Letter No. SKG/LG/043                                            04 Jul 2021

Lieutenant Governor,

Chairman UTTIPEC,

6, Raj Niwas Marg,

Delhi-110054 lggc....@nic.in, lt...@nic.in,

Sir,

Reg: Flouting of Street design guidelines by PWD,

Ref: Rau Tula Ram Marg

The Rao Tula Ram Marg seems to be a case study, to show up to what extent the street design guidelines of UTTIPEC can be flouted. The right of pedestrians’ has been totally sidelined and it is ensured by staff that the footpath may remain fit for everything except for pedestrians to walk over. On this road:

1.    The footpath has been divided by fixing iron grill in the middle to render it permanently useless,

2.    One cement store has been made to cover full width of footpath to ensure that no one should think of walking on the footpath,

3.    New steel iron grills have been fixed on narrow paths to make it fool proof that no one can walk on it and

4.    On some length debris are lying for the past 4 months rendering it useless for walkers.

Apparently, there seems to be total dearth of intelligence in the field staff of PWD, therefore the staff is not able to understand the simple street design guidelines framed by UTTIPEC and for them the species called ‘pedestrians’ does not exist on this planet.

It is sure that no one in the PWD has ever tried to himself walkdown on the footpath to check its utility.

It is, therefore, requested that clarification may please be called for from the Engineer-in-Chief, PWD in this regard who is a member of the Governing Body and is bound to enforce the guidelines within his jurisdiction.

Please acknowledge.

Regards,

S K Goyal.

5. The zebra crossing on this road has been painted on half of the width only, indicating that for the rest half pedestrians are expected to fly?
