In Government offices attendance procedure is mostly converted to biometric. It is expected that there must be some procedure to verify attendance before release of monthly salary. However, it has been observed that despite biometric attendance many offices give a deserted look at 10 am in the morning and you cannot expect any one after 5 pm? It seems that a serious loop hole still exists in mapping this data with salary payment. Apparently, there is no prescribed system or process to compulsorily bring this attendance on record and map this with release of monthly salary to staff. So, as a result despite attendance being recorded in server there is no effective utilisation of same in reality due to this non-linkages and full salary gets released without carrying out any deduction for absences. This lack of integration undermines discipline and adversely impacts deliverables. This aspect needs a review and a defined process must be laid down by DOPT for compliance and improving output.
