Thanks to SDMC Peace of DDA Pockets and CGHS Societies located next to newly inaugurated Shaheed Mohan Chand Sharma Community Hall, Sector 12 may get lost forever.

December 06, 2013 was the first day when we had to face the in-organised parking, choc-a-blok traffic and blaring loudspeakers. As it was the first time when this Community Hall was rented out for a Marriage Procession. Glass Windows of homes are unable to stop this cacophony of Bands, Dhol nd DJ's. DJ started playing all kinda music from 7 PM and it was like sitting inside a Movie Theater not in cozy rooms. At 9:30 Baraat arrived and all hell broke loose as the road was fully blocked by Baratis, Bandwalas and vehicles.

Residents of nearby societies were struck and with so much difficulty they were able to enter their society premises. This can be dangerous in case of an emergency situation. Also, Ambulance movement of Rockland Hospital would also get affected. This traffic jam like situation is bad for residents as well as for people who are taking the hall on rent as they were also not able to enter the hall premises easily.

So, in all its a blunder to construct a community hall 1) in a residential area 2) on a narrow road, 3) next to a hospital. SDMC must make proper parking arrangement and formulate some strict guidelines so that nearby residents don't have to suffer for life. 

In future SDMC should allocate land for community halls in areas in commercial pockets or at wider roads away from residential areas. Also, provision for proper parking should also be made so that parking must not be an issue.

Hope some good sense prevails on concerned officials.

We can approach Traffic Police for Traffic and Sound Management but the issues remains that why on first place public money was spent on making a Community Hall in a plot next to Hospital. Also, there is no space for proper parking arrangement as the road is already congested. 

This kind of issues arises because of poor planning by Bureaucrats and overzealous elected representative's who just want to appease electorate by such gimmicks. As this is not a local issue faced by residents living next to this new Community Hall of SDMC but by citizens spread all across the city or whole of country. 

Recently I read an article by Mr. Vivian Fernandes (Famous Journalist with 30 Yrs Experience) on IBN Live. He as a resident of Vishwas Nagar, Delhi (AC - 59) faced similar issues in his locality. So, they had to file a writ petition in HC to obtain a stay on Weddings in that Community Hall. Also, just before elections CM of Delhi announced that the wedding hall would be converted into a recreation center for senior citizens.

This is called sheer wastage of Public Exchequer due to improper planning by elected representatives and officials. I hope SDMC officials would take note of hardships of nearby residents and devise some guidelines to avoid any inconvenience to residents.

"A couple of years ago our well-meaning Congress MLA Naseeb Singh got approval for a wedding hall. It came up right in front of our apartments in the space allocated for it in the master plan. But the master plan, drafted 25 years ago, had been overtaken by events. 

It had not counted on car ownership keeping pace with rising prosperity and property values. It had not factored that a commercial facility like Max Balaji Hospital, run by the suave Analjit Singh, would be so solicitous of its neighbors as to convert their pavements into a giant parking lot for its patients and their visitors. It had not foreseen that the Delhi Police, those incubators of private enterprise who give migrants to the city their first ticket to upward mobility, would rent out whatever space the hawkers could cram into. And it certainly had not planned for construction workers who had built the apartment complexes partially taking over an adjacent park. The wedding hall had a capacity of 800 people and virtually no car space.

'Done,' he declared with the certitude of a quack dispensing instant relief.

It is only on the eve of these elections that the chief minister announced that the wedding hall would be converted into a recreation centre for senior citizens."

If planning is faulty.
No official can manage.
When plot was aloted & construction started our residents were sleeping.

correct it should hv been stopped at the time of starting of construction in that case
 
now the residents should get confirmation fm mcd that proper parking , no sound  band Baja crackers within 100 mts etc and other rules and regulation the RWAs think fit

Does it mean that we Dwarka residents were sleeping when Faulty Palam flyover was made? Or when RTR flyover was made were the Ppl sleeping?

Problem is with authorities who don't take PUBLIC into confidence before giving green signal to a project. AS THEY ARE PROGRAMMED TO AVOID VOICE OF COMMONERS.

Also, as far as I know the construction of this SDMC Community Hall was halted for such a long time due to a STAY. Bcz of this inauguration also got delayed.

Officials allotted the land for a community hall without looking into the ground realities of 2013; a Master Plan made 20 years back isn't sacrosanct.

If this Traffic Jams and DJ nuisance continues we commoners wld protest.

Residents may petition Mr. Gahlot (MLA  and soon to be Ex-Councillor) for not allowing Marriage Functions at this Community Hall. 

Only that can reduce troubles of the nearby societies and DDA Pockets.

Shame on SDMC and Police Authorities...

Its 23:00 Hrs of Feb 04, 2014 and because of a ongoing marriage party at the newly opened Community Hall adjoining to Rockland Hospital, Sector 12 we the residents of adjoining societies r unable to sleep. The DJ is playing music so loud that the cacophonous noise can wake up even "Kumbhkarn".

Few minutes back we saw a New Innova PCR outside the Community Hall and we thought the Noise would stop; but it still going unabated???. I urge fellow members of Dwarka Forum to not allow construction of COMMUNITY HALLS next to their societies

That is the reason why Mohalla Sabhas would be a great idea as we residents would have some say in government's decisions. Now, here in this case SDMC and Councillor thought that they would earn few brownie points by inaugurating a COMMUNITY HALL in their ward in a residential area. 

But we are really harassed coz of NOISE, PARKING TROUBLE and are losing sleep.

Dear Friends,

On Dec 07, 2014 I had written a post about SDMC's Community Hall, Sector - 12 with title "Peace Lost Forever?". That time I had put a question mark after the title; as I was not sure if this going to be a long term pain for us. Almost a year has gone since this Community Hall got inaugurated and our misiries are not coming to an end. 

Night after night we are losing our sleep. This community hall, which was inaugurated twice, is a curse on the residents of nearby societies. One year of writing on DF, making numerous PCR calls and filling RTI hasn't helped our cause.

1) A night before function, as clock strikes 12 AM; the caterer and tent wallahs start bringing tables, utensils in the premises. This goes on till 2-3 AM depending upon scale of wedding. 

2) On the eve of wedding by 6 PM DJ starts with its loud music. Followed by dhols, screams of guests and crackers. Haphazardly parked cars on street lead to traffic jams nd ppl start honking badly.

3) Later, on arrival of Baraat the scene get uglier as Band wala, Dhol wala and DJ wala compete with each other and ruin studies of children, sleep nd peace of elderly.

4) Early morning at 4 AM Vidai music starts and we start our day with this.

----- Last night on 03.12.14 myself and several of residents called Police Control room (Channel 158) many times. Also, we went to reason with the party organizers but they were rude and they neither stopped DJ music / Dhol nor they lowered the volume . I have put this in bold to avoid advice to follow the so called Gospel's Truth of polite communication with the party organizers. 

----- After repeated calls to PCR; two constables came at around 23:00 Hrs on bike and but they also couldn't get the banging of DHOLs.  Constable told us that he can't do anything as DJ have been stopped already but "as per law their is no restriction on playing of Dhols" so they can't ask them to stop DHOL. 

----- He told he has another complaint from Sec-13 nd he wld have to go there so he can't help us further. Another free advice that he gave to us was not to go to community hall as people there might be drunk and they may abuse (Read: HARM us). He also asked us to complain to MCD to forfeit their Security Deposit. After giving this unwanted advice he went back. 

Finally the DHOLS stopped at 00:30 AM. Salute to Delhi Police and SDMC... Citizens Go to hell....

Our agony, anguish or pain no one else can understand. We the residents of nearby societies have to unite else we will just loose sleep for rest of our lives. We will try to awaken the unconcerned citizens from the slumber and would demand a permanent solution from authorities.

I think thats what we call concrete work,who cares what residents are suffering from ,all they are interested in increasing tally in their performance card
M sure this will also be treated as acheivments by our politicians

SDMC must be charging some security deposit for booking this hall,
please inquire about the terms and see of we can request SDMC to
forfeit security for violating SC orders prohibiting sound pollution
after 10 pm?

Now a days cracker is another sound cum air polluter. In every celebration crackers are being used as if they are being sold in the next door "Parchoon Ki dukan". Law keepers are  deaf that they can't hear the sound after 10pm or they wait till the matter is to be reported upon by some sufferer. Lack of responsibility.

Trying to revive the history by writing in this old blog post.

In past 3 years situation has worsened and we the residents of Socities next to SDMC's Shaheed Mohan Chand Sharma Community hall, Sector 12 are suffering badly.

SDMC, DPCC, Delhi Police fail to enforce laws regarding Noise Pollution in SILENT ZONE.

JUST IN: Supreme Court Banned FIRE CRACKER in NCR

Yesterday, almost all the wedding venues(Mostly the Pushpanjali/Sector 26 or Chawla side farm house have been bursting crackers .

Please insist on the ban and no excuse.

One side many complaining NO cash for wedding,, look then  the FILTHY Display of Wealth on account of Marriage. Anyway its ones own choice but they should n't put others to inconvenience.

As per my information NONE...

Have to file an RTI but SDMC RTI isn't online and im not finding time to do it offline. :(

Want to petition LG Office, DDA, DPCC, SDMC - Community Services Dept, Health Govt Delhi Govt...

This morning I saw half truck of mixed dry and wet waste Waste getting loaded  from  SDMC's Community Hall. It shows SDMC itself not following it's circular about Segregation.
