1. How much water is actually required VS what has been allocated
2. How much electricity is required VS what has been allocated
3. How many Safayee Karamchari are required VS actual working
4. What complaints are still pending in DDA records that impact our regular life
5. What are the government plans to resolve society scam issue and start 100% allotment
6. When is MCD going to streamline the cleaning and garbage pickup policy
7. When Delhi government actually take Dwarka a zero tolerance zone
8. What are our Medical requirements given the population VS current facilities

Once we have figures on these things, we can pay more tax. A letter consisting figures can be sent to the CM, DDA, DJB, MCD heads & LG. Reji, you may already have a lot of information from your RTIs.

You may not be aware of the fact that the Unit area system introduced by the MCD for self calculation of House Tax have the first basic is the circle rates. On the point of new circle rates of property I strongly feel that I must share my feelings with you all. I am a student of Political Science. During the course of my studies I have been taught that for rule of law and good governance taxes are to be collected and imposed by a government to run the affairs. Is it not a fact that the money collected for the welfare of state has been totally misappropriated and misused by all those running the affairs of this country. For a moment we should see the track record of the present incumbents at the helms of the affairs of especially of Delhi, who has crossed all limits of immorality thereby looting the people shamelessly. No care for basic amenities to the people. Huge amount is misappropriated in the name of CWG. Kill the people by imposing Tax after tax whether it is on fuel, property, documentations, electricity, water, transportation and even on food items. Are you not aware of the fact that this government is utter failure to provide us clean water but has dared to stop us to take water from natural resources through draconian laws? Whether the natural resources for the survival of mankind i.e. air, land and water and food is the personal property of this government in this country. There is a total failure of this government to stop the price rise even of daily consumable eatables, failure to maintain law and order virtually every where there is afra tafri. We all are aware of the fact that the 80% of the tax collection is spent on the lives and the life styles of these politicians who are in power and the beauracats who run the affairs. And above all these beauracats have been left scot free by these politicians to loot the people by all kind of illegal mode of corruption subject to the payment of their share. Do you know that why this govt. is an utter failure in curbing the on going flow of black money? Because al those in the helms of the affairs of running this country are corrupt and have looted this country by collecting huge black money with billions and billions dollars of money lying in the foreign banks. Why we have come to the conclusion that we have to allow these corrupts to such the last drop of our blood for their comfort and lust of loot. Why to shell out extra money from our pockets because of the new circle rates? Why we are think to join hands for creating an atmosphere of non-cooperation and civil disobedience shown to us by Mahatma Gandhi? I feel that without fear we must act together and create and atmosphere first to make all such persons responsible towards the welfare of the state first and then get a right to have financial assistance from us. This is the high time to think in an irrational manner. The latest example of Civil Disobedience is the self draw in Dwarka, which will definitely give you belief that nothing is impossible. We must assert ourselves and should not confined to Dwarka on these issues. I shall be the happiest person if the Dwarkites take the lead in this process.

In its report submitted before Chief Secretary Rakesh Mehta and Municipal Commissioner K S Mehra last week, the MVC, constituted by the Delhi government to review property tax rates, has said that the real estate value across the Capital has gone up by 40 per cent in the past three years, while the Corporation has managed to collect a mere 25 per cent of its tax targets.
The MVC has recommended that 17 colonies currently falling under Category B of house tax be upgraded to Category A. It has further suggested that MCD re-categorise 62 C category colonies, upgrading those to Category B and 57 D category colonies to Category C. The re-categorisation has been recommended based on road connectivity, proximity to markets and malls, road length, civic facilities and connectivity.
The re-categorisation, say MCD officials, is imperative, considering MCD’s dismal tax collections since the unit area method of tax computation was introduced in 2004. This change, if implemented, will result in a huge jump in property tax.
Areas under the jurisdiction of MCD are at present divided into categories A to H depending on the infrastructural facilities there. Any colony that has a grading of 89 or more in terms of facilities etc, comes under Category A while Category B has gradings between 75 and 88. At present, there are 28 Category A colonies in Delhi, where the tax rates are higher. These include categories like New Friends Colony, Vasant Vihar, Shanti Niketan, South Extension among the many.
But the committee’s is only an interim report and while enhancing annual valuation comes under the jurisdiction of Municipal Valuation Committee, the implementation of increase in tax rates is the exclusive jurisdiction of the deliberative wing of the MCD.
According to officials in the Delhi government, the Revenue department has been asked to re-examine the rates fixed for all the 2,480 colonies, classified under the new slabs defined by the government.
“There have been representations about discrepancies from residents and members of RWA’s in several areas,” said a senior Delhi government officials. “We have asked the Revenue department to take a relook and send the rates to the Law department for further approval,” the official added.
Among the requests for re-examination include the slabs fixed for Pusa Road that match with those of Dwarka. The department has also got complaints from residents of the DDA flats in Vasant Kunj as the area has been clubbed with areas like Vasant Vihar and Anand Lok.
As per the new circle rates approved by the Cabinet earlier last month, the rates for Vasant Kunj have tripled from Rs 43,000 to Rs 1.25 lakh per square metre. The new rates have been fixed according to existing property rates, civic amenities available and accessibility through transport infrastructure like the Delhi Metro and flyovers and roads.
Meanwhile, Revenue secretary D M Spolia said the rates have been examined and will be sent to the Law department shortly.
“Most of the rates are perfectly fine and there is no change so far. We are simply cross-checking and the rates will be in place once they are approved by the Lieutenant-Governor,” Spolia added.

The interim report of the third Municipal Valuation Committee (MVC) has recommended that 168 residential colonies be upgraded, hoping the same will boost the MCD’s dwindling property tax collections by more than Rs 100 crore.
The report has recommended the re-categorisation of colonies like Lajpat Nagar-I, Chandni Chowk, Rajouri Garden, Janakpuri, Saket, Sarvapriya Vihar, Model Town etc, keeping in mind the enhanced connectivity to these areas courtesy the Delhi Metro.
As per the report, the highest number of colonies will be upgraded from Category E to D.
If MCD goes ahead with re-categorisation, there will be a major change in the tax slab for upgraded colonies. Areas under the jurisdiction of the MCD are at present divided into categories A to H, depending on the infrastructure facilities. Any colony that has a grading of 89 or more in terms of amenities comes under Category A; Category B has grading between 75 and 88. At present, there are 28 category A colonies in Delhi.
The reports also suggests increasing the property tax for commercial rented properties. “The report says the MCD will earn an additional revenue of Rs 180 crore by doing so,” the official added.
The report suggests levying taxes on five-star hotels, multiplexes, petrol pumps, farmhouses (non-residential) and malls based on the rates fixed for Category A while for three and four-star hotels will have the same rates as those charged for Category B .
