 I tried to book rail ticket online IRCTC website on 27/2/2011. It was the first day for the booking of 28/5/2011. So I tried since 8:00 AM onwards. Even at 8:11 AM it was showing the message  "IRCTC INCOMING DAY BOOKING NOT ALLOWED BEFORE 8AM".
 
In this regard I sent a mail to ca...@irctc.co.in . But their was reply was not clear. I don't know whether person who attended the message was able to understand my grievance. I am attaching again the problem what I faced.
 
Kindly take necessary step to avoid such an emberracement to people.

Today (27/2/2011), I faced another problem. I was trying to book the
ticket for 28/5/2011. As you know, today is the opening day for that.
But when I tried to book ticket 3rd AC ticket for Mangala Lakshadeep
Exp  after 8:00 AM it was giving the message \"IRCTC INCOMING DAY
BOOKING NOT ALLOWED BEFORE 8AM". But at the same it was possible to
book ticket for Kerala 2nd A/C and 1st A/C for Duronto. See the
attachment (railway time I marked there).
Why it is so?

Thanks for taking interest in online Reservation System. The working
hours for booking through Internet System are from 12-30AM to
11-30PM. But the opening day booking and Tatkal booking starts at
8-00AM. You might have booked the tickets before 8-0AM but booking is
opening at 8-0 AM This is programmed activity and no manual
intervention is possible for blocking booking. There is heavy rush
for opening day booking and booking on thousands of face to face
counters, & Internet Users so queues are built in Railway's Computer
System and some

users are facing trouble between 8-0 to 8-15AM due to heavy rush.

I heard in one of the electronic media either Aajtak/Star/Zee had a news on this just the day rail budget.
As per that news
This software company seems to be in nexus with IRCTC and give block booking.
Then the site of the IRCTC not availble to public to book tatkal tickets.
 
One may research and find the truth on this.

I didn't see the telecast but this Tatkal business but for sure this is a racket - kudos to the guy who is the brain behind this Tatkal business. Railway income is taken care without raising fares and above all the Minister won't get hurt !!
 
The idea to start with was to make some seats available for urgent / emergency traveller by paying little bit extra. And today the scene is maximum tickets are sold through Tatkal. With the introduction of Tatkal and the way it is run today, the Railways financials are decided by sale of Tatkal tickets.
 
Railway will never disclose the percentage of seat they allocate to Tatkal quota. And if my assumption isright, they will be playing around with this percentage at will - may in peak travel season, they may increase the tatkal percentage. Will Railway reveal how much money they made by way of cancellation of Tatkal tickets for the past 5 years ? Full amount will stand forfeited if you cancel a tatkal ticket. 
 
Recently I saw makemytrip is also selling train tickets - where is this quota coming from ?  Is there a private arrangement between Indian Railways and Makemytrip to allocate certain percentage of tickets available for makemytrip ?
 
As you rightly said, this needs a thorough research.

Yes, Mr. Joseph.  I have been encountered with such a situation.  This way we feel deceived by the system .  we may take up this matter with Railways authorities appropriately.

Yes, this is a genuine thing now, general public are unable to login/
book from 8am to 8:20-25am. By 8:25am, all available tickets are sold
and status will be updated as waiting list.

Even private companies like google, yahoo etc much more traffic than
indian railways site and their server responds in seconds.

This seems like railway have tie-ups with travel agents who books/
blocks tickets during this time and give more commission to the
government.

I tried opening irctc server from home using 512kbps airtel broadband
as well as 2mbps internet from office, server is not responding
always.

Kindly take up this issue in the best possible manner.

I heard that authorised railway agents can not book ticket between 8-9am for opening day tickets. Any update on this.

This is not possible without colliding with the Inf Tech staff maintaining railway site.  Matter should be brought to the knowledge of IT and Railway authorities or even should be reported to the Min. and Dy. Min. of Railway by email and post too..
 
I also noticed such thing with other department. One to name is Postal Deptt. Tried many times to lodge my complaint about non delivery of speed post, could not succeed, This has been tried for many days.

Add-

I filed an RTI in Feb. to the postal deptt. asking the number of on-line grievances/ complaints received by the Deptt. in the month of Dec. 10 and Jan. 11 to ascertain that its on-line system is working.  Reply awaited.

This is ascertain whether their system is properly working or not.  Also, if there is some lapse/fault on our part in using the on-line complaint or not as I m not a technical person.   Will apprise the members with the outcome.

 
Some of us can also resort to this.
