MCD to slap 5000 fine for every illegal hoarding

New Delhi: Those who deface the city by putting up hoardings illegally will now have to pay heavy fines. Municipal Corporation of Delhi (MCD) has decided to send notices to defaulters, including political parties, religious organizations and private companies, asking them to pay a fine of Rs 5000 for every illegal hoarding.

"Illegal hoardings that dot the city are mainly put up on electric poles. We will start issuing notices to defaulters from Wednesday. In case the defaulters can't be traced we will send the notices to the person or group whose faces appear on the hoardings,'' said a senior MCD official.

With the ongoing festive season and the municipal elections round the corner, a lot of political, religious and commercial hoardings can be seen dotting the city. About two months back, MCD directed all its zonal deputy commissioners to ensure that no unauthorized posters, banners, etc are put up.

"We don't have a dedicated vehicle to remove illegal hoardings. Therefore, to recover the cost of removing the illegal hoardings we will charge the people or organizations that have put them up. So far, MCD has not taken any strict action against those putting up illegal hoardings. We hope this step will send a strong message and act as a deterrent. We can't allow people to deface the city,'' said a senior MCD official .

The zonal deputy commissioners were directed to lodge FIRs against defaulters. According to the Delhi Prevention of Defacement of Property Act, 2007, defacement of properties/walls is a cognizable offence and can invite punishment with imprisonment up to one year or fine up to Rs 50,000 or with both.

Every hoarding needs to be registered with the civic agency before it is put up, as per the new advertisement policy framed in 2008.

The overhead sign board while entring thru Kakrola Mode is often covered by varios political parties. This is the visible to any one entering thru that road. I think this is visbile to MCD staff unless they keep their eyes close.

Sir,does this order include guidance clinics and such oversize boards put in residential areas, right next door.
Another paharganj in the making. Well as per well meaning rwa members one can use these facilities for free.
So, every cloud has a silver lining.

Sounds nice on paper. Is it really implemented?

Worst is defacement of walls, metro pillars n all

with all kinds of posters. MCD should impose

heavy fines on the party/organizations/companies

to whom the posters belong. Create a few cases and

publicize widely. Surely the menace would come down

if not completely eliminated.

All depend WE the citizen also.

This mornign I have found many posters on DTC Bus sheltor Sector 21 Posters of particular political party. Then another party on the street lgihts. hope by weekend we will have some photographs to MCD.

I think solution is possible.

 

1. MCD should install one board in each sectors 4 corners at least and one in markets for Public Interest Posters/Materials etc(No commercial Contents). Once this is done then ENFORCEMENT starts.

2. MCD should have Camera handy with all supervisors staffs to take such violations and upload to a common server.

3. MCD staff should also given some insentive on curtailing these kind of defacements.

4. Public must take actively participate in Poster Removal/Banner Removal etc.

Pelase find Self EXPLNATORY Evidence of Posters pasted on Public Property(Located at DDA Shops in Sector 22 Park).

 

We request immediately take measures.

 

In addition we have also observed posters and banners across Dwarka in violation to DEFACEMENT Act.

There as posters of political parties on Sector 21 Under pass of DTC Bus Sheltor and on Streetligh poles.

 

Appreciate unbiased action in thes matters.

I found some of the banners on that Dwarka Link road removed.

Also there was some effort to remove those posters on DTC Bus sheltors.

 

I doubt these officials will take Penalty which will be determental. As they also fear for their service
