The Pankha Road 1.5 Km flyover (popularly known as Dabri flyover) launched in 2009 at an cost of Rs.109.84 Cr. The flyover was to be ready by September 2011 but delayed due to shifting of underground water pipelines by Delhi Jal Board and overhead High-Tension cables and other illegal structures around Dabri crossing.
This flyover was suppose to ease traffic in this region (Dabri crossing) of South-West Delhi and particularly for those residing at Dwarka, Janakpuri and Uttam Nagar.
It was proposed to open this flyover for trial run on August 15, 2012 after missing the initial deadline of September 2011. The same could not be complied with keeping in view safety of commuters. The slip road for Dwarka has just started (October, 2012).
Traffic is now moving on this flyover to and fro Uttam Nagar and Sagarpur stretch has no street lights, what to talk about lights on the flyover. It is difficult to find a single street light right from DESU colony upto the end of the flyover – a distance of around 2+ Kms. Parking of buses along the flyover near Raghu Nagar is an additional woe on this stretch for road users.
Who and which authority will be held responsible in case any mishap happen on and around this under-construction flyover? This situation of no street lights is prevailing for more than 6 months and nobody is bothered about the safety of the road users, so the claim of SDMC about safety of commuters is just a hoax.
In case any responsible officer of SDMC, other agency or the construction company goes through this. May take urgent remedial measure in larger interest of road users keeping in mind their safety.

One major and most important issue should also be discussed with it. That is major traffic jams on both sides of Dabri-Dwarka road almost for whole day. Jams are only & only because of deep pot holes. Had it well carpeted road, jams would have not happened. wherever any flyover be constructed, Maintanence of side roads should also be the responsibility of contractor. It has to be the part of the contract.

NEW DELHI: Even after missing
two deadlines, the South corporation's ambitious Dabri flyover onPankha Road is
nowhere near completion. Moreover, with no step taken for the safety of
pedestrians, hundreds of residents of Janakpuri and Dabri risk their lives
every day while crossing the road.
Nine-year-old
Sahil, a resident of Dabri, has to brave the fast-moving traffic every day to
reach his school, Sarvodaya Vidyalaya in Janakpuri, which is just across the
road. "The traffic never stops and me and my friends hold hands while
crossing the road," said Sahil, who also jumps over a four-foot-high divider
to cross the road.
The Pankha Road
project is a prime example of poor planning and bad management. "There
have been problems in this project right from the start. The corporation failed
in planning the project properly. There are no traffic signal on this 1km-long
stretch to help pedestrians cross the road and they have to dodge the traffic
to cross the road," said Sanjay Puri, a former councillor.
Even the
construction site is not barricaded properly. The one carriageway that was
opened to public recently is also not lit. "Streetlights have not been
installed. At night, it is extremely dangerous to drive on this stretch,"
said Gulshan Rai, president of Janakpuri C2 Block resident welfare association.
According to Rajesh
Gehlot, chairman, standing committee, South corporation, "The construction
company will be asked to deploy marshals to man the site. We are in talks with
traffic police to install a traffic signal for pedestrian movement on this
stretch as the construction work will continue for at least six months. We are
going to open the second carriageway soon."
The project,
sanctioned in 2009, was scheduled to be completed by 2011, but last year the
deadline was extended by a year. Officials say that though the civic agency
will open both the carriageways, the entire flyover will be complete only by
2013-end, as the work on the clover leaf connecting west Delhi to Dwarka has
just started.
