Lieutenant-Governor Najeeb Jung on Tuesday set a two-week deadline for the Delhi Development Authority (DDA) to finalise a restructuring plan to bring transparency, efficiency and accountability within the organisation. The direction came amid mounting criticism against the DDA over alleged corruption, bureaucratic red tape and delay in implementation of various key projects.

At a review meeting on Tuesday, Jung directed top DDA officials to finalise the restructuring plan in the next two weeks and place it before him for final orders. The Lt-Governor, who is the administrative head of the DDA, asked the agency to computerise all its works and services by September next year. The computerisation programme will commence in November.

DDA officials said the broad contours of the plan have already been prepared, which will be finetuned in the next two weeks. The meeting also examined a report by the National Productivity Council, which was tasked in April to suggest measures to improve the functioning of the DDA.
The report has recommended rationalisation of “vertical command structure” in DDA and suggested that certain non-critical and non-technical operations should be outsourced.

DDA officials said a GIS-based project monitoring system will be set up for real time monitoring of engineering works, maintenance of parks etc. in the city. They said a database on all existing properties will also be created through which people can know the details of their properties. The DDA will also enhance the skills of its manpower and equip them with the latest technology.

DDA headquarters in Vikas Minar and Vikas Sadan will be overhauled and equipped with latest equipment and workstations. Officials said creating an interactive website will be a priority as the agency will focus on providing online services to citizens such as payment and tracking of complaints.

Subject: A few Suggestion and Recommendation to Newly APPOINTED VICE CHAIRMAN DDA. 

 

 

We would like to submit few suggestion/recommendation for making DDA a better organisation:

 

  1. Public Image of DDA:
    Since you are well versed with Delhi you know the image of DDA well and what public image about DDA and its officials exists.
    1. Public interaction: FACE BOOK for DDA. As you may have noticed Delhi Traffic Police Very successfully build their image recent years with Public Participation and involvement especially with Facebook they are connected from Top Hierarchy to Road users. The MCD and other agencies too started Facebook. The DDA may initiate similar step.
    2. DDA Website: The Officials in the past consider HIDING information as PRIME Objective. With coming up of E-Governance and Internet that is changing. However, DDA website still remains inaccessible for information. 90% of information posted is OUT Dated and Non relevant. Department wise section needs to publish all details mainly in compliance with Section 4 of RTI Act 2005 and all public concern matter is put-up on the webpage of respective departments heading.
    3. Computerisation/E-Governance: On record of DDA annual records boast of many Software's and tolls operational. While now you may judge whether they are used or under utilised. The suggested form of GIS Mapping and Land record is very important and welcome. Large chunks of DDA land are under encroachments and known to Beldar, Thahsildar to Commissioner Land Office. A large number of DDA acquired land left without any boundary or protection or boards.
    4. Visiting Public: You may do a surprise visit to DDA Ground Floor in INA Office and Judge yourself as normal citizen. You won't be surprised 50% counters having no staffs. The advisors/counsellors have no clue of their duties and areas where they can help public. The so called Public hearing by senior officials is an EYE WASH. There hardly any complaint/grievance resolved. This need to be organised in systematically way with proper records and decision announced order handed out to aggrieved citizen immediately therein itself. Those Kiosk have No update or information either remove them or if want them keep updated and make it user friendly.
    5. Right to Information: A large number of RTI Applications are filed with DDA this can be substantially reduced to 60% if not more, if DDA make its all document digitised and published through its websites whether it is policy or other procedures, FAQ etc.
    6. Public correspondence and Replies: A large number of representations, complaints, and grievance are unattended and assigned to dust bin instead of compliance u/s 122 of Manual of Office Procedure or under CCS Conduct Rule. The public at large not receive single reply, like a post office the letters/emails move from one desk to other that the end of it. The Letters/Email addressed to VC or LG even not considered and replied.
  2. Work Force/Staffs: By and large the dressing/re organising to start from top.
    1. A large number of Commissioners and senior officials made permanent seat at DDA. They are occupied these post in violation to CVC guidelines where it mandatory to transfer people in sensitive post after 3 years. Some of them even IAS from other cadres working with DDA for years.
    2. The personal department need really a change over. There is hardly any TRAINING available to staffs as per information.
    3. Well meaning deserving staffs to be encouraged based on Public Feedback.
    4. There is no follow up of procedures. Take example of daily attendance. The BIO Metric attendance should be implemented in all DDA offices.
    5. The Annual Assets and Transaction Report to be submitted by staffs made mandatory under CCS Conduct Rule No. 18 must be implemented and breach must be severely handled to deal with Corruption.
    6. It is to be made Mandatory for all those staffs to wear their Identity cards and if there is uniform it also.
    7. The complete Telephone list with Email, Room No, Fax No, Tel No and Mobile No must be disclosed through DDA website.
    8. The use of letterhead must adhere to Home Ministry circular and should have full address details, contact No, Email, fax and most importantly name of the Official Signed.
    9. Promote staffs to use Metro and Public transport instead of Official DDA vehicles
    10. The Vigilance Office: There is large number of cases completed and uncompleted with CVO of DDA. As did by other agencies those with tainted background be transfer to non sensitive posts. All the details of Vigilance cases and details must be shared through DDA website to install social stigma against the concerned officials.
