Dwarka a number of Rickshaws are positioned at various Metro Stations and Market Area.

a. Are they registered with MCD?

b. In whose name it is registered (one person or agency/ngo/enterprise) ?

c. Any limitation to number of Rickshaws to be allowed to fly in Dwarka?

d. If any unauthorised/un-registered Rickshaws are flying in Dwarka, name the MCD Staffs (Hierarch wise) to be held responsible.

e. Any charge (Tariff) is fixed for commuters , If so where it is displayed ?

f. Who are the staffs (Hierarch wise) responsible for registration/monitoring/enforcement of Rickshaws in Dwarka.

g. Are there any social security measure from MCD to Rickshaw runners?

7. Mahipalpur-Vasant Kunj Road:

a) What measure are taken by MCD, Najafgarh Zone to ensure smooth flow of traffic is not hindered by Encroachment by shops/illegal parking/display of coolers/welding materials/furniture and vehicles.

b) Name of the staffs (Hierarch wise)to be held responsible/delinquent due to traffic block resulted to above encroachment of ROADS/ PEDESTRAIN areas.

c) What measure are MCD Najafgarh Zone is doing to ensure the rainwater is not filled up on this road. If this not implemented the date for implementation. If this was already implemented name the staff ( Hierarch wise) to be named as delinquent.

d) What measures are taken by MCD Najafgarh Zone to maintain this road from NH-8 to Vasant Kunj.

e) For your information this road is an access road to accident victims on NH-8, from Airports and other patients to Spinal Injury and Fortis Hospital.

8. Who all are the staffs (hierarchy-wise) responsible in case of any citizen face Stray Dog/Cattle Attack and thereby loss/damage to human or property.

9. What measure are taken by MCD Najafgarh Zone to fight with Dengue and mosquitos? What is the schedule for fogging in area around Sector 22, Dwarka?

10. What is the status of Computerisation of MCD, Najafgarh Zone. If this not done, by when it would be implimented

11. How many office MCD, Najafgarh have in Dwarka-Sub-City area. If so where there ? If not by when it would be ready?

12. Is there any Customer Service Beuro of MCD in Dwarka, if so where it is, if not when it would be ready.

13. What was the budget amount allocated to MCD Najafgarh for the year 2006-2007, The amount spend and amount unspent ?

14. What was the budget amount allocated to MCD Najafgarh for the year 2007-2008, The amount spend and amount unspent ?

15. Is MCD , Najafgarh post the Tender and work order under its area in the website of MCD ?

16. Who is the official responsible for monitoring complaints (Centralised complaint handling for Zone) posted by citizens on MCDONLINE.GOV.IN addressed to MCD Najafgarh.

17. What are the suggestion/proposal to RWA's in Dwarka from MCD, Najafgarh for Cooperation.

18. Is MCD Najafgarh performing night sweeping in it's zone as per Court Direction? If so which are the areas.

Dear Reji,

A glaring example of the casual manner in which the whole complaint has been handled is evident in the reply to question No. 12. They have just repeated your own question and the APIO has not even bothered to read what he is signing on!

What can concrete action can be expect from such people, I wonder!

Thank you Shyamji, I am happy if they give 50% in my 1st application. At least now we making them to responsible for answering by RTI. You know they at least now agree they only provide Garbage Collection and Sanitation in Dwarka. SO OUR QUESTION WHY THEY ARE COLLECTING HUGE AMOUNT AS PROPERTY TAX from DWARK? What are the components of Property Tax ? Of which what they provide and what they not provide. If they not provide why there is no discount or deduction in Property Tax . I hope i am reasonable in asking this question.

My request to my fellow Dwarkites wake up file your RTI. I am sure at least we will have some result. YOU this weekend a YOUNG BOY just 11 year old asked me " UNCLE HOW TO FILE AN RTI ON THIS NAJAFGARH DRAIN JUST BEHIND HIS FLAT in SECTOR 5? DO I HAVE THE RIGHT TO HAVE HYGENE ENVIRONMENT(FUNDAMENTAL RIGHTS)?". If a school going boy could inpsire about RTI. WHY NOT GROWN UP WELL MEAN PEOPLE?

In the reply recd from MCD, there is not much about the catering vans, especially the vans standing parked or encroaching into residential area, polluting the area and obstructing movements in bylines. They procure licences by showing some locations in commercial area and slowly move to good locations in the residential area with the connivance of local authorities.
