Dear Sir,

 

In order to have restricted access many RWA have fixed iron gates at the entry & exit gates of colony. In order to regulate same MCD even came out with guidelines issued by your office vide no. D/664/SE(P)I 25 June 2007 to be followed by these RWAs. These guidelines have omitted an important aspect of provision of obstruction free footpath for pedestrian movement.

 

In the process of fixing gates, in most of the cases, the footpaths have been blocked. While this is not only against the common civic principles but are also violating the UTTPIC guidelines making it mandatory for civic bodies to maintain obstruction free & continuous footpath. A few of the photographs on reverse would show how the norms for keeping footpath free from hindrances have been flouted.

 

In view of above I request that:

 

(a) The Guidelines may be suitable amended to include the provision that footpaths needs to be kept free from any obstruction when the entry gate is in open position. It is only during night time when gate is closed that access thru footpath can be restricted.

 

(B) A survey be undertaken immediately survey of all the existing society gates and ensure that they comply with the new guidelines & the gates so fixed do not obstruct pavement.

Sub: Information under RTI.

 

(1)  All over Delhi DTC and transport Department have fixed obstructive advertisement sign boards on footpaths. These boards have rendered a large number of footpaths useless because the full space has been occupied by boards. Even in addition to these boards several Govt. Departments & politicians have also fixed a large number of sign boards on footpaths (which are meant for public movement). Please inform

a)    How many permissions have been granted by MCD to fix sign boards on footpaths during last 2 years under sec 320 of DMC Act?

b)   Whether any permission has been granted to DTC/Transport Department to fix obstructive advertisement boards all over Delhiin violation of UTTIPEC guidelines?

c)    In case permission has not been granted to DTC/Transport Department, please inform in detail the action taken against these 2 bodies for fixation of several thousand illegal obstructive boards all over Delhi?

d)    In case no action has been taken under c) above, who in MCD is responsible for this patent lapse & loss of revenue?

e)    In case permission as per b) above was granted, who in MCD is responsible for violation of UTTIPEC guidelines providing obstruction free & continuous footpath?

f)     Whether DMC Act is applicable on roads maintained by DCB, DDA, NDMC & PWD?

g)    Whi in MCD has the onus of enforcement of sec 320 of DMC Act.

(2)  Concerning rain water harvesting (RWH): Please inform in detail the

a)    How many building maps have been approved by MCD during last 2 years for building over 100 sq meter not having the provision of RWH?

b)   Please provide list of roads & buildings maintained by MCD not having provision of RWH and the reason for this?

c)    Whether any surprise inspection or survey etc. is conducted by MCD to verify that RWH is functional in buildings or not? If yes, how many challans have been issued by MCD for dysfunctional RWH system during last 2 years?

(3)  Please inform the complete process how pruning wood is disposed off by Horticulture Wing of MCD?

Dear Sir,

 

(1)  Information A: At all over city we find that at many places good condition tiles of footpath being replaced frequently, cemented flooring redone, corned stones replaced. Many times all this is done before the completion of standard life of earlier construction – primarily leading to waste of resources. Even the CAG in its report concerning CWG scams has also mentioned this fact. I understand as a process whenever any bill is passed or tender awarded the earlier file is also inspected by Finance Department to check the previous rates and other details concerning job, which also includes the details of period of work done etc. Please inform me: Whether Finance Department raises any objection on such waste of resources during financial vetting of any proposal for replacement of tiles, floors or kerb stones?

 

(2)  Information B: Please inform in detail the process of release of salary to the employees including,

(i) Whether payment of salary is connected with attendance of employee?

(ii) How leave record is maintained, complete process be informed?

(iii)         If employee takes LWP in a month, in which month salary for this is deducted. Is it the same month or later?  

(iv)         who certifies the attendance please provide the information for each level of post,

(V) What all checks Finance Department exercises before release of salary to employees concerning checking of attendance, absence, leave availed by employees?

(i)           In current biometric system of attendance what are the office time employees have to follow and how much is the grace period allowed?

(ii)          What is the attendance cycle connected with the pay roll of a month e.g. 20th to 19th or 26th to 25th etc.

(iii)         In how many cases during last one year MCD vigilance department has found employees missing from their seat after recording attendance.
