MUSIC/SHAADI/DDA FLATS?

Once again --- really inconsiderate behavior from the residents in Sec 12. Is it the DDA flats? It's probably a wedding. Who justifies the use of such blaring loudspeakers and such outrageous music. I've been tolerating it for the last 5 hours. It's ridiculous.

Please become stricter about these things.

Can someone please share whose event this is? Why is the 10'o clock rule not being implemented?
Even before 10, noise levels should not be outrageous.

Community hall was enough to make our lives miserable and it was already hosting a wedding.

Over and above that last night a DJ party was organized by resident of adjoining DDA pocket (Indraprastha Apt?).

For a day we still can manage this, but cant tolerate marriages, DJ nd traffic mess everyday at community hall.

God save us :)

I am afraid, Pankaj ji, even for a day we cannot tolerate such blatant insensitivity towards others. The party organized by the president of DDA in Sec 12 went on for two days in a row. Since when did the punjabi culture give people the permission to disrupt people's peace. Night before last, they stopped the music only after 11:30 when the police asked them to stop it. And last night I went up to the party myself. The roof was pretty small, but the speaker size was huge. Two speakers. The entire building was shaking. But forget that. I am in the apartment building ACROSS from DDA, living in one corner, and my windows were shaking. I refuse to tolerate such things even for a day --- because everyone does it only for a day if you know what I mean. When I informed Mr. Kumar that this was too loud, and requested him to lower the volume, to show some decency, he said, "You are spoiling our party."

The thing is -- this attitude will not change unless we go there as a team. But I was the only one who took the pain to show up there and complain. Noone, not my president, noone, not the common residents of adjoining buildings raised an eyebrow. What is worse, DDA house, Mr. Ravinder Kumar's own neighbours were suffering, because believe me, it felt like the building collapse from such decibel levels, -- they just sat quietly in thier houses.

Our country is full of sheeple.

All this non-sense has to be curbed asap. We, at Ek Sangharsh, are in process of finalising a proposal for a Community Library (can also act as a meeting hall) at the Community Center Sector 12. As Pankaj ji had pointed out in a mail earlier, the Rockland Hospital is also being affected. Moreover there is no parking space anywhere around with the hospital visitors occupying most of the roads along. Residents of Sector 12 Dwarka really need to get together with us and fight it out. 
Request all to support.

I hope Mr. Pankaj, you  have not missed my my previous Email. copied below. I hope you will LEAD for an ACTION.

Concerning Mme Parul raised issue.

In my humble submission- The DF had shared a draft CODE of ETHICS for all CGHS/RWA in the past. Please take up and draw up your own society/apartment issues in that , put it to AGM for adoption.
Then put proper format for Permission for events within the premise ( A sample attached).

If every think by raising issue or making complaint is not their duty and they want to be remain IN GOOD BOOKS, no solution will come. 
Most of the RWA/CGHS atmosphere is that  every one point at Management or Others and they want others to make complaint. Of-course there are at time lapse may be also on management also.

Please DON'T WAIT for some ONE else to INITIATE or ACT-  Its we who need to ACT and if we sit idle and wanted some one else to act, please think he too think in similar manner that you will be acting. END Results known.

Imagine if DF Members had not initiated and formed this Forum 8 years back.. & we all sit that other RWA and federations will do this job ????



So my humble appeal.. Please INITIATE, ACT..
Yes result may not be 100% but certainly it will change...

sorry commenting on the CC while we actually discuss on Library.

The said CC was part of the ORIGINAL HAF and Master Plan-
How come the neighbouring societies missed these ear marked facilities for their own need? It was duly even reported in media for the delay of the CC. Even when it was construction was it not aware.
I recall numerous meeting with DDA for lack of CC in Dwarka and RG took firm stand and at least got 3 CC transfer to SDMC. DDA even not build one in any of the sector.


Have all the stakeholder remain silent as often see Majority? Untill unless disaster take place no one act , even in that case a few may.
what we may do is SOLUTION. As its not possible to CLOSE DOWN the CC.
What is neighbouring CGHS/RWA could do.

1) Immediately call upon SDMC - NGZ DC and appraise the concern and ask them to address.
2) Suo-Moto disclose a Boar near the CC about standard rules of after 10.30 No Noise and other relevant rules.
3) Liase with SDMC-NGZ to have proper management of CC and preferably area RWA or Sector RWA could take over its management so that these could be well within applicable
4) If the CC need upgradtion to have SOUND PROOF or other purpose then these must be initiated. I am sure they may even not have Parking- All these issues need to be addressed.
5) I doubt the SDMC-NGZ do the booking of CC through Online- Check if this is done through some Tent House people ?
I am sure there willl be many such suggestion especially those affected.

If there are issues then we need to address them and INITIATE process to have SOLUTION.

I know its easy for me to PREACH- But to take step, I even hesitate....

Having said that the purpose of building a community hall is for all purposes ..whether for hosting a small party or a wedding.  What has to be ensured is the DOS AND DONTS.  We have rules and regulations in place - the only problem is in the implementation of the said rules and regulations.  Before letting out the hall - it should be ensured (by way of written agreement etc..if there is one) the parties agree on some basic rules..specially the issue of blasting loudspeakers beyond 10.30pm or so.   I think generally people are aware of this but get carried away.  We need to take up this issue and address it for finding a solution.

I would second this idea as we the residents of societies next to Sector - 12 Community Hall / Banquet Hall would love this community hall to stop hosting of Marriage Parties and having a Library is the best way to utilize this infrastructure. will also inculcate habit of reading in children. 

Would also request fellow members to go thru my previous post (reproduced below); wherein I have highlighted how the residents protested against letting out of Community Hall in a residential area for Marriages.

Recently I read an article by Mr. Vivian Fernandes (Famous Journalist with 30 Yrs Experience) on IBN Live. He as a resident of Vishwas Nagar, Delhi (AC - 59) faced similar issues in his locality. 

So, they had to file a writ petition in HC to obtain a stay on Weddings in that Community Hall. Also, just before elections CM of Delhi announced that the wedding hall would be converted into a recreation center for senior citizensThis is called sheer wastage of Public Exchequer due to improper planning by elected representatives and officials. I hope SDMC officials would take note of hardships of nearby residents and devise some guidelines to avoid any inconvenience to residents.

The DJ problem is not only in Community Hall even in the societies, the
other day at Chanakya Apartment, Plot No 23, Sector 4 the same kind of
arrogance was shown by the Party host with DJ plying even after 10.30 PM.

I dont understand how the Managing Committee allows such a thing to happen
in ther societies.

In Jaipur the DJ stops automatically at 10.00 PM, if not stopped the DJ set
will be taken in pocession by the Police, whereas in Delhi the CHALTHA HAI /
THO KYA HO GAYA tradition is killing like anything.

I think Dwarka Form must talk to the Police authorities and Dwarka must be
made Non Tolerate Zone and set an example for the whole of Delhi. The Police
must be requested to take into pocession of the DJ sets wherever it is
plying after 10.00 PM.

If it is in a society the Socitey must also be fined for creating Noice
pollution along with the host of the party and the same holds good for the
Community centre also.

I dont know if the above suggestion will ever be implemented.
