Dear Friends,

Today, in the morning I took my son( 9 year old) to park no 4, Sec -23. I was encountered by Supervisor Chanderpal and Supervising Officer (SO) Mr. Devraj, and  many malis with them. They refused my son to play there. I had a heated argument. They were very impetuous in their language.They were angry that the educated people argue a bit too much and should be taught a lesson. These people were almost on the verge of beating me when I called Police. I phoned at No. 100, called police and also lodged a written complaint.
The police, certainly, would not do anything to punish them. As far as the park for playing is concerned, many communications with DDA and others in the past have yet yielded any results. If you want to see the complaint lodged today, see the attachments.

Anyone any suggestion on what to do. I do not want to deny my child his 'Right to Play'. I have seen many other parents do nothing, inspite of knowing that their child is not getting place to play. Its unfortunate that we forget our childhood and deny this right to our children.

Dear Sir

I don't know the policy of the DDA regarding playing allowed in the
parks or not.. It might be in their rulebook that parks are not
playgrounds (to some extent i agree one can see lawns in Sector 4 park
beside jinvani schools that is in bad shape as people play cricket on
same)..I mean malis take days to do soemthing (which is even rare) and
its marauded by few days of play.. Park with lawn are surely not
playground.. Cricket ground etc should be somewhere else where govt
money is not spend to maintain lawns etc else we are wasting taxpayer
money indirectly. But than question is where kids shall play and a
supervisor of park is not expected to answer this.. If the rule is not
to allow and he is following rules, I feel we should accept his act as
good trying to follow the rules.. Planners should have decided where
kids of around 1 Lac residents of dwarka will play. A sport complex
here and there is not a solution.

BUT if the rule permits kids playing and than he is dictating his own
than definitely he deserves some action..

Above all, please never argue with anyone as people have very less
respect of each other as well as sensitivity towards each other.. We
are turning to be animals on road.. Once people start arguing on road,
the actual point on which they were arguing is lost in initial few
minutes and than people are just stick to their ego and just try to
prove their point by any way.. If there is anger is any discussion on
any side, its better to stop arguing as its useless in any situation..
You yourself would agree once heated arguments were started, nobody
would care what right points you will say and generally situation turn
to more worse only if discussions are carried out in such
environment..

Has anyone seen any fruitful discussion in their life when both sides
are doing heated arguments with anger?. I doubt so.

I agree with you that child should have play ground to play.The real problem is that at  the stage of planing it was no accomodated as it should have been.If Supervisor/other staff is preventing that is only because of the direction from higher authority.We have to take up this issue at higher level.As per my understanding there are many places for play ground but it has not been developed.
 
While saying this I am not denying the right to our children but at the same time we should also not encourage them to become violent in case any thing is denied.
 
I have also seen there are many parks where playing is not allowed but children do play except cricket.We should also explore this possibility.

An update.
 
I have just spoken to the Asst Director, Horticulture regaridng this. 
 
1. He has categorically stated that the parks are not playgrounds.
2. They have strict instructions and the malis and supervisor are just following them.
3. DDA, Horticulture division has received numerous complaints from lot of people saying playing should not be allowed as the area is for walkers, joggers and lot of elderly people, senior citizens sit around there is a danger of them getting hurt.
4. He said, they have started lodging police complaints as most of the time the arguments gets very ugly and people dont understand.
5. When questioned, where will the children play, he saidits for the people at higher ups to decide and provide play grounds.
 
I made some suggestions to him.
 
1. Put up a board at all entrances of the park letting people know that playing is prohibited
2. Mention what all is allowed (for eg: freezbee, soft balls for small children etc etc..)
3. I have suggested that if the parks are quite big and one portion of the park can be allowed for the children to play...that would be good.
4. He said that decisions has to come from the top and certainly they do not have any objections if this instructions are given to them.
 
5. I am meeting him once again tomorrow morning at 9am in the Sector 6 park behind the MDH and Mother's pride.  I have suggested to him that the corner end of the park can be made available for children to play.  
 
6. Once inspected, I will speak to Mr. Ghelot and see who we can write to in DDA to get approval.

I had earlier written a letter to LG and also a joint letter from seven CGHSs of sec-23 to project Director (Dwarka). No response! What do I do after this. My child is too small to understand what DDA is. If he cries to go to park, I have to take him. These incidents are inevitable and make me stronger to push ahead with all of your support.

Thanks for working on the cause. Children of Sec-6 shall be grateful to you, if you get them a playground. Efforts do not go waste.

As far as I am concerned, I knew the law but had no alternative other than to break. i knew I was heading for a skirmish. Before the staff got violent, I offered myself to be prosecuted for breaking law. i asked them to call police but they did not. I was ready to be arrested for breaking law.  
Something has to start. I do not compare myself but Mahatma Gandhi too broke the salt law and many others to get the point across.
I do not repent any bit for the incident. We live in a country, where we are totally enslaved under the bureaucracy. How long can we go on begging and pushed back. Secondly, is it right that we beg in front of our servants? We have to sacrifice some comfort to get our point across.
They know our problems very well. So many representations have been made.Yet, they do not do anything.
