On one side is putrid water and, on the other, a handful of houses on the barely noticeable mud road. Though it doesn’t look like anything significant right now, in a matter of months this road is expected to be converted into a 30-metre-wide bypass road to the ever-clogged Mahipalpur junction.
The Delhi Development Authority (DDA), which started constructing the road last week, is expected to complete it in six months — by August. “It feels like I spend half my life travelling through this stretch of road. Just to cover a few metres from Mahipalpur junction to Vasant Kunj takes anywhere between half-an-hour and 40 minutes,” said Satprakash Rana, Bijwasan MLA .
DS Constructions, the concessionaire for the Delhi-Gurgoan Expressway, stations two to four traffic marshals every day to regulate traffic at the junction. “Every evening, it is the same story; the traffic comes to a near-standstill here. There is a lot of honking, and people inadvertently end up fighting with each other,” said Naresh Kumar, a traffic marshall.
The new road starts just 10 metres from Ryan International School. Right now, there is nothing to indicate the presence of any construction activity except a yellow DDA board. However, going by the plans, the 1.6-km road is expected to cut across the unauthorised colony of Defence Enclave. A few houses in Defence Enclave, which currently fall in its route, will have to be demolished to pave the way for the 30-metre-wide road.
However, the residents don’t seem to be in a mood to take it lying down. “We were given provisional certificates of regularisation by the Delhi government, and now the DDA is planning to demolish our houses. We will not allow this,” Chattar Singh, a resident, said.
The road will meet the service lane of the NH-8, next to the Mahipalpur Cremation Ground, and the DDA has already begun digging work to facilitate this.
For several years now, the government had been drafting plans to decongest the Mahipalpur junction, without any sign of success. The project, which was initially a part of the Commonwealth Games emergency list, was yanked out of it a year before the event because the Delhi government was not confident about completing it on time.
Recently, Delhi airport authority DIAL held a meeting with Chief Minister Sheila Dikshit. After giving a presentation to demonstrate how the narrow Mahipalpur-Andheria Mor road was a veritable traffic nightmare, its officials told her that with the new Aerocity Metro Station coming up, they were planning to lay one more road connecting NH-8 and the Airport — beginning at the junction. However, Dikshit reportedly informed them that it will not be possible.
The main hurdle in the project has been land acquisition. As illegally extended colonies have sprouted on either side, the DDA has been left with very little space for executing the project. In 2009, the government had entrusted the Delhi Metro Rail Corporation with the task of carrying out a study of the area, and suggest ways to ease the traffic.
In an RTI reply to the planning that has gone into the project, the PWD revealed that the proposal for enhancing the corridor from Andheria Mor to Masoodpur was approved by the DDA in a meeting held on February 1, 2007. At Masoodpur, two alignments were suggested — first, to widen the road equally on both sides of the existing central verge to have 75 metres right of way, and the second, a bypass of the road. However, the proposal for the bypass was rejected.
However, widening of the road meant carrying out demolition work on the Masoodpur stretch. In a meeting held on May 24, 2007, it was decided that the PWD would prepare a revised layout plan of the elevated road at Masoodpur.
The PWD eventually submitted a proposal in April 2008 to construct a road-over-road at Masoodpur village and a by-pass from Ryan International School to the road leading to Dwarka at NH-8.
However, when Chief Secretary Rakesh Mehta visited the site on July 29, 2008, along with the PWD Engineer-in-Chief and other senior officials, they were not convinced about the idea of a road-over-road on the Masoodpur village stretch. Mehta requested the DDA to explore the land records and fix the centre line so that widening works could be taken up by the PWD. The DDA has not yet submitted its report.
The PWD then hired the DMRC to conduct a feasibility study of the area, and suggest ways for the construction.
The DMRC, in its reply, gave four options. However, none of the plans were approved due to demolition work that would have to be carried out.

Dear Sir,
This has reference to your communication through email addressed to Shri Rakesh Mishra, Engineer-in-Chief, PWD, as an appeal against Executive Engineer, CW-122 subsequent to his office letter No. 54(28)/EE/CW-122/2010-11/319 dated 30.5.2011.
It is to submit that the letter, in question, as written in Hindi was unintentional and just as a noble cause to promote the National language as per Govt. Policy and as has also been explained by the Executive-Engineer, CW-122. Shri Raj Pal Shivren, Executive Engineer, CW-121 has been looking after this Division as an additional charge since December, 2010, who was busy on the Ring Road, By Pass Project, its subsequent inspections by Shunglu Committee/ CAG and thereafter for compilation of the replies/reports till May, 2011. The aforesaid letter as thus, was signed by Shri Bhim Sen, Asstt. Engineer, conversant with the Mehrauli-Mahipalpur Corridor proposal. The non-disclosure of the name is also not deliberate, as the person can be easily identified by addresss and phone number given on letter head. Still the concerned officers have been directed to take note of omissions for future.
It is further to point out that the like Alignment Feasibility Studies for improvement of corridors are first submitted and only then uploaded on website by UTTIPEC for feedback. This scheme when earlier submitted to DDA, was also uploaded. Apart from this scheme, Executive Engineer, CW-122 has executed the work “Parking facilities and Road work at Rajghat Power Station”. The features of the work are duly uploaded and updated time to time on PWD website and can well be viewed.
Coming back to the informations sought by you on the Mehrauli –Mahipalpur Road proposal, vide your earlier communication through email, addressed to Shri Ashok Khurana, Engineer Member, DDA, responded to you by EE-CW 122 vide above cited letter dated 30.5.11, it is to intimate as under;-
1. The reports and documents related to this project ‘Andheria Mod - Mahipalpur – NH-8’, are spread over 13 Correspondence Files (3 No. in Circle Office and 10 Nos. in Division Office) with three Reports (including DMRC report),
totalling to 3424 pages, apart from connected drawings, available in soft copy. These drawings available in soft copy have already been forwarded to you through email on 2nd June, 2011 by Executive Engineer, CW-122. For obtaining the copies of the documents contained in reports and files as above, an amount of Rs. 6848/- is required to be deposited, otherwise the option of viewing these documents and reports in this office is always open.
2. Regarding the status of this project ‘Widening of Mehrauli- Mahipalpur Road from Andheria Mod to T-Junction with Aruna Asaf Ali Road’, it is intimated that this part length of the complete Mehrauli - Mahipalpur Corridor was not approved by UTITPEC and instead desired that PWD should submit comprehensive proposal for the complete Corridor improvement from Andheria Mod to Mahipalpur – NH-8. For the purpose, PWD is still awaiting the demarcation of land boundary for R.O.W. of the Corridor particularly at Masoodpur Village from the DDA. This matter is also under active monitoring by office of Hon’ble L.G., Govt. of Delhi Unless the land boundary is made available without encroachments, it is not feasible for the PWD to plan the complete corridor and to submit comprehensive proposal to UTTIPEC.

Dear Rajimon Ji,Today I had been to the office of PWD,CW12 , and was very well attended by Sh. I.S. Rana and his staff . Number of bundles of files were there to be inspected , on this project. but when I told them my only objective is to get the latest position of this excess of Dwarka , through NH-8 . they specifically told me that every thing is ready from our end , in these files , all the plans and proposals are ready ,but neither UTTIPEC or CM office is giving green signal to this project. The reason being total political , as local MLA. Sh. Yoga Nand Sastri of masoodpur vill.is not allowing to widen the road passing through Masoodpur Vill. as it will attaract demolishing of some properties.Neither he is allowing any 3 lane flyover as proposed by PWD , through this village ,as that too will d evaluate the price of some shops and on the other hand , UTTIPEC is not giving any approvals , to part of the project , unless the land is available in full , and NOC is granted by DDA.
Under the above circumstances , it seem that we will have to suffer for some more years , unless, this type of politics is not Questioned ,

Good initiative by Behl Saab,
That particular stretch from Andheria Mode to Mahilpalpur is kept this way by the political class for a long time to safeguard their interest - it is a known factor. One classic example is the single lane flyover between Vasant Valley School and Masoorpur.
The authorities have to think of a separate road bypassing the villages - widening and flyover options will be opposed by the market associations. All those shops in these two stretches are there only because of this busy stretch. If an option is given to them to fly over the market, the markets will be hit. It is logical that they will resist any such move through the politicians.
