Sir,

 

I wish to bring following isssues to your knowledge from vigilance inquiry point of view:

 

(A)  All the 3 overbridges on R&R to IIT gate (Outer Ring Road) stretch are having pot holes generated within after some months of construction. In my view this can not happen except extreme carelessness or corruption in construction.

 

(B)  The maintenance of footpath and keeping them free from any kind of obstruction is very important duty of PWD. However I have observed that on many stretched PWD engineers have not only ignored this aspect but themselves have indulged in activities of blocking the footpath. They have not only failed to remove the existing obstructions like boards & walls etc.  but fixed many sign boards blocking the footpaths, rendering them useless for pedestrians. I understand that PWD engineers daily inspect the roads under their respective jurisdiction. Occurrence of such incidence is extremely disappointing. I have several photographs to suggest that even boards fixed by other persons have not been removed but additional boards put up by PWD. primarily indicating the carelessness of concerned work supervisor

 

I request that appropriate inquiry be made why despite daily road inspection PWD officers have failed to remove these boards? This indirectly suggest that quality of road inspection is not only very poor but it’s authenticity is also doubtful, which suggest that fake inspection reports are generated. Sample photographs attached.

 

(C)  In front of IIT Gate PWD installed two similar boards side by side blocking the footpath. On my complaint one board was uprooted and other was tilted to pave way for pedestrians. On inquiry I have been informed that cost of one board is Rs,64000/-. Fixing two similar boards with in a distance of 4 metre is a patent waste of public money. I request an inquiry be made to assess the reasons how the second board got sanctioned & fixed – and how its payment was released. Sample photograph attached.

(D)  On the same road stretch as in (C) above several new overhead sign boards were found damaged & now missing- What is the prime reason for such damage? Who borne the cost of repair? & Where these boards have gone?

THIS COMPLAINT IS SERIOUS MATTER and need thoroughly investigation.
The EIL who did quality testing must be booked along with PWD.

The reference to your observations is as under:

 

(A)                                    The bridge portion of the flyover is a composite construction – concrete deck over steel girders, and the top wearing course is of 75mm thick reinforced CC. This type of concrete wearing course has been provided for the first time for any flyover in Delhi and has been adopted after detailed technical deliberations IRC recommends such type of treatment and there are remedial measures available to repair such surfaces, whenever such problem arises. Action is being taken by the PWD to repair all such potholes on the flyover top.

(B)&(C)                The advt. panels are being installed by MCD on the footpath etc. all along the stretch as per the approved policy. PWD is to maintain the footpath & the roads. The matter is being reported to the concerned agency whenever such installation encroachments are observed. It is however, requested that the detailed photograph as mentioned in your mail dated 18.09.2011, may be mailed to this office for necessary action.

(D)                        The overhead signage boards have been damaged by the heavy vehicles moving on the roads during night. Matter has been brought to the notice of the Delhi Traffic Police to take action against such vehicles.

At the most I can cetegorise your reply as a futile attempt to pass the buck: 
 
(a) Do you mean that IRC has recommmended such a poor quality which can not prevent potholes even for first six months of construction? Why the potholes are not repaired immediately? Who is funding the repair - PWD or contrator? Is not it a regular source of income purposely created for repairing contrators with high social cost?  When I raised the matterwith EIL - they stated that PWD never assigned the task of quality inspection to them but only making a (false) claim of it.
 
(b & C):  All the sign boards are fixed by PWD & other Govt agencies non by MCD. The most surprising thing is - What your JE who is daily inspecting the roads morning & evening is doing? This puts a serios doubt about the geuinity (?) of inspection & its quality. The further casualness with which the matter is delat by the PWD is fact despite my several letters still boards not removed. Same in my view is apparent case of gross negligence and careless ness on the part of PWD. In front of IIT even after my complaint one more boards was fixed as if the purpose was to block the footpath - Rs.60000/- drained. They simply keep their eyes shut. For your convenience I repeat the photograph. During CWG crores drained on renovation of footpaths - why to faciloitate fixing boards?
(d) : This is apparently unbelievable. Heavy Vehilces entring here (going towards Muniraka) must have come from NH-8 and had the height been excessive all the board at NH-8 should have also been demaged - which is not the case. Even if that is the case - where these boards are at present - why not refixed?

Very EXPOSING info this that Engineers India Ltd have no Role in Quality Checking of the project of over 100 crore ?
Where as I was replied through RTI in 18/5/2010 that Rs. 2,03, 90,979 paid to EIL for 3rd party quality tests. See attached reply.
 
We would appreciate the PM Flyover clarify this.

Also these encroachment and endangering the Footpath user is GROSS Violation and risking innocent pedestrain to road and endanagering.
 
Any boards that comes on the footpaths must be removed..

More than 3 months have passes and we are still awaiting any response from your side. If these kind of open crimes are not acknowledged by police for action, the creditability & reliability of systme will be at stake.

when even after half a dozen reminders I did not get any response from Police I filed RTI application to know the status of this complaint. To my surprise the Addl DCP south (letter no. (5) 1114 /RTI Cell/SD 24 Jan 2012) has informed that no further police action is needed in the matter except requesting PWD to take necessary action.
 
I am totally taken aback by this cold reply from delhi Police. How can Police wash its hands on a matter concerning safety of road users. 
 
First authorities spend crores on construction of footpath, then some careless officers block it and force people to walk on road.
 
If Police Commmissioner will not help in protecting rights & safety of pedestrians - where citizens will go?

There is no dearth of laws in India - if police won't take action under appropriate section who else will do it? The offenders can not be let off only because they are fellow public servants.

I request you to seriously review the issue & take strict action against culprits
