As water supplied by DJB but billing is still by DDA.
DJB demanded Rs 50 for deficiency so DDA extorting this amount.
No changes for DDA pockets & plotted kothis?

We have been receiving feedback from different societies that their water supply bill was very high and they were not able to understand the breakup of the bills. I have gone through the bills from 2004 onwards and have observed the following:
1 DDA was charging us from 2003 till 1-04-2011 at Rs6.28/KL. There was no increase in rates during this period.
2. In the bill raised by DDA on 31-08-12 for the period 1-04-12 to 30-06-12 they increased the rate to Rs10.76/KL( An increase of 71.3%). They charged us arrears w.e.f 1-04-2011
3. Interestingly in the bill raised by DDA for the period 1-10-12 to 31-12-2012 and for the bill raised by them on 1-07-2013 for the period 1-01-2013 to 31-03-2013 they charged us at Rs 8.53/KL
4. However in the bill raised on 31-08-2013 for the period 1-04-2013 to 30-06-2013 they charged us at Rs10.76/Kl and claimed arrears also.
5. On 30-12-14 they raised a bill for the period 1-04-2014 to 30-06-14 at Rs 12.28/KL( An increase of 14.1% as compared to rates prevailing on 31-03-2014 and 95.5% as compared to rates prevailing o 31-03-2011.
6. On 22-07-15 DDA raised the bill for the period 1-12-2014 to 31-03-2015 and changed the pattern of billing. They broke the lump sum rate into water charges, Sewerage charges, Booster pump, central cess, and service charges. If we add up all this and divide total amount by the units consumed then average rate works out to Rs24.98/Kl for Green towers, Rs 20.31/KL for Biswas society, Rs21.43/KL for Sheetal vihar and Rs24.41 /Kl for the Airlines society.( Considering an average rate of Rs22/KL the increase as compared to rates prevailing as on 31-03-2014 works out to 104.5% and as compared to 1-04-2011 this works out to 250.3%)
7. on 16-10-15 they have raised bill for the period 1-04-2015 to 15-10-15. This time they have changed the pattern again. In this bill they have removed boosting charges and have given break up for water charges, sewerage charges, central cess and service charges . Entire bill has been broken up in three stages viz 1-04-2015 to 13-08-15, 14-08-15 to 31-08-15 and 1-09-15 to 12-10-15. How and why it has been done is not understood. For green tower they added certain charges for unoccupied flats and then deducted the same amount from the bill. Net effect was zero. In case of Sheetal they charged extra for the unoccupied flats. No credit was given to them. With this change , average rate for Green tower is working out to Rs 22.91/KL but for Sheetal vihar it works out to Rs 28.9/KL. This is clear indication that in the next bill there is going to be further increase in rates.
7. Total amount of the bill for Green tower for the period 1-04-2015 15-10-15 works out to Rs368691 ( including penalty for water harvesting ) but as per the DJB bill, amount payable before due date has been indicated as Rs694959. In case of Sheetal against total amount of
Bill works out to RS 513129( including penalty for water harvesting ), the payable amount indicated is Rs 707551.0 Why and how is not understood. Both the societies have installed water harvesting system and are maintaining properly as per norms. Then why penalty?
Pl note there has been no circular /order from DDA/DJB about increase of rates change in pattern of billing etc. From 2003 to 2011 there has been no increase in water charges which remained at Rs6.28/KL . AAP govt decided to give free water to people consuming less . But for us they have increased the rates by 250% during the last 4 years and within one year they have increased the rates by 104%. Pl note the increase has been done in such a manner that nobody understand any thing.
In view of above I suggest the following:
All the societies must write the enclosed letter to Dy Director revenue, West/South west, Mr Ajay Kumar Sharma, C-2/B, Park, Janakpuri, New Delhi with a copy to Jt Director, Central, Mr SK Meena,R.No 212, Varunmalaya, Ph1, Karol bagh, New Delhi and ZRO, South, Mr Dev Raj Meena, DDA office complex, Central nursery, Sector 5 , Dwarka, New Delhi
( Let us meet in the park at 8AM and finalise the action to be taken)
