Dear Sir, 

Reg:  Removal of Unauthorised Speed Breakers.

There are unauthorized speed breakers at several places in Dwarka. A few of them are in sector 19B. An RTI was filed to know about their legitimacy of these and the reasons for non-removal by DDA staff. In response, DMD-II has not come out clearly why it is supporting these unauthorized speed breakers. Rather it has stated that it would consult Public and Police about these. This is highly irresponsible statement and indicates gross ignorance about the basic duties of the staff. The traffic police has also confirmed that it has not approved any speed breaker in sector 19B, the list attached. 

One can still tolerate taar made speed breakers but the rubberized ones are pathetic and are highly inconvenient. The slope of these is too steep and brings vehicle to a zero speed still gives a jerk.

These rubberized speed breakers are 

(1)  Violation of verdict issued by High Court as these are in contravention of design guidelines,

(2)  Violation of Delhi Control of Vehicular and Other Traffic on Roads & Streets Regulation 1980 and

(3)  IPC as these create obstruction in Right of Way of public.

 If every society and DDA pocket would start fixing these breakers in front of gate the movement within Dwarka would become cumbersome. If at all any society wants to make a speed breaker it should construct it at gate within the society premises and not on outside carriage way.

This needs a serious review why DDA staff is interested in protection of these highly obstructive speed breakers made in total contravention of law. The rubberized speed breakers are not as per approved design therefore are not suitable, in any case fixing such without the permission of traffic police is absolutely illegal.  

We request that  

(1)  All the illegal speed breakers throughout Dwarka must be removed immediately and

(2)  Inquiry may be made against field staff those are protecting these.

 In case, these are not removed within in next 10 days, a complaint shall be filed with the office of Lieutenant Governor and Delhi Police for initiating appropriate action against delinquent officers.
