Despite being a panned city, Dwarka is struggling to manage traffic vows. Among others, one of the reasons is on-road parking. Within on-road parking, there is one critical aspect i.e. parking on corners, crossings, T points etc. which has aggravated the problem multiple times. As per traffic rules parking within 15 meters of any crossing, cut, T point is prohibited. But the rule is not enforced by traffic police resulting in jam or slow movement at so many roads. For example, at T point in front of Bal Bharti school Sector-12, for most of the time, there is slow movement of traffic just because 50% of space at the turn is blocked by parked vehicles. Movement can be made much faster only if vehicles within 15 meters can be removed. Such conditions are responsible for the mammoth waste of time & energy.

 

It is requested that the Traffic Police may be directed to enforce compliance of this rule.

Reg: Parking menace in Dwarka.

Please refer to response of DTP against reference number: PMOPG/E/2022/0238235 concerning deteriorating traffic condition in Dwarka mainly due to on-road parking.

 

The DP has accepted that despite its special drive the problem still persists hence it is a total failure on the part of DTP to handle the issue of unautjhorised on-road parking. It is surprising that on one hand DTP has expressed its inability to control the situation on other hand it is not willing to take help of public. DTP has a traffic app Sentinels, the application covers many offenses which can be reported by public but the offense of ‘on road’ parking has been kept outside the purview of this app. The Delhi Police Commissioner in its public meeting dated 18/10/2016 had declared that on-road parking would soon be covered under sentinel but the same has not happened even after 6 long years. Not only this, considering seriousness of the problem, after our petition, on 21/11/2017 Union surface road minister Sh Nitin Gadkari, had declared a reward scheme to pay 10% challan amount to the citizen who click the photo and send it to police for prosecution but the same also has also not seen the day of light and has been put on hold by DTP for reasons best known to them. Our several letters & RTIs to know the reason of hold have gone waste. It is really fishy why DTP is not willing to take help of public for an offense which it is constantly failing to control.

 

In view of above, we request that:

 

(1)  The offense of on-road parking be included in the traffic app sentinel

(2)  No parking marking & signages be put on every corner and

(3)  A special drive be launched to enforce 15 meter rule.

Reg: The offense of On road parking

With reference to grievance number PMOPG/E/2022/0264370 concerning unauthorize on road parking a response has been received from the office of Special Commissioner of Police. We had raised 2 specific issues about

 

(1)  Inclusion of on-road parking offense in mobile app Traffic sentinel and

(2)  Enforcement of regulation concerning no parking within 15 meters of any crossing, cut or T point.

 

On first issue Special CP has shown his helplessness and state that this is a policy matter. Now the point is, if the special CP is not able to take such decision who else will do this? What happens to the promise of CP on 18/10/2016 in a public meeting to include this as reportable offense under traffic sentinel? And the declaration made by Union surface road minister Sh Nitin Gadkari, on 21/11/2017 to start a reward scheme to pay 10% challan amount to the citizen who click the photo and send it to police for prosecution but the same also has also not seen the day of light and has been put on hold by DTP for reasons best known to them.

 

Considering the fact traffic police has grossly failed in controlling the deteriorating traffic condition, the fundamental question is why traffic police has specifically kept this offense outside the purview of traffic sentinel?

 

 

On the second issue, there is no response. No-parking anywhere on a road is a general rule whereas no parking within 15 meters of any crossing/cut/T-point is a specific rule. We have been repeatedly asking the traffic police to enforce this rule but there is absolutely no response on this. The adverse impact of parking near corners is much more as compared to general rule, therefore this special rule has been framed.

 

It is requested that Delhi traffic police may be directed to handle both the issues in a professional manner rather than passing them off.
