Concerned Department: Ministry of Finance.

Reg: Super pay scales.

UGC has developed a parallel world for teaching fraternity consisting of super pay scales, special shortened & defined MACP, counting of ad-hoc/temporary posting for retirement benefits etc. At present, the Government is already offering vary handsome salaries (CTC) to all its employees and these exclusively crafted super scales for teaching fraternity coupled with confirmed pay rise every 5 years and additional 5 years before retirement has made this profession much sought after.

These must have been the necessity to attract the best of the talent at some time in history, but now there is no dearth of qualified manpower willing to joint teaching stream at the existing handsome salaries. While offering these super scales we should not forget that India is still not a rich country and crores live below poverty line.

The difference between ordinary scales applicable to non-teaching employees and teaching employees seems to be growing with successive pay commissions. It is, therefore, imperative that all these special privileges may pass through re-validation process and the additional burden on exchequer due to these super scales may be reviewed for moderation while implementing recommendations of 8th pay commission.
