	Concerning Dwarka - South West District   (A)  Whenever we write mail to E mail ID acps...@gmail.com, acps...@gmail.com,    raising any issue concerning traffic in the area it goes unheard and there is never any kind of response. For past more than a month the traffic signal at Dwarka International School sector 4 is not working properly the timings have suddenly increased manifold leading to waste of time & energy. One pole at KM Chowk sector-12 is missing for past several months. The timer at round-about of sector-11-12-18-19 is not working. We also telephoned to register these complaints but there is no response. In this back ground please inform (i) who handles this email address (ii) what is the reasons & fact for not responding to this email (iii) who is responsible to take action on complaints filed on these e-mails and not done his duty by attending to complaints.   (B)  Please provide road wise information on which of the roads in Dwarka area on-road parking by vehicles is allowed. (C)  Please provide road wise information on which of the roads in Dwarka area on-road parking by vehicles is not allowed.

The ACP  & TI Dwarka seems NOT in working Positions. There were many REPEATED requests were made by Senior Citizen of Sector 22/23 but the ACP Traffic and TI decline to join them for Meeting nor responding to letters send to these two officials. May be GHOST record there may be an ACP Traffic and TI Traffic. A large number of Emails/Letters/Twitter/Facebook/Whatsapp forwarded from PIU unit or others have NEVER responded by the ACP-T Dwarka and TI confirms this. You rightly ask for these details. We must ask copies of the DAK Register and ATR and Outgoing Correspondance Register from ACP/T-TI Dwarka office.

On ground also if you cycle around you will find them not managing Traffic or taking any measures to SAFE and Secure Traffic management whether in PEAK hour non peak hours. A large no of Signal Lights are not working as you read from tweets,whatsapp,facebook,citizen reports etc.

 All that they interested in CHALLAN, in the challan also if you analyse the data they provided EXPOSE THEM.

1- Total No. 4525 Red Light Jumping from ENTIRE WEST Range. ( Just for comparison Total Vehicle in Delh around 90+ Lkah) if we consider even 10 Lakh in WR. This mere 4525 is notional number, REST ALL LET OFF after collecting BRIBE Money which even the HIGHEST office of PM repeatedly mentions the HOLY WORD "CORRUPTION" .

WEST RANGE consist of DWARKA, KAPASEHRA, NAJAFGARH and TILAK NAGAR

I am not good in analysing still give it a try,, Just
 

A) At least 5 staff in each ZO ? In Dwarka alone they have 6 Zones

B) So minimum 30 Staff- Each staff claims working over 8 hours (they shows doing over 12 hours duty), Each hour One HC & ZO could issue how many challans ?? 

C) One challan average 10 minutes if consider then its may take 180 challan per hour? even if consider 100 challan per hour ? so in 8 to 12 hours how many challan ? 800 ?

D) In a month how many 24000 ? even if half it to 12000 (so how come only 4525 from ENTIRE WESTERN RANGE for Year 2016).  Our POINT is CORRECT majority of the Challan are NOT issued, as many have pointed out in the past these staff put the DL/RC in the reader machine and press few MOCK Buttons as if they are going to challan and then settle it.. The violators are also pay the BRIBE and get away.

HAVE YOU EVER HEARD in the last few years any TRAFFIC OFFICIAL CAUGHT taking BRIBE ?  But almost every driver says they pay BRIBE. Whats not even I just heard from one of our activist in Sector 22 for watering the CENTRAL VERGE of Roads the DDA Horticulture Contractor TRACTOR guys pays around 2000 to traffic cops.

2) As per info provide DTP said Just 1356 without LICENSE for ENTIRE West Range, 

3) they informed Just 11 Vehicle in ENTIRE WR for WITHOUT SPEED GOVERNOR. We notice almost all the COMMERCIAL VEHICLE driver more than 40 KM

4) They say only 394 WITHOUT PSV

5) Just 215 with VISIBLE SMOKE

6) Minor driving just 123...I am sure in Dwarka sector 22 alone this will be 10 time more in ONE YEAR, Imagine for Entire West Range.

May be for some other purpose other than TRAFFIC MANAGEMENT.

Across Darka Numerous Signal Lights are down or damaged

This morning I found the Transport Department ENFORCEMNT staff at Sector 22 stopping Many vehicles. I had personally asked them on the SAFETY side of these OLA/UBER and even School Vans without PSV on Dwarka roads.


The permit conditions framed by Transport Department of NCT of Delhi in-consonance with the directions of Hon'ble Supreme Court of India in CWP no. 13029/85 dated 20.11.1997 in case titled as M. C. Mehta vs. Union of India and later on notified by Transport Authority of Delhi inter alia the driver and conductor are required to wear the uniform in grey colour with PSV badge prominently displayed on it, driver is required to have authorization card,

"Driving the vehicle without authorization card which amounts to violation of Hon'ble Supreme Court directions and without PSV badge and without uniform which amounts to violation of permit conditions."

Look the amount of CASUAL attitude by all authorities. We have existing rules nothing NEW needed. But the people who are on ground to IMPLEMENT are CASUAL, Why they are casual is known to all.

on checking they CONFIRMED my point on DANGEROUS situation in Delhi. Where in almost all HR/UP Regd OLA/UBER are without PSV Badges or Commercial License .

5.      Affidavit by applicant having no criminal record duly sworned.

6.      Certificate of 3 days training from authorized training school in Delhi having track facilities.

7.       Copy of valid driving license.

 

Documents are required for Conductor License:-

1.      Application form.

2.      Medical Certificate on prescribed form.

3.      Valid adult first aid certificate form St. John Ambulance Association(India)

4.      Police Verification.

5.      Refresher Course Certificate.

6.      Matriculate Certificate

7.      Prescribed fee.

8.      Valid Address proof.

PIO cum DC (P) Traffic (HQ), reference letter No RTI/17 1305 dated 23 Mar 2017 It is a matter of extreme surprise that there has been apparent error in setting the timings of signal at Dwara International School (sec 12 Dwarka) and despite our repeatedly pointing out this is being ignored by traffic police. Instead of appreciating public for indicating defect, traffic police is trying to defend the error. So in this regard please provide further information: (i) Please inform the name and contact details of officer who has requested for change in pattern of signal at this junction, (ii) This is a junction of 45 meter & 30 meter road. While in our view 18 seconds each & 12 seconds each green signal is sufficient for 45 meter & 30 meter road, you have provided 55 second & 35 second green light on 30 meter road apparently not only leading to waste of time & fuel but forcing people to stand in scorching sun unnecessarily. Earlier this green signal was for 9 second duration each only, please provide justification from file records for increase of timing straight from 9 second to 55 second. (iii) Please inform from traffic police standards how much traffic load justifies the green signal of 55 seconds and whether before turning it for 55 seconds any one in traffic police has crossed check the data (iv) On 45 meter road you have provided 25 second green light where as if you see other signals around green light of lesser duration has been provided, so please provide justification of 25 seconds green light. (iii) If you examine other traffic signals around this junction you will find that even heavier crossings are on blinking mode during night but despite scanty traffic load the traffic signal at this crossing remain working for 24 hours. Please provide traffic load report to justify functioning 24 hours. Concerning traffic signal at Modern Convent School (sector 4) (iv) At this T point, except for morning half an hour from 7.30 to 8.00 on a day when school is open, there is almost zero traffic load despite that this signal works for 24 hours. Please provide traffic load report to justify working of this signal during day time & also at night. General (v) In Dwarka there are several other signals which are in working mode during night as well as signal which are on blinking mode. Apparently it is not clear what are the parameter traffic police using to determine the function time of traffic signal. Please inform such parameter.
