The Recruitment of Policy Leaders (RPL) initiative focuses on recruiting exceptional professionals with diverse achievements and experience into mid and senior-level policy positions across the Government of Canada.

What we look for

RPL recruits have diverse backgrounds, experiences and skills. Here are the common elements required:

A post-graduate degree in any discipline from a recognized university obtained by Dec 31, 2017
  • This can be a Masters, PhD or a law degree complemented by any undergraduate degree.

Record of academic excellence
  • This is demonstrated through prestigious scholarships, awards and/or distinctions and/or peer-reviewed publications. For example:
    • you received a Rhodes, Trudeau or Tri-Council (NSERC, SSHRC,CIHR) scholarship;
    • you were published in peer-reviewed journals;
    • you received awards like the Governor General's Gold Medals, departmental or university awards; and/or
    • you were admitted to internationally competitive academic programs.

Relevant policy experience
  • Acquired through: research, program or policy development or implementation and/or work in non-government organizations, volunteer organizations, governments, businesses, consulting firms, think tanks, and/or educational institutions.

Volunteer or extra-curricular experience in a leadership role
  • Examples include: founding a business, participation in high-level sporting, bringing about positive change by contributing to your community or a non-for-profit organization, and/or receiving public acknowledgment for a non-academic, non-professional achievement.

An understanding of public policy
  • You have a sound general knowledge of Canadian public policy issues, including an awareness and understanding of the policy challenges facing the country, and the Government of Canada’s political system and priorities.

Analytical thinking
  • You are capable at integrating varied information and perspectives, dealing with uncertainty and ambiguity and at anticipating consequences and future trends.

Judgement
  • You can assess and understand the consequences and implications of decisions, can formulate reliable assumptions and can propose practical solutions.

Creativity
  • You have the ability to challenge conventional ideas, to consider numerous possibilities and to adapt your analyses to new and varied sources of information.

Effective communication
  • You are articulate, you know what information is relevant and you listen to the opinions of others.

Values and ethics
  • You demonstrate integrity and professionalism, are objective and consider the moral implications of your actions.

Relationship building
  • You value the opinions of stakeholders, are able to respectfully address differences of opinion and constructively manage difficult situations.

Language proficiency
  • You must be fluent in at least one official language (English or French).

How to apply

  1. Login to your jobs.gc.ca account
    OR
    Create an account (and then login)

  2. To find advertised RPL processes, use the job search menu and select “graduate programs” as the job type.

  3. If a process is available, use the “apply online” link when you are ready to apply and confirm that you have read the notice before continuing.

  4. On the “Job applications” page, select every link in the “Requirements” column of the RPL job advertisement box and provide the required information on each page.
    • Exclamation mark icon: links with this icon beside them lead to pages that are not mandatory when submitting your application; however, you should still visit those pages to see if there is information you would like to complete.
  5. Select “Submit application” once all pages of your application are complete.
    • You must agree to the declaration to submit your application.

Making changes to your application

You can only make changes to an application before the closing date of the advertisement.

  1. Login to your jobs.gc.ca account

  2. Select the “Job applications” link

  3. Select the “Retrieve application” link in the relevant RPL job advertisement box

  4. Select the links in the “Requirements” column and make the desired changes
    • Don't forget to save each page before leaving
  5. Once finished, select the “Submit application” link
    • You must agree to the declaration to submit your application
    • If you do not submit your application, you will not be considered further for this job

Timeline

Fall 2016 to Winter 2016-2017

  • All applications are evaluated within six to eight weeks of the closing date of the advertisement.
  • If you meet the requirements, you will be invited to an interview.
  • The interviews will begin in February and may take a few months to complete.

Spring to Summer 2017

  • Interviews continue into the Spring.
  • If you are successful at the interview, a writing sample will be assessed.
  • If you pass the evaluation of your writing sample, reference checks will be performed.
  • If you pass the reference checks – congratulations! You will be placed in a pool of successful candidates eligible for hire into the federal government of Canada.

Placement

  • Note that making it into the pool does not guarantee a placement. However, RPL has a very successful rate of placement because we assign you to one of our RPL alumni (a sherpa) to serve as your mentor, and to guide you through the final stages of the hiring process.
  • Your mentor will help plan your timeline for when you are available to begin work, and explore options to find the right job for you.
  • Your mentor will facilitate your networking with different organizations, arrange meetings with hiring managers and help you explore options. If you are located outside of the Ottawa-Gatineau region, you and your mentor will plan a trip to Ottawa to meet with hiring managers in your areas of interest.
  • Hiring managers are responsible for making an official offer of employment to candidates.
  • A typical recruit joins the public service as an analyst – at the EC-5 or EC-6 level. You can find the salary ranges for all public service classifications here: Rates of Pay for the Public Service of Canada.

Work environment

The Government of Canada's responsibilities are diverse and complex and as such the breadth of opportunities for qualified candidates is tremendous. Previous recruits have taken up positions as diverse as representing the Government of Canada before international organizations, working with Aboriginal groups on education, property rights and health care issues, and helping to develop Canada's national security strategy. In doing their work, recruits can expect a wide variety of responsibilities, ranging from such things as analyzing and developing policy advice for senior government officials, conducting stakeholder consultations, or conducting in-depth research activities.

Intent of the process

Government of Canada organizations may use this pool of qualified candidates to meet their recruitment needs.

Generally RPL recruits join government under the EC classification (Economics and Social Science Services) at the EC-05, EC-06 or EC-07 level. However, RPL candidates may also be considered for positions at other groups and levels. The group and level of the position will be determined by the hiring manager, who can add additional criteria to meet specific needs. Note that these vacancies are mostly located in the National Capital Region.

A response to a text question addressing the following:

  • You will be asked to indicate in which city and country you will spend most of your time from January to April 2017.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Completion by December 31, 2017 of a master's OR a doctoral degree in any discipline OR a law degree complemented by another undergraduate degree in any discipline from a recognized university.

Note: Please note that you must meet the qualification standards of the group for which you are being considered. The evaluation of your studies in relation to the different professional groups offered will be done at a later stage in the process. ACADEMIC EXCELLENCE AND(OR) DISTINCTIONS
You must present a record of academic excellence and/or distinction through:

-Scholarships, such as: Trudeau, Rhodes, Fullbright, or Tri-Council (NSERC, SSHRC, CIHR); AND/OR
-Academic prizes and/or recognitions, such as: the Governor General's Gold Medals, merit awards, departmental or university awards or admission to internationally competitive academic programs; AND/OR
-Any other significant academic distinction or achievement; AND/OR
-Publications in peer-reviewed journals.

Note: Applicants must clearly describe the nature of the scholarship, prizes or distinction and indicate their dollar value, if any, in Canadian dollars. The members of the selection committee will be evaluating this qualification by attributing a mark based on pre-established criteria. In order to ensure that you get the highest mark possible, please indicate and describe all of your scholarships, academic prize and/or recognitions and publications in relation to the description above.

Degree equivalency

EXPERIENCE
You must have acquired relevant policy experience in at least one (1) of the following fields: economics, political, legal, social or scientific, through:

- Work experience; AND/OR
- Research, studies, presentations and/or publications; AND/OR
- Program or policy development or implementation; AND/OR
- Managerial experience with non-governmental organizations, voluntary organizations, government, businesses, consulting firms, think tanks or universities.

Note: Applicants must describe the nature of their policy experience and its policy relevance and the context in which the experience was obtained, any positions held and their duration and any signification accomplishments or results achieved.

AND

You must also have participated or been involved in extra-curricular activities in which you have either taken a leadership role or demonstrated initiative which brought about positive change in a community through:

- Voluntary service to, or leadership in, a community (e.g. student government, contributions in the voluntary or not-for-profit sector); AND/OR
- Personal accomplishment or initiative (e.g. high-level sporting or cultural achievement, founding a business or other organization); AND/OR
- Receipt of community recognition through awards, prizes or other public acknowledgement for non-academic, non-professional achievement or contribution.

Note: Applicants must describe all community or extra-curricular activities, any positions held and their duration and any significant achievements. You must also specify the role played and the context in which it took place.

Various language requirements
Positions will have different language requirements in terms of the ability to speak, read and write in French and/or English. Some positions will require you to be fully bilingual at the time that you are hired; others may provide language training after you start work. The hiring organization is responsible for determining the language requirements of their positions.
