Handicap International is an independent and impartial international aid organization that intervenes in situations of poverty and exclusion, conflict and disaster. The organization works with people with disabilities and vulnerable populations, providing support and advocacy to meet their basic needs, improve their living conditions and ensure that their dignity and fundamental rights are respected. The Handicap International (HI) network includes eight national associations, including one in Canada. The mandate of Handicap International Canada (HIC) is to support the work of the international network through communication and dissemination, fundraising, public awareness building, and ongoing advocacy.

WORK ENVIRONMENT:
Working under the direct supervision of HIC’s Executive Director, the Manager, Institutional Funding is responsible for developing, implementing and monitoring a detailed institutional funding strategy. He/she represents the organization to institutional funders, identifies and cultivates funding opportunities, provides liaison with HIC’s missions, helps with project setup, and monitors funded projects. He/she provides appropriate communication as required to promote the organization’s development in Canada.

RESPONSIBILITIES:

1. Develop institutional funding.

  • Develop a strategic institutional fundraising approach and a detailed action plan to reinforce Canadian funders’ perception of HIC as a key strategic player;
  • Demonstrate a good understanding of the funding mechanisms, issues and geographical areas of interest to Canadian funders, and identify potential sources of funding for projects and programs administered by the Handicap International (HI) Federation’s international network;
  • Initiate and develop relationships with stakeholders from various governmental and non-governmental
    organizations in Canada, and identify potential partnerships;
  • Acquire and maintain a good understanding of the content and delivery of HI programs in order to represent the international network accurately to Canadian funders;
  • Develop and manage a system to monitor calls for proposals issued by institutional funders, and work with HIC’s Fundraising Manager to support fund development activities targeting Canadian private foundations;
  • Work with HI field staff and network partners to prepare funding applications and present projects to
    potential funders.

2. Monitor HIC-funded projects.

  • Monitor the implementation of projects financed by Canadian funders by analyzing narrative and financial reports against the corresponding proposals. In this context, ensure that the terms of funding agreements are being met, and develop appropriate follow-up if and as required for programs and projects financed by Canadian funders;
  • Contribute to the final draft and check accuracy of narrative reports and budget statements prepared by project field staff for submission to Canadian funders.

3. Responsibilities related to the HI Federation.

  • Acquire and maintain a good understanding of the content and delivery of HI programs in general, in order to communicate effectively about program activities and action plans;
  • Participate in meetings of the HI network’s Resources Allocation Committee (RAC/CAR) in order to be directly involved in coordinating research and allocating project funding;
  • Help develop multi-year program strategies by identifying elements that match Canadian funders’ mediumand long-term priorities;
  • Ensure that administrative procedures for funding and all other support mechanisms (training, donor policies) are updated regularly and are shared with other HI network members.

4. Other activities on behalf of HIC.

  • As delegated by HIC’s Executive Director, participate in advocacy activities with a view to securing and developing institutional funding.

Other tasks:

  • As required, and as delegated by HIC’s Executive Director, the Manager, Institutional Funding may be called upon to perform other duties in line with HIC’s priorities, particularly sharing his/her expertise and knowledge of HI program content and delivery and of Canadian funders;
  • He/she will be required to participate in other activities organized by HIC, including notably the Pyramid of Shoes and other mobilization, awareness building and fundraising events.

QUALIFICATIONS:
Education:

  • Master’s degree in Project Management, International Development, Public Health or any other relevant related field.

Work experience:
Essential

  • Significant experience in international development (at least 3 years’ field experience);
  • Solid experience in development project management (at least 2–3 years’ field or desk experience);
  • Excellent written communication skills in English and French, and experience in drafting international correspondence, project proposals, funding applications, monitoring and evaluation reports, etc.;
  • Very good understanding of donor relations management in the Canadian context and of the operation of the Canadian International Development Agency (CIDA) in particular.

Desirable

  • Experience in the field of disability;
  • Knowledge of armed violence issues.

Languages:
Essential

  • Fluent in English and French (oral and written).

Desirable

  • Working knowledge of Spanish.

Personal qualities:

  • Initiative, ability to work independently or as part of a team, flexibility, adaptability, ability to work under pressure, ability to work in diverse cultural environments, highly developed ethical sense, respect for diversity in all its forms;
  • Proven ability to build and maintain relationships;
  • Willingness to travel internationally several times a year.
