Reg: Grievance cum suggestion - Ease of Living.

 

(1)   Ministry of Science and several other autonomous bodies release grant to JRF/SRF & other fellows to carry out research on pan India basis through their respective host institutes. As a requirement, all these researchers need to submit Utilisation Certificate (UC), Statement of Expenditure (SE) and Demand figures on an annual basis.

 

All grant release bodies like DST, DBT, UGC, ICMR, CSIR, SERB, IISC, NBRC, NII, NIPGR, NIPER etc. have devised their own format for this annual requirement of UC/SE/Demand to be provided by respective researcher. This bunch runs in several pages and there is no consistency. If redesigned efficiently, this data can easily be accommodated & presented in one single sheet instead of multiple pages. This reformatting can save a lot of paper work and present data in more comprehensive manner with reduced chances of errors, and also save efforts.

 

It is therefore requested that action in this direction may please be taken.

 

(2)   In addition, now that all the transactions are routed through PFMS, the need and format of UC/SE to be submitted by all research institutes/projects requires a comprehensive review. This may be abandoned or simplified and made efficient by developing a portal for uploading the data instead of routing through papers.
